Puerto Rico Aims to Attract Blockchain Startups With New Council

Puerto Rico’s government has created an advisory council aimed at spurring the development of blockchain businesses on the island.

The move was announced Thursday during the Blockchain Unbound conference in San Juan. Manuel Laboy Rivera, Puerto Rico’s secretary of economic development and commerce, struck a bullish tone during remarks about the tech’s future prospects. The council is composed of a mix of public and private sector representatives, including Rivera, the government’s chief innovation officer and its secretary of the Treasury, as well as a mix of entrepreneurs and investors that have moved to Puerto Rico.

Blockchain, he said, “is accelerating economic and social changes worldwide and Puerto Rico wants to be a part of it.”

The creation of the council comes after a number of high-profile blockchain and cryptocurrency entrepreneurs followed investor Brock Pierce to U.S. commonwealth to set up a “crypto utopia” of sorts.

According to Rivera, Puerto Rico already offers a beneficial location for new businesses, a state of affairs that is buoyed by the tax incentives outlined in several legislative acts. These include Act 22, which provides exemptions for individual investors that are residents of the island.

On top of that, Rivera said the government – through the advisory council – will be looking at ways to develop the best possible regulations and legal framework to support blockchain businesses. That said, as a U.S. commonwealth, Puerto Rico has all the protections given by federal government and must also abide by American regulatory frameworks.

Puerto Rico’s interest in attracting blockchain entrepreneurs and investors comes after the island was hit by Hurricane Maria, the tenth-most intense Atlantic hurricane on record.

As such, the government in Puerto Rico would like to diversify its economy – and according to Rivera, officials there see blockchain as one way to do that. And after detailing the openness of the government to the industry, Rivera, pointing to the beautiful landscape and vibrant culture on the island, joked:

“But most importantly, you’ll be doing business in a tropical island.”

LITTLE ROCK, Ark. (KTHV) – A Pulaski County judge plans to issue a ruling next week after putting the state’s plans to issue licenses to five medical marijuana cultivators on hold.

Judge Wendell Griffen promised a decision on the status of his temporary injunction after a hearing Friday.

The key words are “arbitrary and capricious.” Naturalis Health, LLC is one of the losing medical marijuana hopefuls, but they claim that’s how the state acted when they graded the winning cultivators. That’s unconstitutional, and so they sued in Griffen’s court to keep the state from awarding the licenses to the winning would-be cultivators.

Despiden al subdirector del FBI de Estados Unidos dos días antes de su jubilación

El secretario de Justicia de Estados Unidos, Jeff Sessions, anunció el viernes que despidió al ex subdirector del FBI Andrew McCabe, un objetivo habitual del enojo y las críticas del presidente, Donald Trump, apenas dos días antes de la fecha en que se jubilaría. McCabe criticó la decisión de inmediato sugiriendo que formaba parte de la guerra contra el FBI del gobierno de Trump.

El cese se produjo por recomendación de funcionarios de disciplina del FBI y se produce antes de un informe del inspector general, que se espera que concluya que McCabe autorizó la entrega de información a medios de comunicación y no fue franco con la oficina de supervisión mientras revisaba la manera en que la agencia manejó la investigación de los correos electrónicos de la ex secretaria de Estado Hillary Clinton.

“El FBI espera que todos sus empleados se adhieran a los más altos estándares de honestidad, integridad y responsabilidad, dijo Sessions en un comunicado el viernes en la noche.

Inmediatamente después del anuncio del secretario de Justicia, McCabe emitió un comunicado en el que dijo que su credibilidad había sido atacada como parte de un esfuerzo más amplio no solo para calumniarme a mí personalmente sino también al FBI y a la policía.

“Esto forma parte de la guerra en marcha de este gobierno contra el FBI y contra los esfuerzos de la investigación del fiscal especial, que continúa hasta hoy, agregó refiriéndose a la pesquisa abierta por Robert Mueller sobre la posible coordinación entre Rusia y el equipo de campaña de Trump. “Su persistencia en esta campaña solo destaca la importancia del trabajo del fiscal especial.

McCabe afirmó además que fue señalado por el papel que desempeñé, las acciones que tomé y los eventos de los que fui testigo tras el despido de James Comey. Muller investiga si las acciones de Trump, incluyendo el cese de Comey como director del FBI el pasado mayo, constituyen un delito de obstrucción a la justicia. McCabe, un confidente cercano a Comey, podría ser un testigo importante.

Según el ya exsubdirector del FBI, la publicación de las conclusiones en su contra se aceleró luego de informar a funcionarios del Congreso de que podría corroborar el relato de su antiguo jefe sobre sus conversaciones con el presidente.

A pesar de que McCabe pasó más de 20 años en el FBI y había desempeñado importantes papeles en algunas de sus investigaciones más recientes, Trump lo criticó repetidas veces y afirmó que era un emblema del liderazgo de la agencia que, según el mandatario, actúa en forma parcial contra su gobierno. En un tuit publicado a primera hora del sábado, Trump pareció encantado con el despido, diciendo que era un “gran día para la democracia y un “gran día para los hombres y mujeres que trabajan duro en el FBI”.

El despido es en cierta medida simbólico ya que McCabe estaba ausente del FBI desde enero, cuando dejó el cargo de director interino de forma repentina. Pero ocurrió justo antes de que se jubilara el domingo, lo que pone en riesgo su pensión. La decisión podría avivar además el tumulto que rodea a la agencia en el último año tras la salida de Comey y la investigación sobre la campaña de Trump que la Casa Blanca considera un engaño.

El cese se deriva también de una amplia revisión por parte del inspector general sobre cómo gestionó el FBI la investigación sobre los correos electrónicos de Clinton. Esa pesquisa no solo se centró en decisiones específicas tomadas por los mandos de la agencia durante la investigación, sino también en las filtraciones de información a los medios.

McCabe fue objeto de un escrutinio especial por un reporte noticioso de octubre de 2016 que reveló enfoques distintos del FBI y el Departamento de Justicia en torno a la agresividad con la que debía investigarse a la Fundación Clinton. El inspector general de Justicia llegó a la conclusión de que McCabe autorizó que funcionarios de la agencia hablaran con un reportero del Wall Street Journal para esa historia, y que él no había sido franco con los investigadores al respecto, algo que McCabe niega.

They will certify 1,500 patients eligible for medicinal cannabis treatment

The Puerto Rico Medical Cannabis Association will hold the First Meeting of Medicinal Cannabis Patients, in a joint effort with the Department of Health and in order to guide and evaluate patients in an alternative health treatment.

The event, to be held on March 18, will serve to evaluate and certify new patients interested in including medical cannabis in their treatment program.

For such purposes there will be certified doctors to recommend medical cannabis, as well as staff from the Medical Cannabis Office of the Department of Health, taking care of the requests of the patients who meet to process their certification and issue their patient identification at the time.
It will be the first event that takes place offering the totality of the service.

“The idea is to encourage a meeting point that brings together people interested in exploring the possibility of treating medicinal cannabis with others who have already made it part of their treatment. We want to continue educating because it is an option that can transform lives. Those who want more information or those who are already determined, but have not taken the next step have in this event a suitable opportunity to orient themselves. They can clarify doubts, evaluate themselves with a doctor, know the available treatment options and get certified, “said Carmen Serrano, spokesperson for the Puerto Rico Medical Cannabis Association.

The certification process will be free for the first 500 patients who show up at the site.

Then it will cost 25 dollars.

The event will have about 25 doctors authorized to examine patients, who must carry photo identification and medical evidence about their health conditions.

It is expected to certify around 1,500 new patients in the process.

In addition to certifying new patients, the event will offer talks and educational material about alternative dispensaries, use, treatment and methods of authorized consumption.

“The Department of Health is committed to providing the tools and educating citizens about the benefits of this program, which is already helping thousands of patients find relief and a better quality of life,” said Antonio Quilinchini, executive director of the Medical Cannabis Office of the Department of Health.

The current regulation provides that patients who can be certified to choose to include cannabis in their treatment are those diagnosed with any of these conditions: cancer, fibromyalgia, HIV or Acquired Immunodeficiency Syndrome, Amotricious Lateral Sclerosis or Multiple Sclerosis, Crohn’s disease, Alzheimer’s , Arthritis and Rheumatoid Arthritis, anxiety disorders, epilepsy, Parkinson’s, Anorexia, migraine, spinal cord injuries, hepatitis C, conditions that cause chronic pain, or conditions that are allowed by regulation by the Department of Health.

Puerto Rico Medical Cannabis Association celebrará este domingo el Primer Encuentro de Pacientes de Cannabis Medicinal, en un esfuerzo conjunto con el Departamento de Salud.

El evento servirá para evaluar y certificar pacientes nuevos que interesen incluir cannabis medicinal en su tratamiento. Habrá 25 médicos certificados para recomendar el cannabis medicinal, así como personal de la Oficina de Cannabis Medicinal del Departamento de Salud atendiendo las solicitudes de los pacientes que interesen tramitar su certificación y que se emita su identificación de paciente al momento.

El encuentro tendrá lugar en el Coliseo Mario Jiménez de Guaynabo, de 8:00 de la mañana a 6:00 de la tarde.

El proceso de certificación será gratuito para los primeros 500 pacientes que se presenten en el lugar.

Luego tendrá un costo de 25 dólares.

Los pacientes deben llevar identificación con foto y evidencia médica sobre sus condiciones de salud.

Además de certificar a nuevos pacientes, en el evento se ofrecerán charlas y material educativo acerca de alternativas de dispensario, uso, tratamiento y métodos de consumo autorizado.

La reglamentación vigente dispone que los pacientes que pueden certificarse para optar por incluir cannabis en su tratamiento son aquellos diagnosticados con alguna de estas condiciones: cáncer, fibromialgia, VIH o Síndrome de Inmunodeficiencia Adquirida, Esclerosis Lateral Amotriófica o Esclerosis Múltiple, enfermedad de Crohn, Alzheimer, Artritis y Artritis Reumatoidea, desórdenes de ansiedad, epilepsia, Parkinson, Anorexia, migraña, lesiones del cordón espinal, hepatitis C, condiciones que ocasionan dolor crónico, o condiciones que se admitan mediante reglamentación por el Departamento de Salud.

About 300 people interested in being part of the medicinal cannabis industry in Puerto Rico participated yesterday in an educational workshop to receive a series of certifications.

In the workshop, organized by the Puerto Rico Legal Marijuana entity , 30 patients interested in benefiting from this therapy were also certified , reported Michael Soler, the first doctor in the country who, in June 2016, issued a prescription for the local use of cannabis medicinal.

Occupational licenses, dispensary technicians (“budders”), good manufacturing practices and agricultural and “seed to sell specialist” were some of the certifications granted . Among the participants there were several who only attended as listeners.

Soler and Godwin Aldarondo Girald, of Puerto Rico Legal Marijuana, agreed that, almost three years after the establishment of the medicinal cannabis industry on the island, there is a lot of space to progress.

“Colorado’s (state) law (on the use of medical cannabis) has been amended 80 times, both in the Health Regulations and in the law (on this subject) there are many areas to improve,” said Aldarondo Girald, whose entity is dedicated to educating on legal aspects of medical marijuana in Puerto Rico.

Including more diseases to the list of conditions allowed by law to use this healing plant, such as post-traumatic stress disorder, was one of the recommendations offered by Aldarondo Girald. This is in the process of strengthening what it considers an industry still in its infancy that has a lot of potential for growth, as well as an economic incentive for the island.

“We must regulate more medical tourism (medical cannabis). Puerto Rico needs income and (to maximize this industry) is a way to improve the economy of the country. For that, you have to make it easier for the tourist (the process) to acquire your card or permit, “he said.

Developing a “wellness center” that includes medicinal cannabis therapy, as well as encouraging research and local development of this plant, were other recommendations of the lawyer.

“The Board (Medicinal Cannabis Regulator) does not have (right now) the resources to do the work. They are good and committed people, but they do not have the resources and that is very important, because (the success of) this industry depends on compliance with the regulations, “he said.

Currently, on the island there are 35 medical marijuana dispensaries in operation and between 15 and 20 crops.

“There must be more opportunities for distribution in all municipalities, at least there is a franchise of everything,” said Aldarondo Girald, lamenting the government’s “lack of efforts” to educate the people on this issue and their ability developmental.

As an example, he mentioned that although on the island there are 17,000 patients certified for the use of medicinal cannabis, it is estimated that some 150,000 people could benefit from this therapy.

For his part, Soler said that although originally about 500 doctors in the country were certified to prescribe medicinal cannabis, there are 190 physicians duly authorized.

“There was an economic expectation of a (larger) number of patients (requesting this therapy) and that has not happened,” he said.

According to Soler, clinical experience indicates that this therapy is beneficial in nine out of 10 patients.

He added that, since the use of this plant was made viable for healing purposes in the country, myths that were previously associated with this treatment have been defeated. He mentioned that there has not been an increase in crime or vehicular accidents among patients in this therapy.

In his opinion, the industry must grow to the point that its income sustains the country’s health system , as he said in other states.

It was on May 3, 2015 that the then Governor Alejandro García Padilla signed an executive order to authorize the medicinal use of some or all of the controlled substances or components derived from cannabis. On July 9, Governor Ricardo Rosselló signed a law to regulate the use of this medicinal plant on the island.

Putin’s spokesman denounced the claim as “shocking and inexcusable.”

As relations between the two nations sank to a new post-Cold War low, nearly two dozen Russian diplomats in London were packing their bags to leave Tuesday after an expulsion order from Britain. British diplomats in Moscow were bracing for a retaliatory order from the Kremlin and were just waiting to be told who had to leave and when.

Geopolitical tensions have been mounting since the poisoning of the Skripals in the English city of Salisbury on March 4, in what Western powers see as the latest sign of increasingly aggressive Russian interference in foreign countries. The tensions threaten to overshadow Putin’s expected re-election Sunday for another six-year presidential term.

But that’s not all.

New concerns surfaced Friday about the death this week of a London-based Russian businessman, Nikolai Glushkov, found dead at his south London home on Monday. British police said Friday that he died from compression to the neck and opened a murder investigation.

Russia also suspects foul play in Glushkov’s death and opened its own inquiry Friday. Russia’s top agency for major crimes was also investigating the attack on Yulia Skripal, who is a Russian citizen. Her father has British citizenship. Both are in critical condition.

British police said there is no apparent link to the attack on Glushkov and the poisoning of the Skripals.

But to the West, they are raising similar concerns.

While Britain has accused the Russian state of ordering the poisoning of the Skripals, Foreign Secretary Boris Johnson took it a step further Friday and said it’s “overwhelmingly likely” that Putin himself ordered the attack.

Top EU diplomats were expected to discuss next steps at a meeting Monday, with some calling for a boycott of the upcoming World Cup in Russia. British Prime Minister Theresa May is seeking a global coalition of countries to punish Moscow, and the U.S., France and Germany have already lined up against Russia over the Skripal attack.

Britain is expelling 23 Russian diplomats and taking other steps against Russian interests as the two nations’ relations plummet.

“Our quarrel is with Putin’s Kremlin, and with his decision, and we think it overwhelmingly likely that it was his decision, to direct the use of a nerve agent on the streets of the U.K., on the streets of Europe, for the first time since the Second World War,” Johnson said.

Putin spokesman Dmitry Peskov was quoted by Russian news agencies as calling Johnson’s statement a “shocking and inexcusable breach of diplomatic propriety.” Peskov reiterated Russian denials of involvement in the attack on the Skripals.

“We have never encountered this level of discussion on the global stage,” Peskov told reporters.

Russia ordered a halt to high-level meetings with the U.K. and prepared Friday to expel British diplomats.

Lithuanian Foreign Minister Linas Linkevicius told The Associated Press that the Salisbury attack was a direct challenge to Europe. He said Russia’s recent provocations need a tough response, including action against Russian oligarchs with questionable ties who have used London as a safe haven.

The source of the nerve agent — which Britain says is Soviet-made Novichok — is unclear, as is the way it was administered.

Russia has demanded that Britain share samples collected by investigators.

Russia’s envoy to the Organization for the Prohibition of Chemical Weapons told The AP that his country has no stocks of the Novichok group of nerve agents, insisting that Soviet-era research into the agents was totally dismantled before Russia joined the organization.

Ambassador Alexander Shulgin also sought to shift possible blame, saying Western special agents spirited Russian chemical weapons experts out of the country in the 1990s and work continued on their research.

He said even the name Novichok was a “Western invention” and that Russia never gave it a name.

Hamish de Bretton-Gordon, former commander of the British Army’s chemical and biological weapons regiment, called the claim that U.S. or British agents could have developed Novichok “complete hogwash.”

Speaking to the AP, he called it unlikely that some of the nerve agent could have gone missing in the years after the 1991 collapse of the Soviet Union. He also cast doubt on the possibility that the nerve agent was sent through the mail or was placed in luggage that Skripal’s daughter brought with her from Russia to Britain.

An 83-year-old Russian whistleblower who helped develop Novichok told the AP on Friday that no other country could have used that particular nerve agent to poison a former spy.

Vil Mirzayanov, who now lives in New Jersey, said that if the substance is Novichok, as Britain claims, it’s “100 percent” clear it came from Russia.

Mirzayanov revealed details of Russia’s chemical weapons in the 1990s because he said he was afraid of their impact.

While many British politicians have backed the government in blaming Moscow for the nerve agent attack, the U.K.’s main opposition leader has cautioned against a rush to judgment. Labour Party leader Jeremy Corbyn said in the Guardian that it’s possible that “Russian mafia-like groups,” rather than the Russian state, were responsible.

MOSCOW (AP) — The gulf between Russia and Britain widened on Friday as they cranked up pressure over a nerve agent attack and a suspected murder in Britain that have deepened Western worries about alleged Russian meddling abroad.

Britain’s foreign secretary accused Russian President Vladimir Putin of personally ordering the poisoning of ex-Russian spy Sergei Skripal and his daughter, Yulia, describing it as the most brazen such move since World War II.

The Trump administration yesterday sanctioned five Russian entities and 19 Russian individuals for interfering in the 2016 U.S. election and for carrying out cyberattacks on U.S. infrastructure, the action comes as Congress has expressed concerns about Russias actions including meddling in the U.S. election, its role in Ukraine and Syria, and its involvement in the recent Novichok nerve-agent attack on the former Russian spy Sergei Skripal in the U.K.. Ian Talley reports at the Wall Street Journal.

The individuals sanctioned include those indicted last month by special counsel Robert Mueller as part of his investigation into Russian interference in the 2016 election. The Trump administrations measures came after significant delay, with Congress having authorized the administration to enact sanctions months ago, Kevin Liptak reports at CNN.

Russian state hackers targeted U.S. and European nuclear power plants and water and electric systems, according to a report by the Department of Homeland Security (D.H.S.) released yesterday, the F.B.I. also offered new details about the Russian cyberattacks on utilities and the White House officially laid the blame on Russia yesterday. Around 20,000 civilians have fled the rebel enclave of Eastern Ghouta near the capital Damascus and around 30,000 have fled the northern Syrian town of Afrin in recent days. Forces loyal to the Syrian President Bashar al-Assad have been carrying out an intensified campaign in Eastern Ghouta, and in Afrin, Turkish forces and their allies have been carrying out an offensive against the U.S.-backed Syrian Kurdish Y.P.G. militia, whom Turkey deem to be an extension of the outlawed Turkey-based Kurdistan Workers Party (P.K.K.), the BBC reports.

At least 1,540 people have been killed and nearly 6,000 injured in Eastern Ghouta since the U.N. Security Council passed a resolution on Feb. 24 calling for a 30-day ceasefire, according to the Eastern Ghouta health directorate. Liz Sly and Louisa Loveluck report at the Washington Post.

The U.S. military in Syrias Deir al-Zour province are prepared for further attacks from Russian mercenaries and pro-Assad forces, on Feb. 7 the U.S.-led coalition repelled a surprise assault and between 200-300 Russian mercenaries died in the clashes, the attacking force retreated and is now stationed three miles away from where U.S. troops are based. Syrian government forces and allied militias have raped and sexually assaulted civilians during the war in Syria, according to a report by the U.N. The KOREAN PENINSULA

The North Korean Foreign Minister Ri Yong-ho travelled to Sweden yesterday and met with his counterpart amid speculation that Sweden could be the venue for preparatory talks for the potential summit between President Trump and North Korean leader Kim Jong-un, or for the summit itself. Satellite imagery indicates that North Korea has been carrying out preliminary testing of one of its nuclear reactors, it is unclear whether Pyongyang plans for the reactor to be used for electricity generation or its weapons program. Tim Lister reports at CNN.

TRUMP-RUSSIA

Special counsel Robert Mueller has subpoenaed the Trump Organization to turn over documents related to his investigation, according to two sources. It is not clear why Mueller has issued a subpoena, but the move suggests that Muellers investigation will continue for at least a few more months and that he is broadening his probe to look at the role of foreign money on Trumps political activities. It is also not clear how much of the subpoena relates to Trumps business ties outside of Russia, Michael S. Schmidt and Maggie Haberman report at the New York Times.

An attorney for the Trump Organization said that the reports of the subpoena being issued are old news and our assistance and cooperation with the various investigations remains the same today, the statement did not confirm that a subpoena had been issued. Four Republican members of the Senate Judiciary Committee have asked the Justice Department to appoint a special counsel to investigate the F.B.I.s use of the dossier compiled by former British Intelligence officer Christopher Steele, which alleged Trump-Russia connections. IRAN

We have worrisome evidence that Iran is trying to influence using money the Iraqi elections, the Defense Secretary Jim Mattis told reporters yesterday, saying that this was part of Irans destabilizing actions in the Middle East. The AP reports.

The Iranian Supreme Leader Ayatollah Ali Khamenei wants to create his own project in the Middle East very much like Hitler, who wanted to expand at the time, the Saudi Crown Prince Mohammed bin Salman has said in an pre-recorded interview that will be broadcast Sunday. Saudi Arabia will follow suit as soon as possible if Iran developed a nuclear bomb, Mohammed bin Salman also said in the interview. Iran responded to the crown princes comments saying he was a delusional naïve person, Al Jazeera reports.
