El presidente del opositor Partido Popular Democrático (PPD) de Puerto Rico, Héctor Ferrer, acusó en entrevista con Efe al Gobierno de ineficacia en el área económica, falta de transparencia en los muertos por María y tolerar la Junta de Supervisión Fiscal, todo causa de una situación crítica.

“Miles de personas permanecen sin energía, cientos de intersecciones tienen estropeados los semáforos y cerca de cinco mil negocios que estaban operativos antes del huracán no han podido abrir”, un complicado panorama descrito por Ferrer al que en su opinión el Gobierno liderado por Ricardo Rosselló no ha sabido responder.

Ferrer aseguró que tampoco ha contribuido a mejorar las cosas la desde su punto de vista mala administración por parte del Ejecutivo de los fondos federales llegados a Puerto Rico para paliar los daños causados por el huracán María del pasado septiembre.

El presidente del PPD, una formación que defiende el actual estatus de Puerto Rico de Estado Libre Asociado a Estados Unidos, lo que le permite al Ejecutivo local cierto grado de autonomía y contar con su propia Constitución, subraya que la isla caribeña se enfrenta a una realidad complicada a la que no se dan las respuestas adecuadas.

“El Gobierno colapso tras el huracán María”, subraya Ferrer, para quien la isla solo comenzó a ver la luz tras la llegada de las autoridades federales a Puerto Rico una semana después del desastre.

Asegura que los distintos departamentos del Gobierno, comenzando por la Agencia Estatal para el Manejo que Emergencias, no estuvieron a la altura de la situación tras María.

Ferrer indicó que la cadena de errores comenzó en la gestión de la respuesta al huracán, a lo que siguió el controvertido asunto de la cifra de muertes ocasionadas por el ciclón, que el Gobierno de Rosselló mantiene fueron 64 personas, cifra oficial que contrasta con un informe de la Universidad de Harvard que la sitúa en más de 4.500.

“El Gobierno insiste en la cifra de 64 muertos pero todo el mundo sabe que fueron muchos más” asegura el líder de la oposición, para quien no tienen sentido que el Ejecutivo trate de enmascarar la cifra real de fallecidos.

La lista de graves problemas a los que se enfrenta Puerto Rico sigue con el papel de la Junta de Supervisión Fiscal, entidad de control al Ejecutivo de San Juan impuesta por una ley aprobada por el Congreso en Washington para atender el problema de una deuda pública impagable y encauzar las cuentas públicas.

“Estoy en contra de la Junta por contradecir el derecho natural de escoger las personas que nos gobiernen”, sostuvo el líder del PPD, tras matizar que “Junta y Gobierno son la misma cosa”.

La JSF exige, tras negociar con el Ejecutivo de Rosselló, la derogación de la Ley 80 que garantiza una indemnización por despido injustificado, una medida criticada por el PPD.

“Espero que el Senado mantenga su oposición y no permita que esa ley se elimine”, resaltó Ferrer, para quien no existe estudio alguno que señale que acabar con esa norma que garantiza una indemnización por despidos vaya a suponer un estímulo para la economía.

“La responsabilidad de la Junta es enderezar las finanzas del Gobierno, pero la eliminación de la Ley 80 no tiene ninguna influencia en eso”, defendió Ferrer.

A su juicio, la economía solo mejorará si se consigue un Gobierno más eficiente y unos municipios con una gestión más óptima que la actual de los servicios que se presentan a los ciudadanos.

Además, rechazó que el Gobierno exija austeridad a los ciudadanos mientras hay jefes de agencia que cobran hasta 400.000 dólares anuales

En cuanto al asunto del estatus de Puerto Rico, dijo que los esfuerzos del Gobierno para convertir a la isla en un estado más de EEUU han sido inútiles y que el Ejecutivo utiliza el asunto de la relación política con Estados Unidos para desviar la atención de los problemas reales que no sabe solucionar.

Ferrer subrayó que defiende el desarrollo del Estado Libre Asociado para ganar mayor autonomía y permitir así que la isla goce de una economía más robusta, postura que choca con el Gobierno, que defiende la plena anexión de Puerto Rico a Estados Unidos como un estado más del país norteamericano.

El líder de la oposición criticó además la situación por la que atraviesa la isla en el ámbito de la criminalidad, en su opinión sin una respuesta contundente a causa de la mala gestión del secretario del Departamento de Seguridad Pública (DSP), Héctor Pesquera.

Pidió que prescinda de los servicios de Pesquera, un funcionario que como recordó gana anualmente cerca de 250.000 dólares, y que la Policía vuelva a ser responsabilidad exclusiva de una sola persona.

Ramón, la semana pasada el PNP demostró síntomas de su primera gran crisis en este cuatrienio. Ante la falta de oposición real, y lo inconsecuente que ha resultado ser el PPD, en este ciclo electoral todas las situaciones del diario vivir de la administración habían sido paliadas con relativo éxito.

La excepción a eso lo fueron los dos temas relacionados a los huracanes ligados a la administración Trump y que, por ende, eran “sexies” para cierto sector del “media monopoly” de EE.UU. Los cuales aún, de vez en cuando, remachan sobre los mismos. De hecho, ni tanto. Luego de aspavientos con el tema de Whitefish, ni las investigaciones congresionales, ni de las agencias investigativas federales, han levantado un ápice de ilegalidad. Pero, en fin, era sexy decir que el tipo que aspiraba a ser empresario, sin dinero y con oficina original en una choza de Montana, había obtenido un contrato millonario, no por sus conocimientos, sino porque lo traqueteó alguien en el ministerio de lo interior del gobierno de Trump. Si la era Trump hubiese sido en 1976, Steve Jobs y Steve Wozniak hubiesen sido lapidados y hoy no tendrías tu Iphone.

Pero a lo que vinimos. Tanto el choque frontal del gobernador con Rivera Schatz, así como el desaire que le realizara Trump ante su petición informal de estadidad, en sus consecuencias, representan la primera gran crisis del presente ciclo electoral para el PNP y sus aspiraciones a la reelección.

El primero sumerge a la administración en una incertidumbre fiscal que puede tener efectos políticos adversos. Además, abre una fisura de división que puede llenarles el barco de agua. El segundo, toca la fibra de lo que le da unidad al PNP: el asunto “ideológico”. Si las huestes del PNP, ante dicho desaire comienzan a perder de perspectiva eso que los une, por imposible que aparenta ser, junto con la fisura antes mencionada, puede ser el comienzo del final. Algo similar le pasó al PPD con AGP el cuatrienio anterior y su falta de liderazgo terminó enterrándolo. Ahora queda por verse el talante de liderazgo de Ricky.

Iván, discrepo con el título que seleccionas. No estamos en una crisis del PNP sino en todo nuestro entorno económico y fiscal. Y eso, no es algo que nace en esta administración, sino que venimos experimentando con distintas gradaciones desde la administración de Sila María Calderón.

Ciertamente, el gobernador y el pueblo añaden a su lista de retos, el que no se haya podido cumplir con el acuerdo con la Junta de Supervisión Fiscal sobre la derogación de la Ley 80. Cumplirlo, aseguraba mucho dinero para nuestro desarrollo económico y protegía importantes derechos de la clase trabajadora como su bono de Navidad y sus días de vacaciones y enfermedad. Luego de que al gobernador recibiera el apoyo de la comisionada residente, alcaldes del PNP y su delegación en la Cámara de Representantes, el Senado determinó no darle paso.

Iván, cada funcionario electo es escogido democráticamente para tomar las determinaciones que entiendan benefician más a sus constituyentes. Muchas veces, las cosas que benefician al pueblo no son simpáticas. No obstante, por muchas décadas, otros han tomado determinaciones simpáticas y rehusado hacer lo correcto; por eso tenemos un gobierno en quiebra y una migración sin precedentes a otras jurisdicciones de los Estados Unidos.

El gobernador y los representantes tomaron su determinación señalando los posibles riesgos de no hacer lo correcto. El Senado tomó su determinación y es su derecho y responsabilidad. Pero, cada cual debe estar consciente que cada acción tiene resultados y hay que asumirlos y explicarlos. Eso le tocará a cada uno. No creo que el gobernador pierda liderato o apoyo con esta situación. Consistentemente, todos los estudios y encuestas de opinión resaltan la figura del gobernador porque no es un político tradicional y vino a hacer grandes cambios en las áreas de energía, educación, contributiva, salud, permisos, y otras.

Sobre Trump, lo que vi fue un gobernador valiente que exige para su pueblo la igualdad que merecemos. La reacción de Trump fue una “jocosa” ante un planteamiento al que no se puede oponer. Prefiero que mi gobernador utilice cada oportunidad que tenga para exigir la igualdad que solo nos dará la Estadidad.

GASTONIA, N.C. — Authorities arrested a former North Carolina teacher Thursday on sex offenses involving a minor.

The Gaston County Sheriff’s Office says 54-year-old Jonathan Conrad Busch of Mooresville, North Carolina is charged with two counts each of statutory rape of a child under the age of 15 and indecent liberties with a child.

Gastonia Police Officer R.S. Lewis said in an arrest warrant the indecent liberties and statutory rape charges involved the same girl and occurred between June and September 2016.

According to WCNC-TV, Busch’s case has ties to former New York congressman Anthony Weiner’s federal sexting scandal back in 2016. The name of the minor in Busch’s case matches the minor’s name in the former congressman’s sexting case.

Weiner is currently serving a 21-month sentence in federal prison after admitting to illicit online contact with a 15-year-old girl living in Gaston County.

Weiner had been married to Huma Abedin, a prominent aide to former 2016 presidential candidate Hillary Clinton, and many political experts cited his crime as a factor in Clinton’s loss to Donald Trump.

In a letter sent to parents, Lake Norman High School Principal Keith Gentle confirmed that Busch resigned from his position as a social studies teacher due to the nature of his criminal charges.

Iredell-Statesville Schools Superintendent Brady Johnson told NBC Charlotte that none of Busch’s crimes occurred on the high school’s campus nor did they involve any current or former students at the school.

According to the school system, Busch worked at Lake Norman High School for almost 15 years as a social studies teacher.

Bob Leonard, a local resident who lives just up the road from Busch’s Mooresville house, told WCNC-TV that he never spoke with him. As a grandfather, Leonard said the criminal charges concerned him.

“It’s just a little disturbing that we learn more about this,” Leonard said. “The advice I’d have to people is to pay attention and get involved and know what your kids are doing.”

Busch was arrested and released on a $20,000 bond. He’s scheduled to appear in district court on Monday, according to WCNC-TV.

Las autoridades federales indagan sobre el contratista y productor Jeff Fontánez, propietario de la desaparecida empresa Buena Vibra y de la actual compañía Cosa Buena Corp., en relación al presunto esquema de corrupción en la división de compras del municipio de San Juan.

Fuentes de EL VOCERO indican que agentes del Negociado Federal de Investigaciones (FBI), averiguan sobre el empresario, sus contratos y lazos con el ayuntamiento.

De acuerdo a las fuentes, el nombre de Fontánez surgió como parte de la pesquisa que efectúa el FBI sobre supuestos actos ilegales en el municipio.

La investigación surgió tras la radicación de una demanda interpuesta contra el ayuntamiento por parte de la exdirectora de la división de compras Yadira Molina, por alegadas represalias y hostigamiento laboral luego de que la exfuncionaria denunció las presuntas prácticas ante el secretario municipal Magdiel Pérez y la Oficina del Contralor.

La pasada semana este diario informó que el propietario de BR Solutions, Corp., Leonel Pereira, está en la mirilla de las autoridades federales.

Según el recurso legal, en el municipio de San Juan se inició una práctica por parte de los supervisores de Molina de solicitar órdenes de compra en horas de la tarde para cotizaciones o la entrega de artículos para el otro día.

Se alega que el ayuntamiento tenía unos “suplidores preferidos”, quienes cobraban el triple que los suplidores regulares, debido al poco tiempo con el que se solicitaban las cotizaciones. De acuerdo al recurso legal, Pereira le informó a Molina que su compañía recibía la lista de materiales y especificaciones de compras con varios días o hasta semanas antes de que el ayuntamiento emitiera la lista oficial de los artículos.

Ni niega ni confirma

El portavoz de prensa del FBI, Carlos Osorio, dijo que no podía confirmar ni negar la existencia de la pesquisa. Entretanto, personal del municipio de San Juan no devolvió llamada solicitando su reacción a este nuevo ángulo de la pesquisa federal.

EL VOCERO se comunicó con Fontánez, quien aseguró que no ha sido contactado por el FBI y negó haber cometido actos ilegales.

“Ningún acto ilegal”

“Los contratos están en el Contralor y son públicos. No he cometido ningún acto ilegal”, afirmó.

Al ser cuestionado sobre la implicación que hizo el representante novoprogresista Georgie Navarro de que le habría pagado un viaje a Minnesota a la alcaldesa Carmen Yulín Cruz para asistir a un juego de Grandes Ligas, Fontánez respondió “no tengo nada que decir sobre esto. Es mentira”.

De acuerdo al registro de contratos de la Oficina del Contralor, Cosa Buena Group obtuvo dos contratos con el ayuntamiento capitalino que totalizaron $306,222 para las Fiestas de la Calle San Sebastián para los años 2017 y 2018.

Uno por la cantidad de $136,000 del 16 de enero de 2018 al 21 de enero de 2018 por concepto de servicios de “publicidad, de representación o artísticos”. Bajo el renglón de tipo de servicio se indica que por “servicios de productor”.

El otro contrato fue por la cantidad de $170,222 del 16 de enero de 2017 al 23 de enero de 2017 por concepto de “servicios misceláneos no personales”. Bajo el renglón de tipo de servicio indica “servicios de rotulación”.

Catorce contratos

Mientras, que la empresa Buena Vibra Group, obtuvo 14 contratos entre enero de 2013 a septiembre de 2016 por $1,159,987.

Bajo el renglón de categoría de servicios figuran: “servicios de publicidad, de representación o artísticos; compra, venta y/o alquiler de inmuebles; interagenciales y servicios misceláneos no personales”.

Según el registro del Contralor Electoral, en el 2015 Fontánez hizo una donación de $1,000 a Cruz Soto.

Por su parte, la directora de comunicaciones del municipio, Carmen Serrano, ha sostenido que “la política del municipio de San Juan es que no hacemos comentarios sobre casos sometidos ante los tribunales o bajo investigación”.

Of course, that’s a loaded question. Sure, the bureaucrats at DOJ and the FBI have a responsibility to keep the nation’s secrets and to maintain the integrity of their own investigations. But they don’t have a right to hold back information legitimately requested by Congress for its investigation into the highly questionable behavior of both the DOJ and FBI during the Russia-Trump investigation.

“A spokeswoman for House Speaker Paul Ryan said Saturday that the department (of Justice) has partially complied with subpoenas from the House Intelligence and Judiciary committees after officials turned over more than a thousand new documents this week,” the Associated Press reported.

It’s that phrase “partially complied” that sticks in our throat. Imagine “partially complying” with a judge’s order to tell the whole and complete truth in a court case. Or “partially complying” with your requirement to file you taxes. Or “partially complying” with a police officer’s lawful order to stop.

“Partial” compliance isn’t enough. Congress has repeatedly requested documents for its investigation, but has been denied. And we need to be absolutely clear here: Congress has oversight authority over both the Justice Department and FBI. So saying “No” to Congress’ request, unless it’s grounded in serious national security concerns, is not acceptable. Period.

Try impeding an investigation by DOJ or the FBI and you’ll immediately be charged with obstruction or worse, with the possibility of going to prison for many years. Why should DOJ and the FBI be exempt from the law?

Some in Congress aren’t happy about all this. Republican Rep. Mark Meadows of North Carolina is one of them.

“New reports of DOJ-FBI compliance with document requests are NOT accurate,” he tweeted. “While they have turned over additional documents, the new documents represent a small percentage of what they owe.”

“The notion that DOJ/FBI have been forthcoming with Congress is false,” he wrote.

The problem is, Congress needs to get to the bottom of what looks to be a massive conspiracy within the FBI and DOJ to boost Hillary Clinton’s election chances, while impeding Trump’s. If true, and certainly evidence amassed so far indicates it is, it would be the biggest government scandal in at least 100 years. Bigger, yes, than Watergate.

That’s why Congress has sought so much documentation from FBI Deputy Director Rod Rosenstein. They demand more than 1.4 million documents, a large amount to be sure, but have only received roughly 800,000 pages. Last week’s delivery amounted to just 1,400 pages or so. So you can see why some investigation-minded representatives, such as Meadows, aren’t satisfied.

The Justice Department and FBI had a Friday deadline to hand over the documents. They only partially complied. Yet the vow by Rep. Devin Nunes “there’s going to be hell to pay” if they didn’t comply seems to have fallen on deaf ears.

Russia Investigation: Unanswered Questions

The questions about the Russia investigation launched by the FBI and later picked up by Special Counsel Robert Mueller are many.

Congress, for instance, wants access to transcripts of conversations between “confidential human sources” — spies — and Trump campaign officials.

Congressional Republicans also seek to understand how former British spy Christopher Steele, who compiled the now-infamous Trump dossier, came to be paid by the Clinton campaign, the Democratic National Committee and the FBI. Collusion, anyone?

And they also want to look into how the FBI and DOJ used the Foreign Intelligence Surveillance Act to spy on the Trump campaign.

These are all legitimate issues. Stonewalling is an old strategy. Maybe the deep state is hoping for a Blue Wave in November to get Congress off its back.

Regardless, whether the U.S. remains a healthy, law-abiding republic or sinks to the level of other nations now ruled by corrupt elite bureaucracies is what’s at stake here. Who decides what gets handed over — a group of unelected bureaucrats, or the representatives of the American people?

Americans deserve answers. They should demand them.

High-level FBI officials investigating Hillary Clinton’s mishandling of classified information claimed they had no recollection of key events when questioned by the Office of the Inspector General (IG), Justice Department’s watchdog.

Specifically, the officials were foggy on the month that followed a late September 2016 discovery of a large trove of Clinton emails on the laptop of disgraced former Congressman Anthony Weiner.

The small team at FBI headquarters working on the Clinton investigation failed to examine the new evidence for about a month and later tried to explain themselves with “unpersuasive justifications,” according to a highly anticipated IG report on the investigation released June 14.

The leading officials in the investigation said they couldn’t remember at least a dozen communications regarding Weiner’s laptop. Former FBI Deputy Director Andrew McCabe had a similar response at least five times. In two instances, not even seeing notes from the communications appeared to refresh his memory—even his own notes, in one instance.

Weiner was exposed for engaging in sexually obscene electronic communications with a minor on Oct. 21, 2016. On Sept. 26, 2016, the FBI field office in New York obtained a federal search warrant on Weiner’s devices, and his lawyer reportedly handed them over to the New York Southern District Attorney’s Office, including the content of Weiner’s iCloud online storage.

(Samira Bouaou/The Epoch Times)The FBI agent assigned to the case soon discovered hundreds of thousands of emails on the laptop, including between Clinton and Huma Abedin, Weiner’s wife, who left him just weeks before.

Abedin was Clinton’s closest confidante. “[I]f people wanted to get something to Clinton, they’d email it to Huma and say please print for the Secretary. And she would, she was a gatekeeper in that way,” lead investigator on the Clinton case Peter Strzok told the IG.

Weiner’s case agent also found Blackberry messages between Abedin and Clinton. Clinton used a Blackberry at the beginning of her tenure as state secretary, including a roughly two-month period from which the FBI was previously unable to recover her communications.

The emails and messages reached back to at least 2007.

The FBI agent who made the discovery then reported it to his supervisors and was told to stop looking at any emails involving Clinton and Abedin.

The next day, the field office’s Assistant Director in Charge William Sweeney broke the news at a teleconference with about 40 top FBI officials, including McCabe.

It was like “dropping a bomb in the middle of the meeting” said Paul Abbate, then-assistant director in charge of the Washington Field Office, who was present. “[E]verybody realized the significance of this.”

McCabe, however, told the IG he didn’t recall Sweeney talking about the laptop. The IG showed McCabe his own notes from that day, which included, “NY – … Weiner – atty took data off cloud – 2007 emails.” McCabe maintained that he did not recall this.

After the teleconference, Sweeney then called McCabe and reported that they had found 347,000 emails so far.

McCabe said he remembered this call and that he briefed Bill Priestap, assistant director of the FBI counterintelligence division, which ran the Clinton investigation.

“[Y]ou need to get somebody up to New York right away to take a look at what they have because it might be Clinton emails,” McCabe claimed to have said.

Priestap told the IG he had no memory of this conversation.

(Alex Wong/Getty Images)That same evening, Strzok wrote via text message to his mistress, FBI lawyer Lisa Page, who was McCabe’s legal counsel: “Got called up to Andy [McCabe]’s earlier … hundreds of thousands of emails turned over by Weiner’s atty to sdny, indudes a ton of material from spouse. Sending team up tomorrow to review.”

Strzok told the IG he had no recollection of that meeting wth McCabe. He said he couldn’t recall who first told him about the laptop, either.

Strzok’s notes from that day stated, “NY invest Weiner sexting 15 y’o. Weiner atty produces copy of everything Weiner has on iCloud to SDNY. Significant email from Huma [NFI – their email vs. her independent email]? Relevance to MYE, Clinton Foundation? MYE go review.”

“MYE” refers to “Midyear,” a codename for the Clinton investigation, while “NFI” means “not further identified.”

McCabe said he didn’t recall the meeting with Strzok either.

Sweeney said he also called then-Executive Assistant Directors Randall Coleman and Michael Steinbach as well as Priestap with the updated number of emails found. All three confirmed the calls.

Coleman said he called McCabe right after.

“I said, ‘Hey listen, I just got called by Sweeney. Here is what he told me.’ And I think Andy is like, ‘Yeah, I already know. I got it,’” Coleman told the IG. “[T]here was no doubt in my mind when we finished that conversation that [McCabe] understood … the gravity of what the find was.”

McCabe said he did not recall the conversation. Coleman’s memo about the call didn’t appear to refresh McCabe’s memory.

Priestap said the information from Sweeney was “explosive.” He sent an email to Strzok and a few others that night, saying, “Our agent and analyst should call [the New York agents].”

Sweeney communicated to Priestap that the New York agents couldn’t just show the emails to the Midyear team, because the New York search warrant only covered Weiner’s crimes and gave no authority to go through Abedin’s emails.

On Sept. 29, 2016, Priestap tasked an FBI attorney to follow up on the matter.

That day, people from the New York team had a conference call with some of Strzok’s subordinates from the Midyear team—nine people in total. Priestap’s lawyer also attended and told the IG that the New York agents weren’t sure “whether or not [the laptop] had anything to do with” the Midyear investigation.

Everybody else, however, told the IG they understood the laptop was connected to the Clinton investigation. The Midyear Supervisory Special Agent said he “knew right off the bat” that those were Clinton’s emails and that his people understood they “were going to need to get [another search] warrant to review this.”

The FBI attorney said she thought there was no need to get a warrant yet and that the New York team would follow up with Midyear later. When questioned by the IG, she said she couldn’t say why she thought that.

The attorney then briefed Strzok, who said he thought the matter could wait until the end of the year or the next year.

Meanwhile, Coleman was asked by Associate Deputy Director David Bowdich to brief then-FBI Director James Comey on the laptop.

Comey’s calendar for Oct. 4 included a meeting with Coleman, who said he didn’t remember this meeting. Coleman said it may have been about his upcoming retirement.

His notes that day stated:

Coleman said he may have told the FBI executives about it, but couldn’t remember.

Comey told the IG he didn’t remember the meeting with Coleman either, but acknowledged it could have happened.

The case agent said he was anxious that nobody from Midyear was getting back to him. He went to one of the district attorney’s prosecutors and asked her to talk to District Attorney Preet Bharara so “maybe they’d kick some of these lazy FBI folks in the butt and get them moving.”

Bharara later told the IG that they decided to talk to the Justice Department headquarters on Oct. 21, 2016, because of the concerns and “agitation” of the agent.

They talked to George Toscas, a high-ranking lawyer at the National Security Division, who then asked McCabe what was going on with the laptop case. Suddenly, the Midyear team seemed much more concerned.

“[M]any people in both FBI Headquarters and the New York Office were responsible for pushing the matter forward and failed to do so,” McCabe told the IG, calling it a “failure with many fathers, including many other FBI executives [beside McCabe].”

When asked by the IG, Comey denied having any recollection of the matter, which was raised at two meetings on Oct. 25 and 26.

On Oct. 27, 2016, the Midyear team met with Comey. Two people at the meeting, Priestap and Deputy General Counsel Trisha Anderson, said Comey asked whether the team could ignore the laptop and still claim they did a thorough job on the investigation. They told him it was too much to ignore.

Comey then told Congress the investigation was resuming—less than two weeks before the election.

Disclosures by the Justice Department inspector general of political bias among FBI agents is focusing new attention on problems within the FBI’s once-storied counterintelligence division.

The report by Inspector General Michael E. Horowitz reveals evidence of politicization among senior FBI officials, notably the text message by Deputy Assistant Director for Counterintelligence Peter Strzok suggesting Strzok was willing to use official counterintelligence powers to “stop” Donald Trump from becoming president in the 2016 election campaign.

FBI counterintelligence, the mission of identifying and countering foreign spies, for decades operated as a distinct specialty for FBI agents trained to deal with spies rather than fighting criminals and terrorists.

As a senior FBI counterspy, Strzok wields significant power through access to intelligence information held in secret FBI databases and through court-ordered surveillance.

Another sign of counterintelligence problems at the FBI was the disclosure in the IG report that the FBI did not take any action against Russian meddling in the 2016 election until late September 2016 – despite the fact that Moscow’s operations had been underway since 2015.

The report said then-FBI Director James Comey directed the Counterintelligence Division to conduct a “multi-faceted effort” to protect the election from foreign interference.

“This tasking included the implementation of ‘a national supply chain risk management effort to identify vulnerabilities in voting infrastructure,’ engaging state election officials about potential threats, the investigation of ‘whether foreign adversaries were attempting to interfere with or improperly influence the’ 2016 election, and the investigation of certain U.S. persons’ contacts with foreign adversaries,” the report said.

FBI officials said the late September counter-interference operation was one reason the FBI delayed re-opening the email probe after several hundred thousand new emails were discovered on the laptop of Anthony Wiener, husband of Clinton aide Huma Abedin.

The IG report made public last week reveals that several FBI counterintelligence officials, not only Strzok, showed clear signs of political bias in their communications.

Most of focus of the IG, however, was on Strzok who was escorted out of FBI headquarters on Tuesday amid an internal investigation into his conduct during the Clinton email investigation.

The IG report described Mr. Strzok as one of the most experienced FBI counterspies, who was promoted during the email investigation of Hillary Clinton’s private computer server from a Washington field officer supervisor to deputy assistant director.

Mr. Strzok led the email probe that began as a criminal investigation by the counterintelligence division but with an unusual twist – without a specific target. The lack of a target was unusual considering that all the emails found containing classified information were Ms. Clinton’s. The probe known by the code name Midyear Exam listed “UNSUB,” for unknown subject as the target.

The email probe began in July 2015 and a year later Mr. Strzok would be assigned to lead the FBI’s investigation into collusion between Russia and the Trump campaign.

The Russia investigation was given a higher priority than the email probe raising further questions about politicization considering Strzok’s criticisms of Trump in texts exchanged with Lisa Page, an FBI lawyer.

Mr. Strzok would eventually be assigned to the special counsel probe led by former FBI director Robert Mueller until his emails threatening the Trump campaign were uncovered. He was removed from the Mueller probe in July 2017.

Former FBI Assistant Director for Counterintelligence Randall Coleman, told the IG that not making Ms. Clinton the target of the email probe was unusual. “I don’t know [why] that was the case, why it was UNSUB. I’m really shocked that it would have stayed that way because certainly the investigation started really kind of getting more focused,” he is quoted in the IG report as saying.

Mr. Coleman said Mr. Strzok was picked to lead the email probe because he was “one of the most experienced and highly-regarded counterintelligence investigators within the FBI.”

The email probe included an undisclosed number of FBI counterintelligence agents and intelligence analysts, and during the email probe Mr. Coleman was replaced by E.W. “Bill” Priestap as head of counterintelligence.

Further evidence of politicization of the email took place after Andrew McCabe became deputy FBI director in early 2016. Mr. McCabe assigned Page, an FBI lawyer who was having an affair with Strzok, to be the deputy director’s personal liaison to the email probe.

Mr. McCabe was fired by President Trump earlier this year, and the IG report raised questions about his impartiality in the Clinton email probe based on his wife receiving $675,288 from Clinton associate Terry McAuliffe in 2015 to run for office in Virginia.

The IG said the arrangement with Page was unusual and upset FBI agents on the case.

“Several witnesses told the OIG that Page circumvented the official chain of command, and that Strzok communicated important Midyear case information to her, and thus to McCabe, without Priestap’s or [FBI executive Michael] Steinbach’s knowledge,” the IG report said.

The IG also said in internal FBI report criticized the Midyear probe and stated that FBI’s Criminal Division should have conducted the probe as criminal rather than let the counterintelligence section handle it.

On Capitol Hill Tuesday, Rep. Bob Goodlatte (R., Va.), chairman of the House Judiciary Committee, questioned the FBI’s counterspy competence in the case.

“The FBI’s top counterintelligence official was unaware of possible evidence indicating Mrs. Clinton’s private email server had been penetrated by a foreign adversary and unaware of relevant legal process obtained during the investigation,” Goodlatte said.

Weakened U.S. counterintelligence

Critics have said U.S. counterintelligence was weakened during the Obama administration. One example was the mishandling of the arrest of 10 Russian illegal spies in New York in 2010.

Instead of charging the deep cover “illegal” spies with espionage – they did not enjoy the usual diplomatic immunity afforded to legal spies – the 10 Russians posing as Americans were sent back to Moscow without being fully interrogated.

As a result, valuable intelligence on Russian spying operations was lost.

The Obama administration at the time was seeking to curry favor with Russia as part of the failed reset policy toward Moscow.

The administration also failed to take action against Russian intelligence during its operations to interfere with the 2016 election. After the election, a group of Russian intelligence officers was expelled.

In contrast, during the Cold War, FBI counterspies achieved a major intelligence coup by recruiting as an informant the No. 2 official in the Communist Party USA, Morris Childs, who provided Kremlin and other valuable secrets between 1958 and 1982.

Michael Waller, an intelligence expert with the Center for Security Policy, said the IG report lays bare what some have been saying for decades: “The United States is the No. 1 target of every hostile intelligence service on earth.”

“With few exceptions, the FBI has very little to show that it has the strategy and leadership to cut off much more than the low-hanging fruit,” Waller said.

“It’s time to reorganize the whole FBI, retire a lot of the upper dead wood and fast-track the aggressive and capable younger field agents who think strategically and put the nation ahead of their careers,” he added. “That will help give the FBI the new leadership the country so desperately needs it to have.”

The IG report quoted Comey as concluding well before the email probe was ended that Ms. Clinton used the private email to discuss Top Secret information eight times and Secret data dozens of times. However Mr. Comey asserted that “there was no indication” Ms. Clinton knew sending the information was illegal, or that she intended to do so. He described it as a “fairly typical spill” of information.

Comey also told the IG that the same counterspies assigned to the email probe were working on the Russia probe and as a result were “overwhelmed.”

“It was Russia, Russia, Russia all the time,” Comey was quoted as saying, noting that he should have assigned “another Strzok” to the two investigations or even two separate teams of counterspies.

The IG questioned the assignment of Midyear probe members to the Russia investigation.

“We were surprised to learn that FBI leadership decided to assign many of the key members of the Midyear team, immediately after determining that no charges should be brought against then candidate Clinton, to the Russia investigation, which touched upon the campaign of then candidate Trump,” the IG said in a footnote.

“This is particularly so given the questions being raised by candidate Trump and his supporters regarding the declination decision in the Midyear investigation. While we recognize that staffing decisions are for management to make, we question the judgment of assigning agents who had just determined that one candidate running in an election should not be prosecuted to an investigation that relates to the campaign of the other candidate in the election.”

Strzok’s text message “exacerbated” the concerns, the report said.

“Surely, the FBI’s Counterintelligence Division had talented agents who were not involved in the Midyear investigation who could have fully staffed the Russia investigation,” the report said.

“Such a decision also would have eliminated the excuse we were given here about the Russia investigation impacting the ability of agents to address the Weiner laptop issue.”

The report noted Strzok’s “hostility for then candidate Trump and preference for a Clinton victory” in the text messages to Page.

Of particular concern was the Aug. 8, 2016 text from Strzok who told Page “we’ll stop” Trump from being elected.

Communications from two other FBI counterintelligence agents, described in the report as Agent 1 and Agent 5, also raise concerns.

At one point after Comey sent the Oct. 28, 2016 letter to Congress reopening the Clinton email probe, Agent 1 told Agent 5 “Not sure if Trump or fifth floor is worse.” The agent said the fifth floor was a reference to the Washington field office counterintelligence leaders.

Agent 1 was described as one of two agents who conducted the questioning of Clinton on July 2 that the IG said was tainted by the inclusion of two Clinton aides who were also witnesses in the email probe.

Agent 5 was described as an experienced counterintelligence agent who worked on a “filter team” to identify privileged communications among seized FBI documents to make sure the material was not reviewed by investigators.

An FBI spokeswoman referred questions to the IG report’s section containing the FBI response.

The FBI response included a single reference to counterintelligence. An FBI working group has been set up to examine whether in the future “it would be beneficial to team agents from different components and backgrounds to leverage respective skill sets and experiences, e.g., drawing on the experience of public corruption agents when conducting counterintelligence investigations.”

Strzok’s lawyer, Aitan Goelman, defended Strzok in a statement Tuesday.

“Just as he has been for the last 20 years, Pete Strzok remains a proud FBI agent who wants to continue working to keep the American people safe,” Goelman said.

“Pete has steadfastly played by the rules and respected the process, and yet he continues to be the target of unfounded personal attacks, political games and inappropriate information leaks,” he added.

“All of this seriously calls into question the impartiality of the disciplinary process, which now appears tainted by political influence. Instead of publicly calling for a long-serving FBI agent to be summarily fired, politicians should allow the disciplinary process to play out free from political pressure.”

Former FBI agent Mike German, a fellow at NYU’s Brennan Center who earlier worked for the ACLU, said he sees some merit in Trump’s concerns as well as Clinton’s complaints about the FBI’s handling of the investigation into her email practices.

“I have long criticized the FBI for how it has used its expanded authorities since 9/11,” German said. “My concern has been how they were used against the most vulnerable communities in America. There also should have been some recognition that such broad power could be used inappropriately against the most powerful as well.”

“Just the matter of fact that the FBI was investigating both presidential candidates during the election raises a lot of questions about how much power we’ve given this agency,” German added.

FBI policies require special approvals for many activities involving churches, political organizations and public officials. That’s a product of decades of documented abuses in investigations of left-wing groups, civil rights activists, and groups opposing wars in Vietnam, Latin America and Iraq, as well as animal rights and environmental activists. The ACLU is also still pressing litigation over the FBI’s use of informants to infiltrate mosques in Southern California after 9/11.

The Russia imbroglio is a tale told out of order about a puzzle with pieces missing. Without knowing what goes in the blank spaces, it’s impossible to know what to make of the whole thing.

The broadest outline has become clear: Russian President Vladimir Putin sought vengeance against the United States and the West after what he perceived as an outrageous overstep by Washington, D.C., into his own front yard in 2014 following his invasion of Ukraine.

The Russia Investigations: What You Need To Know About Russian 'Active Measures'

Putin ordered a historic spike in Russia’s decades-old “active measures,” a broad wave of both overt and clandestine actions aimed at sowing chaos, undercutting public confidence and, eventually, hurting or helping specific political actors.

That strategy persists to this day, U.S. intelligence officials warn, and they say they expect it to lastthrough the 2018 and 2020 elections.

If Americans are more on guard about future foreign interference, however, big questions still remain about the Russian effort that took place during the 2016 cycle.

Did the Russians really have Hillary Clinton’s emails?

Intelligence operatives who reached out to Donald Trump’s campaign aides in the spring of 2016 claimed they could provide “thousands” of emails about Hillary Clinton, according to court documents. The materials don’t specify whether they were the emails deleted from the private server that Clinton used while she was secretary of state.

The Russians also promised more generally that they had “dirt” on Clinton that could help Trump’s campaign.

These promises got the attention of Trump aides from the most junior to the most senior level, and that led to a number of known contacts. At least one Republican operative sought outside technical expertiseto try to verify data he was being promised, an effort that apparently went nowhere.

More than two years after those initial offers, however, Clinton’s emails never have become public — although many other messages did, to the embarrassment of Democratic National Committee political operatives and others. So did the Russians ever really have Clinton’s emails or was it a ruse?

Or had the offer from Moscow become garbled and were the Russians actually touting the DNC emails they really did have? The answer to this question is important because it’s the difference between Russian intelligence officers just toying with the Americans — or potentially giving them advance notice about their plans for later in the year.

Why did the Russians reach out to the Trump campaign?

Intelligence officials and court documents suggest that the Russian government’s objectives in its 2016 interference effort evolved over time. Putin and his supporters loathed Clinton for a variety of reasons, including over her criticism of Russia’s suspicious elections and fear of tough new policies toward Russia if she were elected president. So their case against her is clear.

How, though, did Moscow arrive at the decision about which candidate or candidates to support — and why?

Some evidence suggests the Russians initially wanted to get behind only the most “extreme” candidates, to maximize the noise inside the U.S.

The Russia Investigations: Mueller Indicts The 'Internet Research Agency'

In February of 2016, according to court documents, orders went down to the Saint Petersburg influence-mongers at the “Internet Research Agency” who were waging a social media campaign to amplify controversy. Their instructions, as prosecutors later revealed, were to “use any opportunity to criticize Hillary and the rest (except [Vermont Sen. Bernie] Sanders and Trump — we support them.)”

But by March of 2016, Russian intelligence operatives in London were reaching out specifically to Trump campaign foreign policy adviser George Papadopoulos, according to court documents, to offer the emails, “dirt” and “off the record” meetings between campaign leaders and Russian officials.

Other overtures continued via intermediaries, including the National Rifle Association, and Russian business friends of the Trump family.

By June, exactly two years ago on Saturday, a Russian delegation visited Trump Tower to provide Donald Trump Jr. and other top campaign leaders with a political tip, according to the accounts of people in the meeting: Billionaire Democratic fundraisers might be moving money out of Russia and into the Democratic National Committee.

That wasn’t the “dirt” on Clinton that the Russians had been promising, and so Trump Jr. said he and the campaign took no action.

So what was the purpose of this meeting? Why did the Russians spend all the time and energy reaching out, then secure a high-level contact, only to disappoint their hosts?

What You Need To Know About The New Documents On The 2016 Trump Tower Meeting

Even after all this time, that answer still isn’t clear.

Were the Russians simply trying to throw more sand in the gears of the U.S. democratic process by making a connection they knew might eventually be discovered? Were they just trying to frame the Trump campaign by faking the appearance of a conspiracy?

Or was there more discussed than the people involved have acknowledged? Was the New York City meeting only a test to see whether Trump Jr. would call the FBI — and when he didn’t, did more substantive communication follow?

House Intelligence GOP Releases Full Report Clearing Trump In Russia Imbroglio

Trump, Trump Jr., and the rest of the leaders of the campaign say there was no conspiracy with the Russians who were attacking the election. The House intelligence committee’s Republican majority has said there was no wrongdoing and, at worst, these and other contacts between the campaign and Russians in 2016 were “ill-advised.”

One of the campaign leaders in the Trump Tower meeting, Trump’s son-in-law Jared Kushner, has had his top-secret security clearance restored after a suspension earlier this year. The move was interpreted as a good sign for Kushner if it indicated that counterintelligence officials didn’t raise any red flags about him.

Given that there appears to be no recording or independent account of the Trump Tower meeting, any evidence about the Russians’ intentions, or their perspective on its outcome, might be a foreign intelligence question. Will the CIA or National Security Agency answer it?

How much “infiltration” was there of American political organizations?

Why did the Russian government spend so much time building its relationship with the National Rifle Association? One apparent reason was to use it as an intermediary through which to make connections to Republican political figures, including the Trump family — although it isn’t clear to what end. How else did the Russian government perhaps want to use the NRA in the 2016 cycle?

Depth Of Russian Politician's Cultivation Of NRA Ties Revealed

The gun-rights group has denied any wrongdoing and declared to Congress that the donations it has raised from Russians or people in Russia amount to barely a pittancecompared to the total it brings in.

So is the case closed on political infiltration, or is there more to discover? One question is about whether the Russian government may have funneled money into U.S. political groups or campaigns in order to secure influence. Russians may literally have flown cash into the United Statesto give to intermediaries to contribute — without disclosing its origins.

Glenn Simpson, founder of the private intelligence firm Fusion GPS — which commissioned the infamous Steele dossier about Trump and Russia — told the House intelligence committee that Russian operatives may have infiltrated other political organizations. Some of them included the California and Texas statehood independence movements, he said.

If Justice Department special counsel Robert Mueller ultimately issues a public version of his final report telling the story of the Russian active measures, the section on potential illicit money and infiltration could be gripping.

What don’t we know that we don’t know?

There are details about the active measures we know we know. There are aspects, as discussed here, we know we don’t know. But what, as then-Defense Secretary Donald Rumsfeld might have asked, do we not know that we don’t know?

Robert Mueller’s investigation began as an inquiry into Russian interference in the 2016 election and is still often referred to, in shorthand, as the “Russia investigation,” but at this point, Russia is far from the only country involved. Here’s a rundown of some of the other foreign powers alleged to have had improper or illegal contact with members of the Trump administration.

Turkey

The allegations involving former national security adviser Michael Flynn and the government of Turkish President Recep Tayyip Erdogan rival any Trump connections to the Kremlin reported so far. At the same time Flynn was advising Trump’s campaign, he was on the payroll of a company with close ties to Erdogan’s government, a fact he did not reveal until after he was named national security adviser. During this time, Flynn publicly advocated for the U.S. to extradite exiled Turkish cleric Fethullah Gülen, blamed by Erdogan for a 2016 coup attempt, and lobbied against a plan to partner with Kurdish forces to retake the Syrian city of Raqqa from ISIS—a plan opposed by the Turkish government. Mueller was also reportedly investigating a meeting between Flynn, his son, and several Turkish officials during the presidential transition at which they discussed a plan to deliver—kidnap, basically—Gülen to the Turkish government in exchange for $15 million.

Federal investigators have also reportedly reached out to several Turkish nationals through the FBI’s office in Ankara regarding Trump’s adviser and son-in-law Jared Kushner’s efforts to secure financing for his company’s real estate properties.

Qatar

Mueller’s team is also reportedly looking into conversations between Kushner and influential figures from Qatar. Last July, the Intercept reported that Kushner’s company had unsuccessfully sought a half-billion-dollar investment from Sheikh Hamad Bin Jassim al-Thani, the billionaire former prime minister of Qatar, throughout 2015 and 2016 for its struggling Manhattan property at 666 Fifth Avenue. A follow-up story in March reported that Kushner’s family company had made a direct pitch to Qatar’s minister of finance in the spring of 2017.

That timing looks suspicious. That summer, Saudi Arabia and several of its allies launched a blockade of Qatar. Though Qatar is also a Sunni Persian Gulf monarchy, it has angered its neighbors in recent years with its support for Muslim Brotherhood movements in other countries, its friendly relations with Iran and Turkey, and its sponsorship of the TV network Al-Jazeera. Trump, who has also unsuccessfully sought Qatari funding for his own business ventures in the past, publicly backed, and took credit for, the Saudi-led blockade, contradicting his own secretary of state, Rex Tillerson, who maintained a neutral stance. (While the U.S. and Qatar have certainly had their differences, the country also hosts the largest U.S. military base in the Middle East.) NBC reported in March that Qatari officials had considered giving Mueller documents showing “what they believe is evidence of efforts by their country’s Persian Gulf neighbors in coordination with Kushner to hurt their country” but decided not to for fear of further straining their relations with the White House.

There’s no proof that Kushner’s business dealings had anything to do with Trump’s stance on the blockade, but the appearance of a conflict of interest makes it hard to view the administration as a neutral arbiter in this dispute between ostensible U.S. allies.

United Arab Emirates

In recent weeks, Mueller’s investigators have been questioning George Nader, an adviser to the de facto ruler of the United Arab Emirates. According to the New York Times, they are looking into the possibility that the Emiratis used Nader—a Lebanese American businessman who, for decades, had had a sideline in freelance Middle East diplomacy—to funnel money to Trump’s campaign. Nader, an adviser to Crown Prince Mohammed Bin Zayed al-Nahyan, reportedly made frequent visits to the White House in the early months of the Trump administration, meeting with Kushner and former strategist Steve Bannon to discuss U.S. policy toward the Gulf States. (The Trump administration has generally been very friendly toward the UAE, which is mostly aligned with the Saudis in the dispute with Qatar.) At one point, Nader reportedly received a detailed report from a Trump fundraiser with UAE ties about an Oval Office meeting.

Nader also reportedly attended and helped organize a January 2017 meeting in the Seychelles between Erik Prince, the founder of Blackwater and an informal adviser to Trump, and a Russian investor with ties to Vladimir Putin. Mueller is believed to be gathering evidence that this meeting was intended to establish a back channel between the incoming administration and the Kremlin.

Israel

Mueller is also reportedly looking into Kushner and the incoming Trump administration’s efforts in December 2016 to block an anti-Israel U.N. resolution. The Security Council resolution demanded an end to Israeli settlement building in the Palestinian territories. The Obama administration, breaking with past precedent, chose to abstain from the vote rather than veto it. But Kushner and Flynn worked behind the scenes to try to scuttle the resolution, lobbying members of the Security Council to vote against it. Trump spoke personally with Egyptian President Abdel Fattah el-Sisi, whose government had sponsored the original resolution, after which Egypt withdrew it. But the resolution’s co-sponsors put it forward again, and it passed on Dec. 23.

Because Trump, Flynn, and Kushner were not yet government officials at the time, this was arguably a violation of the Logan Act, which bars private U.S. citizens from negotiating with foreign governments. (Among the officials Flynn spoke with was Russian Ambassador to the United States Sergey Kislyak. Flynn would later plead guilty to lying to the FBI about this and other conversations with Kislyak.)

The Kushner family has extensive business ties to Israel, including receiving a $30 million investment from one of the country’s largest financial institutions made shortly before Trump and Kushner’s first trip to the Middle East in May. Israel is one of several governments whose officials have discussed ways to use Kushner’s proximity to the president to their advantage, intelligence sources recently told the Washington Post.

China

China is reportedly one of the countries that Mueller’s team is looking into with regard to the Kushner family’s efforts to secure financing for its real estate properties. It is also one of the countries whose governments have discussed ways to influence the president’s inexperienced son-in-law—one factor in the recent downgrading of his security clearance.

The Chinese have an unusually chummy relationship with Kushner, even as his father-in-law has railed against the country’s trade practices. Before the downgrade, the New Yorker had reported that U.S. intelligence officials are concerned about China’s efforts to cultivate Kushner as an asset within the White House. Chinese officials, notably Ambassador Cui Tiankai, have reportedly often dealt directly with Kushner, without any American China specialists present to advise him.

Kushner real estate projects have received extensive Chinese financing, including through a U.S. immigration program that allows wealthy foreigners to obtain visas for investing in U.S. projects. Ivanka Trump also has business interests in China, where much of her branded merchandise is manufactured. Her company has won trademark approval for several products since she took a position in her father’s administration, raising further conflict-of-interest questions.

While Trump’s alleged ties to Russia have understandably gotten the most attention, the expanded focus of Mueller’s investigation suggests the possibility of a much wider pattern of criminal behavior, and that Moscow wasn’t the only foreign capital that had—or thought it had—leverage over this administration.

M.N.: Merkel gets so much mileage out of Trump-Russia affair, that it becomes increasingly hard to believe that it was not a German design from the beginning, with the roots extending into Obama Administration and further down the road. The Russians, Israelis, and others might have played the secondary roles in these German designs without even realizing it. The ever-present square German clumsiness is the telling sign.
