Russian Newspaper Receives Sheep In Cages After Report On Putin Ally


Russia’s independent Novaya Gazeta newspaper has received nine live sheep dressed in press jackets from an unknown source just days after publishing an investigative report about businessman Yevgeny Prigozhin, a close ally of President Vladimir Putin.

Three cages, each containing three sheep, some with blue vests saying “Press, Novaya Gazeta,” were left in front of the paper’s Moscow office on October 29. The cages also had signs on them saying “Novaya Gazeta.”

There were no immediate claims of responsibility for sending the animals.

The newspaper on October 22 published a report by journalist Denis Korotkov that quoted a purported security aide of Prigozhin as saying the businessman was involved in several attacks against his opponents, including at least one killing.

Prigozhin, known as Vladimir Putin’s “chef” because of his work to organize catering events for the Russian president, has been indicted by U.S. investigators for allegedly trying to interfere in the 2016 U.S. presidential election.

He is also accused of playing a key role in Russia’s support for separatists fighting against government forces in eastern Ukraine.

Korotkov’s article was published less than a week after a funeral wreath was anonymously sent to his home with a note calling him “a traitor to his country.”

Unknown persons on October 18 also left a basket containing a severed ram’s head and red carnations at the newspaper’s office with a note saying, “To Novaya Gazeta’s chief editor with greetings to you and Korotkov.”

Novaya Gazeta — which has had five of its reporters killed since 2000 for their work — says Russian authorities are conducting a smear campaign against Korotkov in response to allegations he has endangered the lives of Russian soldiers’ families by publishing personal information about Russian military pilots in Syria.

BERLIN (Reuters) – German Chancellor Angela Merkel told leaders of her conservatives on Monday that she will not seek re-election as party chairwoman, senior party sources said, heralding the end of a 13-year era in which she has dominated European politics.

Merkel, 64, has been chairwoman of her conservative Christian Democrats (CDU) since 2000 and chancellor since 2005. Party sources said Merkel wants to remain chancellor until 2021, when the next federal election is due.

The announcement, which effectively accelerates the process for the CDU to settle on and groom Merkel’s successor, caused the euro to fall briefly and German government bond yields rose.

Stepping down as CDU chairwoman would further undermine Merkel’s authority, which has already been dented this year by two regional election setbacks and a close ally losing his role as leader of her conservatives’ parliamentary group.

Merkel has loomed large on the European stage since 2005, helping guide the EU through the euro zone crisis and opening Germany’s doors to migrants fleeing war in the Middle East in 2015 – a move that still divides the bloc and Germany.

“We are witnessing a continuation of the pattern in place ever since Merkel’s mistakes in the 2015 migration crisis: the gradual but steady erosion of her political power,” said Carsten Nickel, managing director at Teneo, a consultancy.

“Rather than outright instability in Germany and Europe, it simply means a continuation of the current leadership vacuum.”

Monday’s news came as a surprise to CDU party officials, who had expected Merkel to seek re-election as chairwoman at a party congress in Hamburg in early December.

The shock move started the race in the CDU to succeed Merkel. It also raises questions about whether she can stage manage a smooth exit.

Merkel is under pressure from her Social Democrat coalition partners to deliver more policy results and the center-left party could yet pull out of the government at a mid-term review next year.

Germany’s other leader CDU chancellors – Konrad Adenauer and Helmut Kohl – both had messy ends to their time in office.

SUCCESSION RACE

Merkel standing down from the party chair would allow a new CDU chairman or chairwoman to build a profile before the next national election.

Party sources said Merkel’s favored successor, CDU party secretary general Annegret Kramp-Karrenbauer, had announced her candidacy for the party chair.

Rome’s decline irks city dwellers

Party sources also said that Friedrich Merz, a former parliamentary leader of Merkel’s conservative alliance, was ready to put himself forward for the CDU chairmanship.

Merkel’s weakness at home may limit her capacity to lead in the European Union at a time when the bloc is dealing with Brexit, a budget crisis in Italy and the prospect of populist parties making gains at European parliament elections next May.

When Merkel came into office in 2005, George W. Bush was U.S. president, Jacques Chirac was in the Elysee Palace in Paris and Tony Blair was British prime minister.

Her decision comes on the heels of a second electoral setback in as many weeks for Merkel’s conservative alliance. In a vote in the western state of Hesse on Sunday, the CDU came out top but lost 11 percentage points in support compared to the last election in 2013.

“With these latest results, it has simply become untenable that Merkel continues to lead the CDU,” said Mujtaba Rahman, managing director at Eurasia Group, a consultancy.

PAKISJAYA, Indonesia (Reuters) – An Indonesian aircraft with 189 people on board crashed into the sea on Monday as it tried to circle back to the capital, Jakarta, from where it had taken off minutes earlier, and there were likely no survivors, officials said.

Lion Air flight JT610, an almost new Boeing 737 MAX 8, was en route to Pangkal Pinang, capital of the Bangka-Belitung tin mining region. Rescue officials said they had recovered some human remains from the crash site, about 15 km (9 miles) off the coast.

Indonesia is one of the world’s fastest-growing aviation markets, but its safety record is patchy. If all aboard have died, the crash will be the country’s second-worst air disaster since 1997, industry experts said.

The pilot had asked to return to base (RTB) after the plane took off from Jakarta. It lost contact with ground staff after 13 minutes.

“It’s correct that an RTB was requested and had been approved but we’re still trying to figure out the reason,” Soerjanto Tjahjono, head of Indonesia’s transport safety committee, told reporters, referring to the pilot’s request.

“We hope the black box is not far from the main wreckage so it can be found soon,” he said, referring to the cockpit voice recorder and flight data recorder.

Search and rescue agency head Muhmmad Syaugi told a news conference earlier that no distress signal had been received from the aircraft’s emergency transmitter.

Yusuf Latief, spokesman of national search and rescue agency, said there were likely no survivors.

At least 23 government officials, four employees of state tin miner PT Timah and three employees of a Timah subsidiary, were on the plane. A Lion Air official said one Italian passenger and one Indian pilot were on board.

The plane went down in waters about 30 meters to 35 meters (98 to 115 ft) deep. Items such as handphones and life vests were found, along with the body parts.

Ambulances were lined up at Karawang, on the coast east of Jakarta, and police were preparing rubber dinghies, a Reuters reporter said. Fishing boats were being used to help search.

Edward Sirait, chief executive of Lion Air Group, told reporters the aircraft had had a technical problem on a flight from the resort island of Bali to Jakarta but it had been “resolved according to procedure”.

Sirait declined to specify the nature of the issue but said none of its other aircraft of that model had the same problem. Lion had operated 11 Boeing 737 MAX 8s and it had no plan to ground the rest of them, he said.

The accident is the first to be reported involving the widely sold Boeing 737 MAX, an updated, more fuel-efficient version of the manufacturer’s workhorse single-aisle jet.

Privately owned Lion Air said the aircraft had been in operation since August, was airworthy, with its pilot and co-pilot together having accumulated 11,000 hours of flying time.

‘BE PATIENT’

Safety experts say nearly all accidents are caused by a combination of factors and only rarely have a single identifiable cause.

The flight took off in clear weather at around 6.20 a.m. and was due to have landed in Pangkal Pinang at 7.20 a.m.

Distraught relatives of those on board arrived at the airport in Jakarta and Pangkal Pinang.

“Be patient, pray the best for papa,” one woman arriving at Jakarta airport told a sobbing girl.

The woman declined to speak to reporters.

President Joko Widodo told a news conference authorities were focusing on the search and rescue, and he called for the country’s prayers and support.

VERBATIM: Khashoggi death could destabilize region

The effort to find the wreckage and retrieve the black boxes represents a major challenge for investigators in Indonesia, where an AirAsia Airbus jet crashed in the Java Sea in December 2014.

Under international rules, the U.S. National Transportation Safety Board will automatically assist with the inquiry, backed up by technical advisers from Boeing and U.S.-French engine maker CFM International, co-owned by General Electric and Safran.

Boeing was deeply saddened by the loss, it said in a statement, and was ready to provide technical assistance for the investigation.

Data from FlightRadar24 shows the first sign of something amiss was around two minutes into the flight, when the plane had reached 2,000 feet (610 m).

It descended more than 500 feet (152 m) and veered to the left before climbing again to 5,000 feet (1,524 m), where it stayed during most of the rest of the flight.

It began gaining speed in the final moments and reached 345 knots (397 mph) before data was lost when it was at 3,650 feet (1,113 m).

Indonesia’s worst air disaster was in 1997, when a Garuda Indonesia A300 crashed in the city of Medan, killing 214 people.

Founded in 1999, Lion Air’s only fatal accident was in 2004, when an MD-82 crashed upon landing at Solo City, killing 25 of the 163 on board, the Flight Safety Foundation’s Aviation Safety Network says.

In April, the airline announced a firm order to buy 50 Boeing 737 MAX 10 narrowbody jets with a list price of $6.24 billion. It is one of the U.S. planemaker’s largest customers globally.

All in all, there is no question that AIP-equipped boats pose a threat, under some conditions, to the large nuclear attack submarines that many great navies have come to rely on. All in all, there is no question that AIP-equipped boats pose a threat, under some conditions, to the large nuclear attack submarines that many great navies have come to rely on. However, this does not necessarily mean that the best response for the U.S. Navy is to invest in these conventional subs.

M.N.: The “Skripal story”, retold nicely in this review by “Sandeep Dikshit”, offers more puzzling questions than the reliable answers or even assumptions or conjectures. 

I feel more and more convinced that Skripal is one of the important “nerve centers” of the current conspiracy against the US and the “West”, as I shared these thoughts earlier. It looks like he was able to establish the very close, controlling ties with Russian and consequently, the global organised crime communities during his , as I suspect, staged imprisonment. This is the historical tradition on the part of the Soviet and the Russian Secret Services of using “the closely related criminal element” for their own historical and political purposes.

Supposedly, this “Operation Skripal”, the goal of which apparently, was the deep penetration and control of the Western power structures and Intelligence Services,  might have been a part of the possible larger “left-wing, pro-communist plot” to restore the Soviet power and the Soviet union. (See also Colonel Kvachkov.) 

The recent waves of the “Performance Crimes”, including the yesterday, 10.27.18 events, bear the strong marks of the association with the Organised Crime, with the specific (stylistic) twist of the professional coordination by the experienced military intelligence officer. 

I think humbly, my dear friends, as I mentioned earlier, that the very careful and in-depth investigation of Skripal and all his connections might hold the keys to the understanding the underlying forces behind the recent events.

THE title itself should make the book fly off the bookshelves at airports and malls where attention spans are lower. Its author Mark Urban is a serial author with a nose for the topics that will sell like hot cakes at precisely such places. Hitting the stands within six months of poisoning, one might wonder at the quality between the covers. But in keeping with his honesty of acknowledgement, which runs through the book, Urban discloses that he had met Sergei Skripal a few times as a subject matter for a book on East-West espionage after the Cold War. His poisoning converted that raw material and a bit more into a book.

Sergei Skripal’s name never rang a bell during the eight years he lived in London, unlike, say, Oleg Kalugin (still living) or Alexander Litvinenko (assassinated), who were deemed important enough to have been tried in absentia in Moscow. Despite his two foreign postings, Skripal was nowhere in hierarchy and access, as compared to fellow defectors Oleg Gordievsky (KGB chief in London) and Vasili Mitrokhin, the librarian of KGB’s foreign intelligence service.

Yet, Skripal’s case has created waves than the cumulative murmurings after the poisoning of Litvinenko and Gordievsky. It is this knot that Urban tries to explore and unravel. An understandable suspicion about books of this nature and originating from London is that these could be inspired by operatives of Vauxhall Cross, the gleaming MI-6 headquarters. It is not unknown.But the rendering here is open ended. There are no conclusions in the book that intelligence agencies so covet. For, the Skripal case is far from over: a secret report lies unopened in the Geneva vaults of the Organisation for Prevention of Chemical Weapons; a subsequent death of two vagabonds has opened a new line of inquiry; and, there could be more revelations, if and when Skripal or his daughter can recall the turn of events on that day.

By mid-1970s, Skripal was an operative of the Soviet Special Forces. The story jumps from his uneventful years in the Soviet Union to the first overseas posting in Malta (1984-89) where both, his boss Burlatov and he were on sale. On his second posting to Madrid (1993-96), MI6 enrolled him after he rolled out the Russian military intelligence’s (GRU) organisational chart.Back in Moscow, he made two deliveries of books containing notes in secret ink till he was passed over for promotion to Major-General and retired at 48 in 1999. This was a time for troubles in Russia when corporate, personal and espionage interests blended and Skripal, by his admission, began freelancing with his former contacts.

His luck ran out when his former Malta boss Burlatov was arrested and then murdered in prison. In 2004, Skripal was next, transferred to Lefortovo prison with its quaint rules and after conviction, sent to the harsher Potma prison where temperatures sank to -30º.

So, who outed Skripal and Burlatov? Skripal believes it was a Spanish double agent who Madrid exposed. But others say Russians knew at the time when as a pensioner he would ask leading questions from his serving colleagues.

Then Ghost Stories happened. The US uncovered a network of deep penetration Russian agents, including the glamorous Anna Chapman, and prompt Moscow ownership of their operations set the stage for a swap of spies. Skripal was freed in 2010 and opted to stay in London where the MI6 made him comfortable.

After eight uneventful years, he and his daughter began frothing from the mouth while sitting on a bench in a park in Salisbury. Details unravelled in a slow pirouette and when it was established that a deadly chemical had been used, 150 Russian diplomats were expelled. Significantly, the enthusiasm to expel was confined to the US, the UK and Ukraine — three countries with an existentialist angst against Russia — which accounted for two-thirds of the expulsions.

This has triggered a minority view that the poisoning was a false flag operation — an operation where the home side creates an incident to implicate the opposing side. Why would Putin risk western outrage barely weeks before he was to be re-elected as President? Then there is evidence of how the rabidly anti-Russia Boris Johnson shaped the narrative with outlandish claims.

Urban, however, dismisses these conjectures as part of a Russian tactic of releasing counter theories. His counter is that Putin wanted a 70/70 result — get 70 per cent of the vote from a 70 per cent overall voter turnout. Russophobia was guaranteed to get the voter out. There is also Putin’s alleged fetish for assassinations, such as the murder of a retired general fiercely critical of Yeltsin in 1999 that Skripal believes helped him become Prime Minister after a couple of months.

There is also the suggestion that Skripal was living up to the maxim that that intelligence officers never retire and he seemed to be playing the field again, thus making him a target. Putin may also have ordered the hit to deter anyone from spying for Britain again.

While the media speculated, British investigations identified the chemical as Novichok A. But that claim got muddied after the Russian foreign minister claimed that it was BZ, manufactured by NATO countries.

There is no unimpeachable argument on either side. But perhaps the endgame to ensure Russia’s isolation by exploiting the Skripal affair was achieved. The uproar ensured that Donald Trump couldn’t get Russia into G 7 and CAATSA, an anti Russia-Iran-North Korea law, that is also causing India much anguish, had a smooth sailing in the American Congress.

There is also Putin’s alleged fetish for assassinations, such as the murder of a retired general fiercely critical of Yeltsin in 1999 that Skripal believes helped him become Prime Minister after a couple of months.

There is also the suggestion that Skripal was living up to the maxim that that intelligence officers never retire and he seemed to be playing the field again, thus making him a target. Putin may also have ordered the hit to deter anyone from spying for Britain again.

While the media speculated, British investigations identified the chemical as Novichok A. But that claim got muddied after the Russian foreign minister claimed that it was BZ, manufactured by NATO countries.

There is no unimpeachable argument on either side. But perhaps the endgame to ensure Russia’s isolation by exploiting the Skripal affair was achieved. The uproar ensured that Donald Trump couldn’t get Russia into G 7 and CAATSA, an anti Russia-Iran-North Korea law, that is also causing India much anguish, had a smooth sailing in the American Congress.

El afortunado ganó un premio mayor de $1.537 mil millones de dólares, apenas por debajo de un récord mundial. Hasta el momento nadie se ha presentado a reclamar el premio del Mega Millions. One of the most satisfying moments in any spy thriller is when the bad guy — the black-hat operative who has been killing and tormenting his adversaries — does something dumb and gets caught. That’s essentially what’s been happening recently with Russian President Vladimir Putin’s pet spy agency, the GRU.

What’s fascinating about the GRU revelations is that they seem to reflect an aggressive pushback after several years in which Putin (chiefly through the GRU) launched recklessly aggressive covert actions against the West. The West is retaliating (at least in part) with public information that blows GRU covers and operating methods and, frankly, makes them look clumsy and incompetent.

These disclosures are the latest in a string of disasters for the GRU, a military spy service known for its panache and daring. Now, we should add sloppiness to that list of operational trademarks. The GRU’s spycraft occasionally looks closer to TV’s Maxwell Smart than John le Carre’s vaunted fictional spymaster, Karla.

The latest exposé of the GRU’s not-so-secret tradecraft came Tuesday, when a British investigative group shredded a layer of the lies surrounding Russia’s attempt to poisonformer agent Sergei Skripal in March. It was the equivalent of the tough guy in the trench coat getting caught with his undershorts around his ankles.

Bellingcat, as the group calls itself, presented photographic evidence showing that a suspect in the Skripal attack, who the Russians had claimed was a tourist named Petrov who worked in the sports nutrition business, is really a GRU doctor named Alexander Mishkin. Last month, Bellingcat had exposed another suspect, whose cover identity was Ruslan Boshirov, as GRU Col. Anatoliy Chepiga.

The most detailed exposures of GRU tradecraft came in a Justice Department indictmentthat was unsealed Oct. 4, in tandem with supporting statements from Britain and the Netherlands. The indictment, which named seven GRU officers, included details about Russian spy operations that could have been collected only by the CIA and National Security Agency and its foreign partners. (Three of the Russians had also been named in July’s indictment of 12 GRU officers for meddling in the 2016 U.S. presidential election.)

Last week’s indictment is a treasure trove for spy mavens. One GRU hacking operation sought to sabotage the World Anti-Doping Agency’s effort to punish Russia for systematically drugging its Olympic athletes; a second, chilling GRU hack stole information from Westinghouse about advanced U.S. nuclear-reactor technology. A third targeted two investigations of the Novichok nerve agent used in the Skripal hit, one by an international chemical weapons group in The Hague and another by a chemical laboratory in Switzerland. These were brazen operations, but they were also messy.

The dry pages of the indictment reveal tradecraft secrets that could animate a half-dozen spy novels. The GRU operatives used spoof websites to “spearphish” victims into revealing login information (creating a “westinqhousenuclear.com” site, with the misspelled “q,” for example). They made payments in bitcoin and other cryptocurrencies. (Weren’t those supposed to be untraceable?) They used malware tools with names such as “Gamefish,” “Chopstick” and “X-tunnel.” They dumped their hacked information by sending direct messages on Twitter to 116 reporters and exchanging emails with 70 journalists.

For the past few years, the CIA, NSA and FBI have watched as hackers and whistleblowers (perhaps with a helping hand from Moscow) revealed the agencies’ hacking techniques. For U.S. intelligence officials, revenge is a dish best eaten cold.

The most astonishing disclosure came from the Dutch, who caught four GRU officers red-handed in The Hague as they were hacking the headquarters of the Organization for the Prohibition of Chemical Weapons. As Dutch intelligence officers intervened, “the conspirators abandoned their equipment,” including a backpack and other gear that revealed techniques and a string of other operations, according to the indictment. The Dutch even found a taxi receipt showing that a member of the team had left the rear entrance of the GRU headquarters in Moscow and headed to the airport.

The implicit message in all of this: If you hit us, one of the ways we will retaliate is by exposing your operatives, sources and methods. There are other reprisals underway, but these public disclosures undermine the GRU’s operational capabilities. And they must make the Russian spy service wonder: What else do the Americans and their allies know? If agent A is blown, then what about his colleagues B, C and D?

The CIA and its foreign allies don’t normally like to divulge secrets like these, because they reveal how much they know about their adversary. The revelations are a public warning to Putin: Knock it off; you’re more vulnerable than you think.

Yanukovych switches story about letter Putin used to justify Russia’s military aggression against Ukraine

Former Ukrainian President Viktor Yanukovych was pulled out of Russian hiding on March 2 for a press conference seemingly aimed at denying that he had ‘really’ asked for Russian troops to be sent into Ukraine.  His rather confused denial follows the about-face by Russia regarding this same letter which was used quite unambiguously back in March 2014 to justify Russian military intervention in Ukraine.

At the high-security event in Moscow, Yanukovych claimed for the first time that back in February 2014 he had also written an appeal to Russian President Vladimir Putin proposing to hold consultations and to consider “sending a police peacekeeping mission”.  This appeal was allegedly analogous to appeals sent on 22 February to the heads of Germany, France and Poland.

The trial in absentia of Yanukovych is underway in Kyiv on charges of state treason. The document entitled ‘Statement’ [Заява]  from 1 March 2014, in which Yanukovych asks Putin to “use Russian armed forces to reinstate legality, peace, law and order,  stability and to protect the population of Ukraine”, is a major element in the indictment.

Yanukovych was at the press conference with the two lawyers representing him in Kyiv, and it is just conceivable that the attempt to minimize the importance of his request for Russia to invade Ukraine was linked solely to that trial and aimed at asserting his innocence.

It is, however, 16 months since Yanukovych last gave such a press-conference.  During each previous appearance, he invariably pushed a position which seemed closely coordinated with that of the Kremlin.

The press conference had received considerable advance publicity with the implication being that Yanukovych was about to make some explosive revelation.  This was certainly not the excerpt shown of a supposed documentary by Italian filmmaker Gian Micalessin, based on interviews with three Georgians who claim to have come to Kyiv at the request of ex-Georgian President Mikheil Saakashvili and gunned down Maidan activists s in order to overthrow the Yanukovych regime.  The film’s credibility has been seriously undermined by, among others, the BBC.

The ‘breaking news’ from the press conference seemed to be the alleged ‘appeal’ to Putin talking only about ‘peacekeepers’, with Yanukovych trying to mention the 1 March document as little as possible and to dismiss its message as “of no legal force”.

It may be of significance that in March 2017, Moscow came out with an extraordinary claim that the ‘statement’ signed by Yanukovych had never been received.  This was particularly startling given that it was Russian UN ambassador Vitaly Churkin who had first made the contents known at an emergency session of the UN Security Council on 3 March 2014,, claiming that it had been received by the Kremlin on 1 March.

It was on that day that Putin asked the upper house of Russia’s parliament for permission to deploy forces in Ukraine.  This was supposedly “in connection with the extraordinary situation in Ukraine and the threat to the lives of Russian citizens”.  Permission was swiftly provided.

The typed document signed by Yanukovych was needed to provide a ‘human rights coating’ for Russia’s actions. Churkin was widely reported, for example, by the Kremlin-funded Russia Today / RT, as speaking of “open acts of terror and violence,” and of people “being persecuted for language and political reasons,”

All of this, as well as Yanukovych’s alleged legitimacy as president, have continued to be cited, despite the lack of any substantiating evidence, for Russia’s annexation of Crimea.  They are still pulled out with respect to Donbas, however western response proved rather different, especially after a sophisticated Russian BUK missile was used to down Malaysian airliner MH17 over territory under the control of Russian-backed militants.

Russia is currently facing a suit at the UN International Court of Justice, with one of the charges Ukraine has brought being violation of the International Convention for the Suppression of the Financing of Terrorism over its funding and arming of fighters in eastern Ukraine.  The International Criminal Court at the Hague has already issued a preliminary conclusion finding that the occupation of Crimea is an international armed conflict, falling within its jurisdiction, and is presently considering the evidence for Russia’s involvement in Donbas leading to the same conclusion there too.

The political and legal situation had clearly changed, and the document was no longer to be flourished as ‘justification’.  Quite the contrary.

On 10 March 2017, Russia’s Prosecutor General Yury Chaika asserted that Yanukovych had never asked Putin to deploy Russian forces in Ukraine

Then on 16 March, Putin’s press secretary, Dmitry Peskov said that the Kremlin had not received “any letter of former Ukrainian President Viktor Yanukovich with the request to deploy Russian forces to Ukraine”.

Neither denial could be confirmed or refuted by Churkin who had died suddenly, of unclear causes, on 20 February.

One silenced Russian diplomatic voice proved insufficient, however, as Ukraine’s Prosecutor General and media were swift to point out that Putin had himself cited such an appeal from Yanukovych as grounds for the deployment of Russian forces.

During a press briefing on March 4, 2014, Putin had stated the following: “What could serve as grounds for the use of the Armed Forces?  This is, of course, an extreme situation, simply extreme. It is firstly an issue of legitimacy. As you know, we have a direct appeal from the current and legitimate, as I have already said, President of Ukraine Yanukovych, about the use of Armed Forces for the defence of the life, freedom and health of Ukrainian citizens …. And if we see that this lawlessness is beginning in eastern regions, if people ask us for help, and we already have an official appeal from the current legitimate president, we reserve the right to use all means at our disposal to protect these citizens. And we consider that this is entirely legitimate.  That is an extreme measure.”

By the following day, Marina Zakharova, spokesperson from the Foreign Ministry, had come up with a semantic turn-around.  She claimed that there was no letter, just a “statement” that Yanukovych had never denied signing.  Putin had, in fact, stated that Russia might use troops and be justified since there was an appeal (обращение)  from Yanukovych.

Yanukovych is continuing to use the line that what he wrote was a ‘statement’, not a ‘letter’ or ‘appeal’, though what this proves is a mystery given the undisputed content of this document.

Since Russia has clearly understood that this document, whatever it is called, cannot justify its military aggression against Ukraine, it is worth noting a further argument regarding Yanukovych’s supposed illegitimate removal from office which was also raised at the press confidence.  Yanukovych and his lawyers have tried to claim that he never fled, but simply left Kyiv for Donetsk – on a business trip, so to speak – and was deposed in his absence.  No attempt is made to explain why this business trip required the removal of multiple truck- and helicopter-loads of goods from his residences, with the moves recorded as having begun back on 18 February 2014 (three days before his flight).

BERLIN (Reuters) – The German government said on Monday it was in talks with its allies about a possible military deployment in Syria, prompting a sharp rebuke from the Social Democrats (SPD) and setting up a fresh conflict in Chancellor Angela Merkel’s loveless coalition.

Overseas military action remains a sensitive and deeply unpopular topic in Germany, given its Nazi past. Participation in any air strikes in Syria would also put Germany on a collision course with Russia, the main backer of President Bashar al-Assad.

Government spokesman Steffen Seibert said Germany had discussed with the United States and European allies its possible military involvement if Assad’s forces used chemical weapons against the last major rebel stronghold in Idlib, now under heavy Syrian and Russian bombardment.

“There has not been a situation where a decision has had to be made,” Seibert told a regular news conference, adding that any decision would first have to be approved by parliament.

Earlier, Bild newspaper had reported that Germany’s conservative-led defense ministry was examining possible options for joining U.S., British and French forces in any future military action if Damascus again used chemical weapons.

It said parliament would only be notified of any military action after the fact if speedy action were required.

SPD OPPOSITION

Andrea Nahles, leader of the SPD – junior partner in Merkel’s coalition – ruled out backing any German involvement.

“The SPD will not agree – either in parliament or in the government – to the participation of Germany in the war in Syria,” Nahles said in a statement, adding the party backed diplomatic efforts to avert a humanitarian crisis.

Sources familiar with the issue, confirming the Bild report, said German and U.S. officials had discussed last month the possibility of German fighter jets helping with battle damage assessments or dropping bombs for the first time since the war in ex-Yugoslavia in the 1990s.

The German air force already provides refueling support and carries out reconnaissance missions using four Tornado fighter jets from a base in Jordan as part of the U.S.-led coalition fighting the Islamic State militant movement in Iraq and Syria.

Bild said a decision on whether to join any strikes would be made by Merkel, who ruled out joining April 2018 air strikes against Syria by U.S., French and British forces after a previous use of chemical weapons.

In a joint statement on Monday, the German foreign and defense ministries urged restraint in Syria.

“The goal is that the conflict parties … avoid escalating an already terrible situation … That is particularly true for the use of banned chemical weapons which the Assad government has already used in the past,” it said.

DW: In your book, “Islam and Nazi Germany’s War,” you wrote about the policies of the Nazis towards Islamic political entities. What did these policies look like?

David Motadel: At the height of the war in 1941-1942, when German troops entered Muslim-populated territories in the Balkans, North Africa, Crimea, and the Caucasus, and approached the Middle East and Central Asia, Berlin began to see Islam as politically significant. Nazi Germany made significant attempts to promote an alliance with the “Muslim world” against their alleged common enemies — the British Empire, the Soviet Union, America and Jews.

In the war zones, Germany engaged with a wide range of religious policies and propaganda to promote the Nazi regime as the patron of Islam. As early as 1941, the Wehrmacht distributed the military handbook “Islam” to train its soldiers to behave correctly towards Muslim populations. On the eastern Front, the Nazi occupiers ordered the rebuilding of mosques, prayer halls, and madrasas — previously destroyed by Moscow — and the re-establishment of religious rituals and celebrations in order to undermine Soviet rule.

German military authorities also made extensive efforts to co-opt Islamic dignitaries. German propagandists in the eastern territories, the Balkans, and North Africa tried to use religious rhetoric, vocabulary and iconography to mobilize Muslims. They politicized sacred texts like the Quran as well as religious imperatives, most notably the concept of jihad, in order to foment religious violence for political ends.

From 1941 onwards, the Nazi Wehrmacht army and the paramilitary SS recruited tens of thousands of Muslims, mainly to save German blood. Muslim soldiers fought on all fronts. German army officials granted these recruits a wide range of religious concessions, even lifting the ban on ritual slaughter, a practice that had been prohibited for anti-Semitic reasons by Hitler’s Law for the Protection of Animals of 1933.

A widespread assumption exists that Muslims supported the Nazi Regime because they shared an anti-Semitic perspective. This is precisely why the Nazis tried to get Muslims on the regime’s side. What can you tell us about this assumption?

On the German side pragmatic, strategic interests were the most important driving force behind this policy. In its propaganda, however, especially in the Arab world, anti-Semitic themes played an important role. Anti-Semitic propaganda was often connected to attacks against the Zionist migration to Palestine which had emerged as a main topic in Arab political discourses.

On the Muslim side one cannot generalize. Some of the Muslim allies of the Nazi regime — most importantly the famous Mufti of Jerusalem — shared the Nazis’ Jew-hatred. In the war zones, in the Balkans, in North Africa, and in the Eastern territories, the picture is more complicated. In many of these regions, Muslims and Jews had lived together for centuries. And in some cases, Muslims would now help their Jewish neighbors, for example hiding them from the Germans.

What goals did the Nazi regime pursue with its attempt to persuade Muslims to join them and what were sympathetic Muslim leaders hoping for?

The Third Reich’s engagement with Islam was not only that Muslim-populated regions had become part of the war zones, but also, more importantly, that from 1941 to 1942, Germany’s military situation had deteriorated. In the Soviet Union, Hitler’s Blitzkrieg strategy had failed. As the Wehrmacht came under pressure, strategists in Berlin began to seek broader war coalitions, thereby demonstrating remarkable pragmatism. The courtship of Muslims was to pacify the occupied Muslim-populated territories and to mobilize Muslims to fight on the side of Hitler’s armies.

Many of those Muslims who worked with the Nazi regime had pragmatic reasons. They believed that Nazi Germany in 1941-1942 would be victorious and that it would determine the future world order and that the Nazis could help them become liberated from, for example, British imperial rule.

The motives of these soldiers varied considerably. Of course some recruits were driven by religious hatred and anti-Bolshevist, ideological fervor. Overall, however, Muslims often had rather profane motives for enlisting.

Did the Nazis really see Islam as something inherently positive or were the Muslims only a means to an end?

Overall, I think that Muslims were means to an end. Nazi policies towards Islam were informed by pragmatism. Some leading Nazis, particularly Adolf Hitler and Heinrich Himmler, repeatedly expressed their respect for Islam. Whenever denouncing the Catholic Church, Hitler routinely contrasted it with Islam. While he denounced Catholicism as a weak, effeminate religion, he praised Islam as a strong, aggressive, martial religion. Overall, however, it was strategic considerations, not ideology, that led to Nazi Germany’s campaign for Islamic mobilization.

Wasn’t Nazi racism a major obstacle to collaborating with Muslims?

Hitler had already postulated the racial inferiority of non-European peoples in “Mein Kampf.” Once in power, however, German officials showed themselves to be more pragmatic: Non-Jewish Turks, Iranians and Arabs had already been explicitly exempted from any official racial discrimination in the 1930s, following diplomatic interventions from the governments in Tehran, Ankara, and Cairo. And during the war the Germans showed similar pragmatism. Muslims everywhere, it was clear to every German officer, were to be treated as allies.

The realities on the ground were by no means straightforward. In the first months of the Nazi invasion of Russia, SS squads executed thousands of Muslims on the assumption that their circumcision showed that they were Jewish. Eventually, Reinhard Heydrich, chief Nazi security officer, sent out a directive cautioning the task force executing squads to be more careful. On the southern fringes of the Soviet Union, however, German killing squads still had difficulties distinguishing Muslims from Jews. Moreover, in North Africa, the Balkans, and on the Eastern Front, German soldiers were confronted with diverse Muslim populations, including Muslim Roma and Jewish converts to Islam.

The Austrian-made film is set in Vienna in the 1920s and shows how the residents held Jews responsible for all social ills. Critics, however, have lamented the film’s use of anti-Semitic cilches.

    “Ben Hur” was first made in 1925, but has been reinvented many time since then. It tells the story of a conflict betweet Jews and Christians at the beginning of the 1st century.     “The Trial” remained an exception. After the war, it took the film industry in Europe quite some time to deal with the subject. The French director Alain Resnais was the first to address the Nazi genocide in 1956, in the unsparing 30-minute documentary “Night and Fog.”

    Films about the life of Jesus Christ often come up in discussions about anti-Semitism in cinema. Martin Scorsese’s “The Last Temptation of Christ” (1988), for example, has been accused of reinforcing anti-Semitic clichés, particularly in scenes in which Jews are indirectly associated with greed.

    Much more controversial was the film that Australian Mel Gibson released two years later. In public, Gibson likewise used anti-Semitic speech.

    Audiences and critics alike decried the anti-Semitism in the Turkish film, “Valley of the Wolves.” The action-packed movie version of a TV series of the same name showed a battle between Turkish soldiers and Israel. The film employed “anti-American, anti-Israeli and anti-Semitic stereotypes and was inciteful,” according to several organizations.

    Just how difficult it can still be to address the subject matter of World War II is evident in the response to a three-part German TV series from 2013, “Generation War.” The series follows a handful of German soldiers fighting on the eastern front. It was criticized in Poland for anti-Semitism and was said to have represented the Polish resistance.

    Margarethe von Trotta’s film about Hannah Arendt was well received in 2012. The director sketched a balanced portrait of the philosopher and publicist who, in the 1960s, grappled with a figure who was largely responsible for the Nazi genocide: Adolf Eichmann. Arendt coined the phrase “the banality of evil” to explain anti-Semitism clothed in seemingly harmless bureaucracy.

    Because the protagonist of the current Hollywood super hero hit “Wonder Woman” is played by Israeli Gal Gadot, the film was not shown in a number of Arab countries. Gadot herself had served in the Israeli army and defended her experience. Not showing “Wonder Woman” is anti-Semitic, according to the public sentiment in Israel.

The relationship between Nazi Germany (1933–1945) and the leadership of the Arab world encompassed contempt, propaganda, collaboration and in some instances emulation. Cooperative political and military relationships were founded on shared hostilities toward common enemies, such as British and French imperialism and colonialismcommunism, and Zionism. Another key foundation of this collaboration was the anti-semitism of the Nazis, which was admired by some Arab and Muslim leaders, most notably Hajj Amin al-Husayni. In public and private, Hitler and Himmler made warm statements about Islam as a religion and political ideology, describing it as a more disciplined, militaristic, political, and practical form of religion than Christianity, and commending what they perceived to be Muhammad’s skill in politics and military leadership. However, official Nazi ideology also considered Arabs to be racially inferior to Germans, a sentiment echoed by Hitler and other Nazi leaders to deprecate them.

The Arab-speaking world has attracted particular attention from historians examining fascism beyond Europe. Focusing exclusively on pro-Nazi and pro-Fascist forces, these scholars have tended to emphasize the appeal that Fascism and Nazism had across the Arab world. More recently however, this narrative has been challenged by a number of scholars[1] who assert that that Arab political debates in the 1930s and 1940s were quite complex. Fascism and Nazism, they argue, were discussed alongside other political ideologies, such as Communism, Liberalism, and Constitutionalism. Moreover, the recent revisionist works have stressed the anti-Fascist and anti-Nazi voices and movements in the Arab world.[2]
