“Estonia has the best counterintelligence in Europe,” said Toomas Hendrik Ilves, who was Estonia’s president for a decade and left office in 2016. “We’ve caught as many spies as Germany.”

Nothing about Mr. Skripal’s travels appears all that uncommon. John Sipher, who retired from the Central Intelligence Agency in 2014 and once ran covert operations against the Russians, said the United States routinely deployed Russian defectors to lecture the intelligence services of its allies, though their meetings with other agencies would be kept secret to avoid angering Moscow.

“There is a bit of a game where, O.K., the guy spied for us, we got what we wanted, and now that we’re out, we’re not going to rub your nose in it,” he said.

Sharing knowledge and experience is often the only way a former spy can make a living, experts said. Mr. Ilves, the former Estonian president, called it the “spook version of a lecture tour.”

For former double agents, retirement can be dull and anticlimactic. The British government provides a stipend, but in the past defectors have protested that it is too small. In the late 1990s, a former spy named Victor Makarov filed a complaint against the British intelligence services over his miserable living conditions and eventually ended up camping outside Prime Minister Tony Blair’s residence in protest.

Others have resorted to creative and illegal means to augment their pensions. Oleg Gordievsky, a senior K.G.B. officer whose defection in 1985 was a serious blow to the Soviet government, hosted a game show for a time. Mikhail Butkov, another K.G.B. defector, was imprisoned for three years for creating a fake business school and defrauding would-be students out of 1.5 million pounds.

“It’s psychological — they’ve been in the limelight, and they’re not important anymore,” said Stephen Dorril, the author of numerous books about Britain’s intelligence services.

In my view, neither assumption holds up. The F.B.I. “had spent hundreds if not thousands of hours over the past year circling the former secretary, reading thousands of her emails and interviewing all those around her,” writes Mr. Comey. According to the investigative material posted on the F.B.I.’s website, those interviews included over 40 current or former State Department employees, most of whom knew something about Mrs. Clinton’s email because they handled or were aware of a variety of operational tech issues over four years.

So, on Oct. 27, the F.B.I. investigators were deeply knowledgeable about Mrs. Clinton’s email and could make highly informed judgments about what was found on Mr. Weiner’s laptop. Mr. Comey should have reasonably recognized that the chance of finding a smoking gun in the first three months when such evidence was wanting for the remaining 45 months — when the Clinton email system experienced such common tech issues as no connectivity, bad firewalls, phishing and power failures — was low at best. Because of those issues, State Department management, diplomatic security and tech staff members knew of Mrs. Clinton’s system and its inherent risks and repeatedly raised these issues with Mrs. Clinton’s immediate staff. Yet the F.B.I. found insufficient evidence to support a criminal case.

The second assumption involving the supposedly long duration of the email review was also flawed. First, by prioritizing a review of the few thousand new BlackBerry emails for smoking guns, a small number of seasoned investigators could have carefully looked at them in hours, not days or weeks.

Second, like other organizations that regularly review enormous amounts of stored electronic data, the F.B.I. possessed the technical means to determine quickly whether the haul of other emails on the Weiner laptop were backup duplicates of ones already in its possession, as the vast majority apparently turned out to be. Off-the-shelf software was available to compare the Weiner laptop emails against the F.B.I.’s existing collection to exclude duplicates from the review.

What was Mr. Comey’s third option on Oct. 27? Wait and see. Monitor the progress of the review closely. Do nothing until there was something to report.

Even a delay of a few days would have afforded the F.B.I. investigative team time to get a very good idea of what most likely was and was not in the new evidence. As it turned out, the team was able to complete its work days before the election, and Mr. Comey informed Congress in his Nov. 2 letter that the F.B.I. investigation was again closed.

If he had waited a few days, Mr. Comey would have made a better-informed decision. The F.B.I. would have done meaningful due diligence. Had that course been followed, perhaps he would not have ever sent the letters.

I expect Mr. Comey to argue that this is all 20/20 hindsight. But I continue to believe that the historical record surrounding his momentous decision requires additional balance and close scrutiny and context to ensure that it is complete and correct.

Investigators on Sunday widened a probe into the Chechen-born 20-year-old whose stabbing spree in central Paris, claimed by the Islamic State group, left one person dead and four seriously wounded.

The man, identified as naturalised Frenchman Khamzat Azimov, carried out the attack Saturday night in a lively area of theatres and restaurants near the city’s historic opera house.

The knifeman, whose rampage followed a series of jihadist assaults in France that have killed 246 people since 2015, was shot dead by police after an officer failed to subdue him with a Taser.

A source close to the inquiry said Azimov grew up with his family in Strasbourg, eastern France, which has a large community of Chechen refugees.

His parents, now living in Paris, have been taken into custody as well as a friend in Strasbourg described as the “individual closest” to Azimov, according to a source close to the investigation.

Amaq, the IS propaganda agency, released a video on Sunday in which it claimed responsibility for the attack, with footage which it claims shows Azimov pledging allegiance to the jihadist group.

IS has long urged followers to seek “martyrdom” by targeting American or European “infidels” by any available means, and allegiance videos help the group bolster its claims of responsibility.

Although Azimov had no criminal record, he had been on both of France’s main watchlists for suspected radicals — the so-called “S file” and a more targeted File for the Prevention of Terrorist Radicalisation (FSPRT), which focuses on people judged to be terror threats — since 2016.

One source said he had been questioned last year “because he knew a man who was in contact with a person who had gone to Syria.”

Hundreds of fighters from Chechnya have joined Islamic militant groups in recent years, following two bloody separatist wars against Russian-backed authorities in the 1990s and 2000s.

Azimov became a French citizen in 2010 after his mother was naturalised, government spokesman Benjamin Griveaux told French television.

Chechen leader Ramzan Kadyrov said on the Telegram messenging app that Azimov had obtained a Russian passport when he was 14, before obtaining French nationality.

Kadyrov said France bears “full responsibility” for the attack, because although Azimov was born in Chechnya “he grew up and formed his personality, his opinions and convictions within French society.”

‘He looked crazy’

A 29-year-old man was killed in the attack, while a Chinese man aged 34 who lives in Luxembourg and a woman of 54 were seriously wounded and rushed to hospital.

A 26-year-old woman and a man of 31 were slightly wounded. Officials said all the wounded were out of danger.

Witnesses described dramatic scenes as the knifeman struck, walking along stabbing people and yelling “Allahu akbar” (God is greater).

“I was taking orders and I saw a young woman panicking and trying to get into the restaurant,” Jonathan, a waiter at a Korean restaurant, told AFP.

“The attacker entered a shopping street, I saw him with a knife in his hand,” he said. “He looked crazy.”

French President Emmanuel Macron tweeted: “France has once again paid the price in blood but will not give an inch to the enemies of freedom.”

‘No zero-risk’

The attack again underscored the difficulty in tracking suspected extremists by police facing thousands of potential risks, either from home-grown radicals or recent arrivals.

About half of the nearly 20,000 people on the FSPRT watchlist are under active surveillance.

“What good does this S file do if we don’t use it to get these ticking time bombs off French soil,” far-right leader Marine Le Pen posted on Twitter.

But spokesman Griveaux defended the government, saying it had foiled 22 terror attacks over the past 15 months.

“Unfortunately, there’s no such thing as zero risk,” he said.

France has suffered a series of major Islamist attacks including the massacre at the satirical newspaper Charlie Hebdo in January 2015, followed 10 months later by the killing spree in Paris that claimed 130 lives. The next summer the Bastille Day truck attack in Nice killed 86.

Most of the attacks have either been claimed by the Islamic State or were carried out in its name.

Thousands of French troops remain on the streets under an anti-terror operation known as Sentinelle, patrolling transport hubs, tourist hotspots and other sensitive sites.

Russia-based Internet Research Agency (IRA), charged with meddling in the 2016 US presidential election, focused on dividing the Americans over race via its 3,517 ads on Facebook.

Democrats from the US House Intelligence Committee last week released 3,517 advertisements that were run on Facebook by the IRA during the 2014-2016 period.

USA Today went through each and every ad and found that out of the 3,517 ads published, about 1,950 referred to race and were seen about 25 million times.

“Some dealt with race directly; others dealt with issues fraught with racial and religious baggage such as ads focused on protests over policing, the debate over a wall on the US border with Mexico and relationships with the Muslim community,” said the report on Sunday.

At least 25 percent of the ads focused on issues involving crime and policing, often with a racial connotation.

“Separate ads, launched simultaneously, would stoke suspicion about how police treat black people in one ad, while another encouraged support for pro-police groups,” said the report.

Between September and November 2016, the number of race-related spots rose to 400. An additional 900 were posted after the November election through May 2017.

Several ads mixed race and policing, with many mimicking “Black Lives Matter” activists that melded real news events with accusations of abuse by white officers.

“More than 11.4 million American users were exposed to those advertisements. The data made available today does not include the 80,000 pieces of organic content shared on Facebook by the IRA. We expect to make this content public in the future,” the House Intelligence Committee said in a statement last week.

Exposure of organic content may have reached more than 126 million Americans, it added.

“Russia sought to weaponise social media to drive a wedge between Americans, and in an attempt to sway the 2016 election,” tweeted Adam Schiff, Democrats’ ranking member on the House Intelligence Committee.

Reacting to Schiff, Facebook said that it gave more than 3,000 ads to Congress so they could better understand the extent of Russian interference in the last US Presidential election.

“In the run-up to the 2016 elections, we were focused on the kinds of cybersecurity attacks typically used by nation states, for example, phishing and malware attacks.

“And we were too slow to spot this type of information operations interference. Since then, we have made important changes to prevent bad actors from using misinformation to undermine the democratic process,” Facebook said in a blog post.

On 16 February, Special Counsel Robert Mueller indicted 13 Russian individuals and three Russian organisations for engaging in operations to interfere with US political and electoral processes, including the 2016 presidential election.

Throughout the indictment, Mueller lays out important facts about the activities of the IRA, the notorious Russian “troll” farm, and its operatives.

By the Caribbean Journal staffIn the biggest step yet for St Maarten’s recovery, the island’s Divi Little Bay Beach Resort has reopened its doors.Divi’s beachfront property, which is the best-known hotel to reopen on the island in the wake of Hurricane Irma. has relaunched with a wave of upgrades and renovations, including refreshed rooms, new eateries and redesigned pools.

“For the past eight months, the Little Bay team has poured their hearts and souls into the rebuilding the resort, and I know they are looking forward to welcoming back our loyal owners, members and guests,” said Marco Galaverna, Divi Resorts President & COO of Divi Resorts.

The new amenities and features include totally refreshed guestrooms, including new lighting, furniture, window treatments, interior paint, shower doors and 49-inch LED TVs, among other changes; new menus at the resort’s Seabreeze restaurant; a new gourmet coffee shop; an updated pool; a new water sports center and the addition of the “Indulgence by the Sea Spa.”

Divi Little Bay has also added a new eatery called The Shack featuring barbecue and jerk food; a new pool called “pureocean,” a new larger deck at Gizmo’s Bar & Grill and a new kids’ space and game room.

“Divi Little Bay and the island of St. Maarten have come a long way since September,” said Divi Little Bay’s new General Manager Anne-Marie Brooks. “We’ve worked tirelessly to get as much of the resort up and running as possible for our reopening, and we think our owners, members and guests will be very pleased with all the updates and new features which will be fully completed by the fall.”

It’s a huge lift for the island whose hotel product has largely been limited to smaller hotels and condominium alternatives in the wake of Irma. although that has included popular places to stay including the Princess Heights and the Simpson Bay Resort.

The reopening comes as most carriers have relaunched their flight services to the island, including Air France, United Airlines, Spirit Airlines and WestJet, among others.

“Estonia has the best counterintelligence in Europe,” said Toomas Hendrik Ilves, who was Estonia’s president for a decade and left office in 2016. “We’ve caught as many spies as Germany.”

Nothing about Mr. Skripal’s travels appears all that uncommon. John Sipher, who retired from the Central Intelligence Agency in 2014 and once ran covert operations against the Russians, said the United States routinely deployed Russian defectors to lecture the intelligence services of its allies, though their meetings with other agencies would be kept secret to avoid angering Moscow.

“There is a bit of a game where, O.K., the guy spied for us, we got what we wanted, and now that we’re out, we’re not going to rub your nose in it,” he said.

Sharing knowledge and experience is often the only way a former spy can make a living, experts said. Mr. Ilves, the former Estonian president, called it the “spook version of a lecture tour.”

For former double agents, retirement can be dull and anticlimactic. The British government provides a stipend, but in the past defectors have protested that it is too small. In the late 1990s, a former spy named Victor Makarov filed a complaint against the British intelligence services over his miserable living conditions and eventually ended up camping outside Prime Minister Tony Blair’s residence in protest.

Others have resorted to creative and illegal means to augment their pensions. Oleg Gordievsky, a senior K.G.B. officer whose defection in 1985 was a serious blow to the Soviet government, hosted a game show for a time. Mikhail Butkov, another K.G.B. defector, was imprisoned for three years for creating a fake business school and defrauding would-be students out of 1.5 million pounds.

“It’s psychological — they’ve been in the limelight, and they’re not important anymore,” said Stephen Dorril, the author of numerous books about Britain’s intelligence services.

In my view, neither assumption holds up. The F.B.I. “had spent hundreds if not thousands of hours over the past year circling the former secretary, reading thousands of her emails and interviewing all those around her,” writes Mr. Comey. According to the investigative material posted on the F.B.I.’s website, those interviews included over 40 current or former State Department employees, most of whom knew something about Mrs. Clinton’s email because they handled or were aware of a variety of operational tech issues over four years.

So, on Oct. 27, the F.B.I. investigators were deeply knowledgeable about Mrs. Clinton’s email and could make highly informed judgments about what was found on Mr. Weiner’s laptop. Mr. Comey should have reasonably recognized that the chance of finding a smoking gun in the first three months when such evidence was wanting for the remaining 45 months — when the Clinton email system experienced such common tech issues as no connectivity, bad firewalls, phishing and power failures — was low at best. Because of those issues, State Department management, diplomatic security and tech staff members knew of Mrs. Clinton’s system and its inherent risks and repeatedly raised these issues with Mrs. Clinton’s immediate staff. Yet the F.B.I. found insufficient evidence to support a criminal case.

The second assumption involving the supposedly long duration of the email review was also flawed. First, by prioritizing a review of the few thousand new BlackBerry emails for smoking guns, a small number of seasoned investigators could have carefully looked at them in hours, not days or weeks.

Second, like other organizations that regularly review enormous amounts of stored electronic data, the F.B.I. possessed the technical means to determine quickly whether the haul of other emails on the Weiner laptop were backup duplicates of ones already in its possession, as the vast majority apparently turned out to be. Off-the-shelf software was available to compare the Weiner laptop emails against the F.B.I.’s existing collection to exclude duplicates from the review.

What was Mr. Comey’s third option on Oct. 27? Wait and see. Monitor the progress of the review closely. Do nothing until there was something to report.

Even a delay of a few days would have afforded the F.B.I. investigative team time to get a very good idea of what most likely was and was not in the new evidence. As it turned out, the team was able to complete its work days before the election, and Mr. Comey informed Congress in his Nov. 2 letter that the F.B.I. investigation was again closed.

If he had waited a few days, Mr. Comey would have made a better-informed decision. The F.B.I. would have done meaningful due diligence. Had that course been followed, perhaps he would not have ever sent the letters.

I expect Mr. Comey to argue that this is all 20/20 hindsight. But I continue to believe that the historical record surrounding his momentous decision requires additional balance and close scrutiny and context to ensure that it is complete and correct.

Investigators on Sunday widened a probe into the Chechen-born 20-year-old whose stabbing spree in central Paris, claimed by the Islamic State group, left one person dead and four seriously wounded.

The man, identified as naturalised Frenchman Khamzat Azimov, carried out the attack Saturday night in a lively area of theatres and restaurants near the city’s historic opera house.

The knifeman, whose rampage followed a series of jihadist assaults in France that have killed 246 people since 2015, was shot dead by police after an officer failed to subdue him with a Taser.

A source close to the inquiry said Azimov grew up with his family in Strasbourg, eastern France, which has a large community of Chechen refugees.

His parents, now living in Paris, have been taken into custody as well as a friend in Strasbourg described as the “individual closest” to Azimov, according to a source close to the investigation.

Amaq, the IS propaganda agency, released a video on Sunday in which it claimed responsibility for the attack, with footage which it claims shows Azimov pledging allegiance to the jihadist group.

IS has long urged followers to seek “martyrdom” by targeting American or European “infidels” by any available means, and allegiance videos help the group bolster its claims of responsibility.

Although Azimov had no criminal record, he had been on both of France’s main watchlists for suspected radicals — the so-called “S file” and a more targeted File for the Prevention of Terrorist Radicalisation (FSPRT), which focuses on people judged to be terror threats — since 2016.

One source said he had been questioned last year “because he knew a man who was in contact with a person who had gone to Syria.”

Hundreds of fighters from Chechnya have joined Islamic militant groups in recent years, following two bloody separatist wars against Russian-backed authorities in the 1990s and 2000s.

Azimov became a French citizen in 2010 after his mother was naturalised, government spokesman Benjamin Griveaux told French television.

Chechen leader Ramzan Kadyrov said on the Telegram messenging app that Azimov had obtained a Russian passport when he was 14, before obtaining French nationality.

Kadyrov said France bears “full responsibility” for the attack, because although Azimov was born in Chechnya “he grew up and formed his personality, his opinions and convictions within French society.”

‘He looked crazy’

A 29-year-old man was killed in the attack, while a Chinese man aged 34 who lives in Luxembourg and a woman of 54 were seriously wounded and rushed to hospital.

A 26-year-old woman and a man of 31 were slightly wounded. Officials said all the wounded were out of danger.

Witnesses described dramatic scenes as the knifeman struck, walking along stabbing people and yelling “Allahu akbar” (God is greater).

“I was taking orders and I saw a young woman panicking and trying to get into the restaurant,” Jonathan, a waiter at a Korean restaurant, told AFP.

“The attacker entered a shopping street, I saw him with a knife in his hand,” he said. “He looked crazy.”

French President Emmanuel Macron tweeted: “France has once again paid the price in blood but will not give an inch to the enemies of freedom.”

‘No zero-risk’

The attack again underscored the difficulty in tracking suspected extremists by police facing thousands of potential risks, either from home-grown radicals or recent arrivals.

About half of the nearly 20,000 people on the FSPRT watchlist are under active surveillance.

“What good does this S file do if we don’t use it to get these ticking time bombs off French soil,” far-right leader Marine Le Pen posted on Twitter.

But spokesman Griveaux defended the government, saying it had foiled 22 terror attacks over the past 15 months.

“Unfortunately, there’s no such thing as zero risk,” he said.

France has suffered a series of major Islamist attacks including the massacre at the satirical newspaper Charlie Hebdo in January 2015, followed 10 months later by the killing spree in Paris that claimed 130 lives. The next summer the Bastille Day truck attack in Nice killed 86.

Most of the attacks have either been claimed by the Islamic State or were carried out in its name.

Thousands of French troops remain on the streets under an anti-terror operation known as Sentinelle, patrolling transport hubs, tourist hotspots and other sensitive sites.

Russia-based Internet Research Agency (IRA), charged with meddling in the 2016 US presidential election, focused on dividing the Americans over race via its 3,517 ads on Facebook.

Democrats from the US House Intelligence Committee last week released 3,517 advertisements that were run on Facebook by the IRA during the 2014-2016 period.

USA Today went through each and every ad and found that out of the 3,517 ads published, about 1,950 referred to race and were seen about 25 million times.

“Some dealt with race directly; others dealt with issues fraught with racial and religious baggage such as ads focused on protests over policing, the debate over a wall on the US border with Mexico and relationships with the Muslim community,” said the report on Sunday.

At least 25 percent of the ads focused on issues involving crime and policing, often with a racial connotation.

“Separate ads, launched simultaneously, would stoke suspicion about how police treat black people in one ad, while another encouraged support for pro-police groups,” said the report.

Between September and November 2016, the number of race-related spots rose to 400. An additional 900 were posted after the November election through May 2017.

Several ads mixed race and policing, with many mimicking “Black Lives Matter” activists that melded real news events with accusations of abuse by white officers.

“More than 11.4 million American users were exposed to those advertisements. The data made available today does not include the 80,000 pieces of organic content shared on Facebook by the IRA. We expect to make this content public in the future,” the House Intelligence Committee said in a statement last week.

Exposure of organic content may have reached more than 126 million Americans, it added.

“Russia sought to weaponise social media to drive a wedge between Americans, and in an attempt to sway the 2016 election,” tweeted Adam Schiff, Democrats’ ranking member on the House Intelligence Committee.

Reacting to Schiff, Facebook said that it gave more than 3,000 ads to Congress so they could better understand the extent of Russian interference in the last US Presidential election.

“In the run-up to the 2016 elections, we were focused on the kinds of cybersecurity attacks typically used by nation states, for example, phishing and malware attacks.

“And we were too slow to spot this type of information operations interference. Since then, we have made important changes to prevent bad actors from using misinformation to undermine the democratic process,” Facebook said in a blog post.

On 16 February, Special Counsel Robert Mueller indicted 13 Russian individuals and three Russian organisations for engaging in operations to interfere with US political and electoral processes, including the 2016 presidential election.

Throughout the indictment, Mueller lays out important facts about the activities of the IRA, the notorious Russian “troll” farm, and its operatives.

In my view, neither assumption holds up. The F.B.I. “had spent hundreds if not thousands of hours over the past year circling the former secretary, reading thousands of her emails and interviewing all those around her,” writes Mr. Comey. According to the investigative material posted on the F.B.I.’s website, those interviews included over 40 current or former State Department employees, most of whom knew something about Mrs. Clinton’s email because they handled or were aware of a variety of operational tech issues over four years.

So, on Oct. 27, the F.B.I. investigators were deeply knowledgeable about Mrs. Clinton’s email and could make highly informed judgments about what was found on Mr. Weiner’s laptop. Mr. Comey should have reasonably recognized that the chance of finding a smoking gun in the first three months when such evidence was wanting for the remaining 45 months — when the Clinton email system experienced such common tech issues as no connectivity, bad firewalls, phishing and power failures — was low at best. Because of those issues, State Department management, diplomatic security and tech staff members knew of Mrs. Clinton’s system and its inherent risks and repeatedly raised these issues with Mrs. Clinton’s immediate staff. Yet the F.B.I. found insufficient evidence to support a criminal case.

The second assumption involving the supposedly long duration of the email review was also flawed. First, by prioritizing a review of the few thousand new BlackBerry emails for smoking guns, a small number of seasoned investigators could have carefully looked at them in hours, not days or weeks.

Second, like other organizations that regularly review enormous amounts of stored electronic data, the F.B.I. possessed the technical means to determine quickly whether the haul of other emails on the Weiner laptop were backup duplicates of ones already in its possession, as the vast majority apparently turned out to be. Off-the-shelf software was available to compare the Weiner laptop emails against the F.B.I.’s existing collection to exclude duplicates from the review.

What was Mr. Comey’s third option on Oct. 27? Wait and see. Monitor the progress of the review closely. Do nothing until there was something to report.

Even a delay of a few days would have afforded the F.B.I. investigative team time to get a very good idea of what most likely was and was not in the new evidence. As it turned out, the team was able to complete its work days before the election, and Mr. Comey informed Congress in his Nov. 2 letter that the F.B.I. investigation was again closed.

If he had waited a few days, Mr. Comey would have made a better-informed decision. The F.B.I. would have done meaningful due diligence. Had that course been followed, perhaps he would not have ever sent the letters.

I expect Mr. Comey to argue that this is all 20/20 hindsight. But I continue to believe that the historical record surrounding his momentous decision requires additional balance and close scrutiny and context to ensure that it is complete and correct.

Investigators on Sunday widened a probe into the Chechen-born 20-year-old whose stabbing spree in central Paris, claimed by the Islamic State group, left one person dead and four seriously wounded.

The man, identified as naturalised Frenchman Khamzat Azimov, carried out the attack Saturday night in a lively area of theatres and restaurants near the city’s historic opera house.

The knifeman, whose rampage followed a series of jihadist assaults in France that have killed 246 people since 2015, was shot dead by police after an officer failed to subdue him with a Taser.

A source close to the inquiry said Azimov grew up with his family in Strasbourg, eastern France, which has a large community of Chechen refugees.

His parents, now living in Paris, have been taken into custody as well as a friend in Strasbourg described as the “individual closest” to Azimov, according to a source close to the investigation.

Amaq, the IS propaganda agency, released a video on Sunday in which it claimed responsibility for the attack, with footage which it claims shows Azimov pledging allegiance to the jihadist group.

IS has long urged followers to seek “martyrdom” by targeting American or European “infidels” by any available means, and allegiance videos help the group bolster its claims of responsibility.

Although Azimov had no criminal record, he had been on both of France’s main watchlists for suspected radicals — the so-called “S file” and a more targeted File for the Prevention of Terrorist Radicalisation (FSPRT), which focuses on people judged to be terror threats — since 2016.

One source said he had been questioned last year “because he knew a man who was in contact with a person who had gone to Syria.”

Hundreds of fighters from Chechnya have joined Islamic militant groups in recent years, following two bloody separatist wars against Russian-backed authorities in the 1990s and 2000s.

Azimov became a French citizen in 2010 after his mother was naturalised, government spokesman Benjamin Griveaux told French television.

Chechen leader Ramzan Kadyrov said on the Telegram messenging app that Azimov had obtained a Russian passport when he was 14, before obtaining French nationality.

Kadyrov said France bears “full responsibility” for the attack, because although Azimov was born in Chechnya “he grew up and formed his personality, his opinions and convictions within French society.”

‘He looked crazy’

A 29-year-old man was killed in the attack, while a Chinese man aged 34 who lives in Luxembourg and a woman of 54 were seriously wounded and rushed to hospital.

A 26-year-old woman and a man of 31 were slightly wounded. Officials said all the wounded were out of danger.

Witnesses described dramatic scenes as the knifeman struck, walking along stabbing people and yelling “Allahu akbar” (God is greater).

“I was taking orders and I saw a young woman panicking and trying to get into the restaurant,” Jonathan, a waiter at a Korean restaurant, told AFP.

“The attacker entered a shopping street, I saw him with a knife in his hand,” he said. “He looked crazy.”

French President Emmanuel Macron tweeted: “France has once again paid the price in blood but will not give an inch to the enemies of freedom.”

‘No zero-risk’

The attack again underscored the difficulty in tracking suspected extremists by police facing thousands of potential risks, either from home-grown radicals or recent arrivals.

About half of the nearly 20,000 people on the FSPRT watchlist are under active surveillance.

“What good does this S file do if we don’t use it to get these ticking time bombs off French soil,” far-right leader Marine Le Pen posted on Twitter.

But spokesman Griveaux defended the government, saying it had foiled 22 terror attacks over the past 15 months.

“Unfortunately, there’s no such thing as zero risk,” he said.

France has suffered a series of major Islamist attacks including the massacre at the satirical newspaper Charlie Hebdo in January 2015, followed 10 months later by the killing spree in Paris that claimed 130 lives. The next summer the Bastille Day truck attack in Nice killed 86.

Most of the attacks have either been claimed by the Islamic State or were carried out in its name.

Thousands of French troops remain on the streets under an anti-terror operation known as Sentinelle, patrolling transport hubs, tourist hotspots and other sensitive sites.

Russia-based Internet Research Agency (IRA), charged with meddling in the 2016 US presidential election, focused on dividing the Americans over race via its 3,517 ads on Facebook.

Democrats from the US House Intelligence Committee last week released 3,517 advertisements that were run on Facebook by the IRA during the 2014-2016 period.

USA Today went through each and every ad and found that out of the 3,517 ads published, about 1,950 referred to race and were seen about 25 million times.

“Some dealt with race directly; others dealt with issues fraught with racial and religious baggage such as ads focused on protests over policing, the debate over a wall on the US border with Mexico and relationships with the Muslim community,” said the report on Sunday.

At least 25 percent of the ads focused on issues involving crime and policing, often with a racial connotation.

“Separate ads, launched simultaneously, would stoke suspicion about how police treat black people in one ad, while another encouraged support for pro-police groups,” said the report.

Between September and November 2016, the number of race-related spots rose to 400. An additional 900 were posted after the November election through May 2017.

Several ads mixed race and policing, with many mimicking “Black Lives Matter” activists that melded real news events with accusations of abuse by white officers.

“More than 11.4 million American users were exposed to those advertisements. The data made available today does not include the 80,000 pieces of organic content shared on Facebook by the IRA. We expect to make this content public in the future,” the House Intelligence Committee said in a statement last week.

Exposure of organic content may have reached more than 126 million Americans, it added.

“Russia sought to weaponise social media to drive a wedge between Americans, and in an attempt to sway the 2016 election,” tweeted Adam Schiff, Democrats’ ranking member on the House Intelligence Committee.

Reacting to Schiff, Facebook said that it gave more than 3,000 ads to Congress so they could better understand the extent of Russian interference in the last US Presidential election.

“In the run-up to the 2016 elections, we were focused on the kinds of cybersecurity attacks typically used by nation states, for example, phishing and malware attacks.

“And we were too slow to spot this type of information operations interference. Since then, we have made important changes to prevent bad actors from using misinformation to undermine the democratic process,” Facebook said in a blog post.

On 16 February, Special Counsel Robert Mueller indicted 13 Russian individuals and three Russian organisations for engaging in operations to interfere with US political and electoral processes, including the 2016 presidential election.

Throughout the indictment, Mueller lays out important facts about the activities of the IRA, the notorious Russian “troll” farm, and its operatives.

La cadena televisiva PBS y su homólogo radial NPR unieron esfuerzos para producir un documental que retrata la “realidadoscura” que se vive en Puerto Rico tras el paso del huracán María hace casi ocho meses.

El documental- que investiga la crisis económica y humanitaria de la isla y examina cómo la respuesta federal, Wall Street y años de negligencia han dejado a la isla luchando para sobrevivir–  fue publicado por el programa Frontline el 1 de mayo, día en que miles de ciudadanos puertorriqueños se lanzaron a la calle en protesta de las medidas de austeridad implementadas por el gobierno y la Junta de Supervisión Fiscal.

Los reporteros entrevistaron a catedráticos, economistas y funcionarios públicos para que explicaran en detalle el por qué la situación fiscal de la isla ha dilatado el proceso de recuperación tras el devastador fenómeno atmosférico. Varias imágenes de El Nuevo Día fueron utilizadas en la producción.

A delegation from North Korea arrived in Beijing Monday for talks, according to news outlets in Japan and South Korea. The North Korean envoys went to the Diaoyutai state guesthouse after their arrival. The visit comes a week after North Korean leader Kim Jong Un held talks with Chinese President Xi Jinping in the northeastern port city of Dalian, their second meeting since late March. It also follows a visit to Pyongyang by U.S. Secretary of State Mike Pompeo. The arrival of the North Korean delegation is the latest in a flurry of diplomatic moves in recent weeks, spurred by a new and sudden period of detente between North and South Korea, capped by last month’s historic summit between Kim Jong Un and South Korean President Moon Jae-in. Both leaders pledged to work towards denuclearizing the Korean peninsula and reaching an eventual peace deal. Russia-based Internet Research Agency (IRA), charged with meddling in the 2016 US presidential election, focused on dividing the Americans over race via its 3,517 ads on Facebook.

Democrats from the US House Intelligence Committee last week released 3,517 advertisements that were run on Facebook by the IRA during the 2014-2016 period.

USA Today went through each and every ad and found that out of the 3,517 ads published, about 1,950 referred to race and were seen about 25 million times.

“Some dealt with race directly; others dealt with issues fraught with racial and religious baggage such as ads focused on protests over policing, the debate over a wall on the US border with Mexico and relationships with the Muslim community,” said the report on Sunday.

At least 25 percent of the ads focused on issues involving crime and policing, often with a racial connotation.

“Separate ads, launched simultaneously, would stoke suspicion about how police treat black people in one ad, while another encouraged support for pro-police groups,” said the report.

Between September and November 2016, the number of race-related spots rose to 400. An additional 900 were posted after the November election through May 2017.

Several ads mixed race and policing, with many mimicking “Black Lives Matter” activists that melded real news events with accusations of abuse by white officers.

“More than 11.4 million American users were exposed to those advertisements. The data made available today does not include the 80,000 pieces of organic content shared on Facebook by the IRA. We expect to make this content public in the future,” the House Intelligence Committee said in a statement last week.

Exposure of organic content may have reached more than 126 million Americans, it added.

“Russia sought to weaponise social media to drive a wedge between Americans, and in an attempt to sway the 2016 election,” tweeted Adam Schiff, Democrats’ ranking member on the House Intelligence Committee.

Reacting to Schiff, Facebook said that it gave more than 3,000 ads to Congress so they could better understand the extent of Russian interference in the last US Presidential election.

“In the run-up to the 2016 elections, we were focused on the kinds of cybersecurity attacks typically used by nation states, for example, phishing and malware attacks.

“And we were too slow to spot this type of information operations interference. Since then, we have made important changes to prevent bad actors from using misinformation to undermine the democratic process,” Facebook said in a blog post.

On 16 February, Special Counsel Robert Mueller indicted 13 Russian individuals and three Russian organisations for engaging in operations to interfere with US political and electoral processes, including the 2016 presidential election.

Throughout the indictment, Mueller lays out important facts about the activities of the IRA, the notorious Russian “troll” farm, and its operatives.

La cadena televisiva PBS y su homólogo radial NPR unieron esfuerzos para producir un documental que retrata la “realidadoscura” que se vive en Puerto Rico tras el paso del huracán María hace casi ocho meses.

El documental- que investiga la crisis económica y humanitaria de la isla y examina cómo la respuesta federal, Wall Street y años de negligencia han dejado a la isla luchando para sobrevivir–  fue publicado por el programa Frontline el 1 de mayo, día en que miles de ciudadanos puertorriqueños se lanzaron a la calle en protesta de las medidas de austeridad implementadas por el gobierno y la Junta de Supervisión Fiscal.

In Puerto Rico, Waiting for Power, for Tourists, for the Flowers

Months after Hurricane Maria, the island is struggling to regain its balance. The flora tell a melancholy story.

Last November, with Puerto Rico thrown into chaos after Hurricane Maria, I was frantically trying to reach a funeral home in San Juan. My dear cousin Alma Otero-Pérez, a free-spirited poet who was my mentor and model growing up on the island, had died overnight at her home for patients with Alzheimer’s. I loved her and the loss pained me, but as her guardian, I needed to focus on medical and legal paperwork and making the necessary funeral arrangements from New York.

I had a relationship with the reliable funeral home that had guided my family through another emotional passage when my mother died several years ago. I called, but the telephones were still out months after Maria had struck. I tried emailing from their website not expecting much. But within minutes they responded by cellphone and in no time my cousin’s ashes were prepared and waiting for my arrival and a proper memorial.

That gathering didn’t happen until months later, in early March, as I waited for a semblance of normalcy to return to the island. Some of Alma’s friends and relatives had lost electricity and even running water. Others had joined the exodus, leaving the island to wait out the rough aftermath of the disaster.

But even by the time I made it to the island more than five months since Maria, I found that the place where I was born and raised, and that I visit every year with my husband, Jim, was laboring to reestablish its balance. (Last week it erupted in a massive march against new austerity measures that was marred by violence.)

With the fresh eyes of newcomers, Jim and I marveled at what everybody else already took for granted — the damaged traffic lights, dangling and dark; the giant street signs lying mangled on the side of the road; the nonworking streetlights that left whole neighborhoods pitch black after dusk.

“I can’t believe the hurricane was in September and Puerto Rico still looks like this,” my husband said as he maneuvered our rented car through a busy honor-system intersection under a traffic light hanging useless from its crossbar.

But nothing held my attention more than the vegetation. The ebullient tropical flora that forever feeds the nostalgia of those of us who leave for good — a paradise of flower beds in backyards and brilliant green forests on mountainsides, the skyline of towering fruit and palm trees — was in a state of distress, almost a kind of paralyzed melancholy, not unlike some of the people. Just like a pair of cousins who seemed to have revved up their drinking, or my sister Mari, who refused to be out at night, a Cinderella by 6 p.m., the familiar foliage showed new stress-induced idiosyncrasies even amid signs of resilience.

“Oh my God — what happened to the mango tree?” I asked Mari the morning after I arrived at our family home, when, in the light of day, I noticed a massive stump across the street where there had been a wildly productive 25-foot-tall mango factory.

“The trees were left without a single leaf,” she said of the day after the hurricane. “It was shocking. They cut it down.”

The mango tree had been a landmark of sorts on Lorenzo Noa Street in El Comandante, the suburb of San Juan where I grew up. Its branches seemed to grow more gigantic over the decades, threatening to smother the houses around it. Its abundant fruit attracted mice.

But its sweet mangoes — small and round, the perfect snack — were coveted by neighbors and even those who lived blocks away. People stopped their cars to pick up the mangoes that had dropped on the front yard and sidewalk. My own diabetic mother crossed the street often in her older years to satisfy her sweet tooth, cheating on my sister’s strict dietary controls and leaving the evidence in the trash can (five pits was her record.)

All that was left of the tree now was a Michelangelo-like sculpture with missing limbs.

Our own backyard was in even sorrier upheaval, untouched since Maria as my sister waited for the verdict of an insurance adjuster. One of two coconut trees lay flat across what had once been my mom’s meticulously groomed garden, a piece of chain-link fence crushed underneath. The tree under which we interred her ashes, a button mangrove, survived somehow, but it was now surrounded by debris blown in from around the neighborhood, including a sign from Famous Dave’s, a barbecue restaurant a mile away.

The hurricane uprooted so many trees that visitors to El Yunque, Puerto Rico’s famous rain forest, were now treated to newly opened vistas of the ocean. We visited on a Sunday morning and found most of the national park closed, still ailing from landslides and wobbly trees that park workers told us were still falling and shutting down trails and roads.

Other trees were dry rather than lush, stripped bare and just starting to revive, or misshapen, with missing branches and a phantasmagoric look. In this haunted forest, what was still available became more precious. Major tourist draws like La Mina waterfall and the Yocahu Tower, with panoramic views of the rain forest and coast, were out of reach. But a small group of tourists gathered by the side of a road took selfies at La Coca Falls, where the waters tumble 85 feet onto a rock formation. Souvenir shops along the way were open.

And more visitors found the Angelito Trailhead leading to a river and a swimming hole that was inaccessible because a bridge had washed away. A few intrepid tourists, speaking English, Spanish and Mandarin, crawled their way over some stones to get across.

My cousin Ednita, back from a stay with her daughter in Texas, told the only happy story I heard. True, her home in San Juan suffered major roof damage and was quickly taken over by termites. But her first-floor beach apartment in a modern development in Vega Baja, to the west of San Juan, was unscathed and now, for the moment, had an ocean view of sorts, since Maria had carved out a triangle-shaped opening between the once dense sea grape trees she could see from her living room.

“I can see the waves,” Ednita said, blowing kisses in their direction.

It was only fitting that we held Alma’s memorial gathering in this upbeat apartment near the water, and not just because everybody else’s homes were in mid-repair. In her poetry, Alma had written prolifically about Puerto Rico’s natural beauty. For two hours, more than a dozen close friends and family transported ourselves to her idealized world, reading verses, reminiscing and telling funny stories.

“Hallelujah to the land where I was born,” one of her poems, titled “Song to my Land,” reads.

“Holy land, motherland.

Each morning, on the wings of a thousand birds,

You kiss the day.”

Before I left New York City, I had wondered if my cousin was among the more than 1,000 estimated hurricane-related deaths. But the home where she lived had a generator and had only asked for bottled water and an extra $80 a month for hurricane-related expenses.

The immediate cause of death was listed as “cardiac arrhythmia” on her death certificate, with other contributing conditions. Josie, the friend who saw her the morning after she died, reassured us at the memorial: “She looked at peace, like an angel.”

My cousin’s advanced Alzheimer’s spared her from the collective suffering after the hurricane, which afflicted many of her loved ones. Geka, a lifelong friend, reported she still had no power or running water in the mountainous town of Orocovis, in the middle of the island. She said she had adapted with a generator, a newly built cistern and bottled water.

Maritza, a cousin from the town of Juncos, still lived under a blue tarp from FEMA that increasingly leaked.

“You can’t find the panels to fix the roof,” she said.

The conversation at the memorial inevitably turned to the hardships of coping, still too present for anyone to relax. A three- to four-month wait for hurricane shutters. The high price of generators. A rise in crime. Deadly traffic. The lack of power for thousands of households and the intermittent power outages for millions more. (Fun fact: you can create a washing machine by making holes in a plunger and plunging away.)

I was about to cook lunch one day when San Juan and surrounding areas were hit by a blackout. Two power stations shut down when a transmission line failed, underscoring the continued instability of the power distribution system. I later went to San Patricio Plaza Mall, where some stores remained open with generators but many operated in semidarkness or had closed for the day.

The movie theater was dark, screenings of “Black Panther” canceled. But the food court, where the mall’s generators powered numerous electrical outlets, was packed with people who had brought their own power bars and extension cords to charge laptops and other electronic devices. The mall had welcomed the electricity-starved crowds after the hurricane, a security guard explained, and since then it had become the place to go whenever the lights went out.

More than seven hours later, after I had brought takeout food home for dinner, the power was back. The next day in Old San Juan, which looked like its lovely self, minus countless trees, the owner of Café Puerto Rico, on the edge of Plaza Colón at the entrance to the old city, said the outages deterred customers, already so sparse since the hurricane, he said, that he no longer opens the second floor of his restaurant.

Puerto Rico is in comeback mode on many fronts, including cruise ship tourism, but “the recovery has been too slow,” the cafe owner, Héctor Andújar, said. “The government wasn’t prepared for something so big.”

So, people wait — for more tourists, for hurricane shutters, for consistent power, for building materials, for a better normal.

My sister is still waiting for her insurance company to start fixing up the backyard. We then plan to have another gathering to plant a tree with Alma’s ashes next to my mom’s. When one day that tree shows off its plumage, it will honor her love of country — la tierra — and help make her beloved Puerto Rico as splendorous as she once remembered it.

“Estos fondos principalmente se usarán para subsidiar la recuperación de viviendas y comercios afectados por el huracán María. Nuestro agradecimiento a todo el equipo del Departamento de la Vivienda de los Estados Unidos, el Departamento de la Vivienda de Puerto Rico, y la Administración de Asuntos Federales de Puerto Rico en Washington, DC (PRFAA) por su labor para lograr que estos fondos fueran asignados a la Isla y que hoy tengamos un Plan de Acción listo para poder ayudar a los más afectados tras el azote de este huracán”, sostuvo el primer ejecutivo.

Mientras tanto, el secretario del Departamento de la Vivienda, Fernando Gil Enseñat, indicó el Plan de Acción que presenta el gobernador bajo el programa de desarrollo comunitario CDBG-DR, fue realizado rigurosamente y de manera abarcadora para atender todas las necesidades de vivienda, desarrollo económico, infraestructura y planificación en la Isla.

“La participación e integración de los sectores públicos y privados, mediante vistas públicas y propuestas, fueron vitales en el plan que pondera la reconstrucción de miles de hogares afectados por el huracán, el desarrollo de vivienda de interés social y proyectos con construcciones resistentes y resilientes, entre otros. Además, representa un estímulo directo a la economía, al turismo, a los pequeños y medianos comerciantes y a la creación de empleos que son fundamentales para la recuperación y reconstrucción de Puerto Rico”, agregó Gil Enseñat.

De acuerdo al Plan de Acción presentado hoy se destinarán al menos $817 millones para rehabilitación y reconstrucción de viviendas unifamiliares y se otorgarán $45 millones para asistencia directa para el pago de hipotecas en atraso a través de la Autoridad para el Financiamiento de la Vivienda (AFV).

Además, se asignarán $12.5 millones para construcción de viviendas para sobrevivientes de violencia de género y personas sin hogar, y se facilitará consejería de vivienda con una asignación de $7.5 millones a organizaciones sin fines de lucro y no gubernamentales dedicadas a esta labor.

Al mismo tiempo, $120 millones de estos fondos se podrán utilizar para financiar e igualar la disparidad de los créditos contributivos para viviendas de bajos ingresos conocidos como (LIHTC, por sus siglas en inglés). También, se destinarán $36 millones para el desarrollo de proyectos de energía renovable para hogares.

En cuanto al desarrollo económico, se espera que con estos fondos se desarrolle una planificación impulsada por la comunidad, organizaciones no gubernamentales y sin fines de lucro para integrar las necesidades de los residentes en la reconstrucción y reubicación.

Asimismo, mediante el Departamento de Desarrollo Económico y Comercio (DDEC) se establecerán estrategias para la creación de empleos con la creación de nuevos negocios e inversiones públicas.

Al mismo tiempo, se destinarán fondos para otorgar préstamos a bajo interés para estimular que más contratistas y suplidores puedan participar en los programas de recuperación y se desarrollarán además incubadoras de negocios.

Además, otro componente importante es la revitalización del turismo con una inyección de $15 millones para mercader la Isla como destino.

El anuncio del Plan de Acción se llevó a cabo en Cataño junto al alcalde Félix Delgado y los alcaldes Ramón Luis Rivera de Bayamón; Ángel Pérez de Guaynabo; y Carlos Molina de Arecibo.

También estuvieron presentes los senadores Migdalia Padilla y Carmelo Ríos; y los representantes Tony Soto y Luis Pérez Ortiz.
