  • SAN JUAN (Reuters) – Puerto Rico will receive $18.5 billion from the U.S. Department of Housing and Urban Development to help rebuild its battered housing stock and infrastructure after September’s Hurricane Maria, the island’s governor and HUD officials said on Tuesday.

The funding for the U.S. territory was the largest grant in the history of the HUD, said HUD undersecretary Pamela Patenaude.

But the award was significantly less than the $46 billion requested by Governor Ricardo Rossello in November.

HUD is awarding a total of roughly $28 billion to nine states, the U.S. Virgin Islands and Puerto Rico that have been recently affected by major disasters, including Hurricanes Irma, Harvey and Maria, as well as the recent California wildfires.

The funds are part of a $90 billion disaster aid package signed by Trump in February. The Virgin Islands is set to receive $1.6 billion in HUD disaster recovery funds, a department media advisory said on Tuesday.

Rossello said at a news conference that he expected to adjust Puerto Rico’s fiscal turnaround plan to reflect the full grant. The most recent version of the plan pegged at $13 billion the amount of funds from HUD that the commonwealth expected to receive.

Puerto Rico is navigating the largest bankruptcy in U.S. government history, and the plan is meant to establish economic projections that will serve as a basis for forthcoming restructuring talks with creditors owed $120 billion in bond and pension debt.

Rossello and Patenaude made the announcement in Villa Hugo, a shantytown in Canovanas, which sustained severe damage when Maria hit the island on Sept. 20.

Villa Hugo’s 6,000 residents are squatters on government land. Most built their homes informally, and do not own title to their properties.

“Informal” construction – which can also refer to property owners who illegally subdivide their land – is thought to comprise between one-fourth and one-half of Puerto Rico’s 1.2 million homes.

The prevalence of informal housing, which often does not comply with building codes, was thought to compound damage to Puerto Rico’s housing stock when the storm hit.

The HUD funds can be used for housing, economic development and infrastructure, and could be used to help repair the island’s crippled power grid.

While local authorities determine where funds will be used, HUD provides technical assistance and guidelines, Patenaude said.

Maria was a vicious blow to an already struggling island that has been in recession for more than a decade, with a poverty rate near 50 percent.

Puerto Rico now projects to receive roughly $50 billion during the next six years in federal disaster relief assistance, mostly through the Federal Emergency Management Agency, according to the government’s latest fiscal turnaround plan.

“Esto es prioridad y es política pública de la administración ver cómo conseguimos mecanismos para poder otorgar esos títulos de propiedad. Parte de esos recursos los vamos a utilizar en eso porque es parte de la política pública que hemos establecido”, expresó el gobernador Ricardo Rosselló durante una conferencia de prensa en Valle Hills, en este municipio.

A sus espaldas se observaban las casas de Villa Hugo 1 y Villa Hugo 2, comunidades donde todavía hay decenas de residencias con toldos azules. Fue en esta comunidad que el gobernador anunció la asignación multimillonaria del gobierno federal.

El secretario del Departamento de la Vivienda, Fernando Gil Enseñat, dijo que hay cerca de 60,000 propietarios que no han podido recibir la asistencia de la Agencia Federal de Manejo de Emergencias (FEMA) porque no tienen un título de propiedad. El estimado es que el proceso para otorgar estos títulos puede costar entre $500 y $750 por residencia.

Gil Enseñat indicó que han considerado mover estos residentes a casas que han quedado vacías debido a la emigración de ciudadanos a Estados Unidos, pero que “mucha gente está arraigada a su comunidad y llevan muchos años aquí y no desean dejar su comunidad. Hay que tomar en consideración cómo hacemos la comunidad más fuerte, más resiliente”.

La subsecretaria de HUD, Pamela Hughes Patenaude, reconoció que el asunto de los títulos de propiedad ha surgido cada vez que se discute cómo usar el dinero federal que se asignará a Puerto Rico y que comenzará a llegar a partir de agosto.

“Hay varios asuntos, como las casas que no están construidas según los códigos, los títulos de propiedad. Sabemos que es una prioridad. Eso siempre es un tema de discusión”, dijo. “Va a ser complicado. No creo que tengan todas las respuestas todavía y no necesariamente el dinero de HUD sea la única respuesta a esto. El gobierno de Puerto Rico está buscando cómo resolver esto porque hay un costo envuelto y hay unos aspectos legales que hay que mirar”.

Alcaldesa pide construcción de un dique

Frente al gobernador, la comisionada residente Jenniffer González y funcionarios de Vivienda federal, la alcaldesa de Canóvanas, Lornna Soto, reclamó que con el dinero federal que llegará a la Isla se construya un dique que evite las inundaciones que afectan la comunidad donde se ofreció la conferencia de prensa.

“Yo lo que no quiero recordar es la noche del 19 de septiembre (pasado, víspera del azote de María). La comunidad sabe que nos llevamos esta gente cargada, sacando la gente de la escuela vocacional. Ya el Cuerpo de Ingenieros expresó que la construcción de un dique son $32 millones”, manifestó.

“Si identifican los $32 millones, estarían protegiendo el radio de Palmarejo desde las Delicias hasta la gomera. Estaríamos protegiendo 5,000 familias, son 10,000 personas que residen en Palmarejo”. Recordó que la comunidad lleva enfrentando inundaciones por los pasados 29 años.

“Yo no quiero vivir la noche del 19 (de septiembre) y mucho menos la del 20, que todo esto estaba bajo agua y yo pensé que había gente muerta bajo toda esa agua”, afirmó la alcaldesa.

A drama is what a contestant of the American version of La roulette de la suerte has lived through the fault – more or less – of the word flamenco.In Wheel of Fortune the participants had to solve a panel called Games and Fun. The answer was flamenco dance lessons, “flamenco lessons” in Spanish.The man manages to solve all the letters of the panel but at the time of pronouncing “flamenco” he says “flamengo” and the program considers that his answer is not valid so he loses 7,100 dollars, about 5,700 euros.Another contestant finally pronounces the word well and wins the panel.A shame

Man will never forget flamenco.

There is less than a month left until the Cannes Festival starts . The contest presented on Wednesday the poster of this 71st edition , starring a man and a woman kissing and serves as a tribute to one of the most important film photographers in history, Georges Pierre.The image was taken by this photographer during the filming of Pierrot le fou (Pierrot the crazy) , by Jean-Luc Godard in 1965.The author of the poster is Flore Maquin , a designer who is characterized by the review of movie posters, both classic and modern, giving him a touch of pop and colorful art.The photograph is part of one of the more than one hundred films that Pierre photographed since he began his career in 1960 together with filmmakers Alain Resnais and Louis Malle. Later, he also worked with Robert Enrico, Yves Robert, Claude Sautet, Bertrand Tavernier, Andrzej Żuławski, Andrzej Wajda and Jean-Luc Godard. Pierre also founded the Association of Film Photographers, responsible for the defense of the material and moral interests of the photographers of the seventh art.

With this poster, the Festival rejects the controversy provoked last year when they retouched an image of Claudia Cardinale taken in Rome in 1959. The actress appeared in the photograph of the poster with her arms, waist and thighs much thinner than in the original, which caused great stir in the international press and social networks. Even Cardinale herself expressed herself in this respect justifying the change: “This image was retouched to accentuate an effect of lightness and it transforms me into a dream character”.

This edition of the festival, which will take place from May 8 to 19, will feature Edouard Baer as master of ceremonies and Cate Blanchett as president of the jury.
