LATIN America boasts just 8% of the world’s population, but it accounts for 38% of its murders. The number of criminal killings in the region came to around 140,000 people last year, more than have been lost in wars around the world in almost all of the years this century. And the crime is becoming ever more common.

Yet the continent also has some of the biggest improvers. In many Colombian cities murder used to be the leading cause of death. The rate in Cali in 1994 was 124 per 100,000, four times worse than New York at its most lethal. The mayor was a surgeon who realised that murder was like a disease. Following an approach pioneered in New York and copied across the rich world, he set up “violence observatories” to study precisely how people, places and behaviour led to killings. They found that, even amid a raging drugs war, most murders resulted from drunken brawls. Restrictions on alcohol and guns helped cut murders by 35%. Other Colombian cities tweaked Cali’s evidence-based policing to suit their own needs—Medellín, for example, targeted drug cartels. Police and judicial reform, and aid from the United States, were crucial, too. In 2017 Colombia’s murder rate was 24 per 100,000, the lowest for 42 years.

That is still high, and there are more problems to come. The demobilisation of the FARC (the Revolutionary Armed Forces of Colombia) after decades of guerrilla war has created local power vacuums that could be filled by organised crime, especially if the government does not create opportunities for ex-combatants, coca farmers and young people. “Colombia is not approaching heaven,” says María Victoria Llorente of the Ideas for Peace Foundation. “We’re barely leaving hell, and if we aren’t careful, we’ll stay in limbo.”

Periódico El Expresso de Puerto Rico: AAA informa intermitencia de servicio en sectores de Ciales

(Manatí)- La planta de filtros Cordillera de Ciales se encuentra fuera de operación por desperfectos mecánicos en el generador de emergencia ubicado en la represa, informó José A. Rivera Ortiz, director ejecutivo de la región norte de la Autoridad de Acueductos y Alcantarillados (AAA).

Brigadas de la AAA se encuentran trabajando en la reparación del generador. Se espera que los trabajos concluyan mañana, miércoles en horas de la tarde, detalló el funcionario.

Los sectores Campamento, Jaguas Ventana, Villa Amalia, la Grama, Hato Viejo y parte del casco urbano experimentarán desde bajas presiones hasta intermitencia del servicio de agua potable.

Ante la posibilidad de turbidez al restablecerse el servicio, se recomienda hervir por tres minutos el agua destinada para consumo humano.

Quito, Ecuador 11 abr (EFE).- El Gobierno de Ecuador verifica la información que circula en medios de prensa colombianos y ecuatorianos sobre la supuesta muerte del equipo periodístico del diario El Comercio, secuestrado el pasado 26 de marzo, en la frontera con Colombia.
En un comunicado, la Secretaría Nacional de Comunicación indicó que ante la supuesta información emitida por el Frente Oliver Sinisterra, “se está verificando la autenticidad del documento y los hechos descritos”.
“El Gobierno Nacional informará a través de los canales oficiales una vez que se cuente con datos verídicos al respecto”, indicó ante la circulación de un supuesto escrito del Frente Oviler Sinisterra, un grupo disidente de las FARC, en el que habla de la muerte de los dos periodistas y el conductor.
La Secretaría de Comunicación reiteró el pedido “de responsabilidad y prudencia a los medios de comunicación y a la sociedad en general”.
El periodista Javier Ortega (36), el fotógrafo Paúl Rivas (45) y el conductor Efraín Segarra (60) fueron secuestrados en la zona de Mataje, en la provincia de Esmeraldas (noroeste), donde recababan información para el diario El Comercio sobre las consecuencias de los ataques registrados en la zona desde enero.

  • SAN JUAN (Reuters) – Puerto Rico will receive $18.5 billion from the U.S. Department of Housing and Urban Development to help rebuild its battered housing stock and infrastructure after September’s Hurricane Maria, the island’s governor and HUD officials said on Tuesday.

The funding for the U.S. territory was the largest grant in the history of the HUD, said HUD undersecretary Pamela Patenaude.

But the award was significantly less than the $46 billion requested by Governor Ricardo Rossello in November.

HUD is awarding a total of roughly $28 billion to nine states, the U.S. Virgin Islands and Puerto Rico that have been recently affected by major disasters, including Hurricanes Irma, Harvey and Maria, as well as the recent California wildfires.

The funds are part of a $90 billion disaster aid package signed by Trump in February. The Virgin Islands is set to receive $1.6 billion in HUD disaster recovery funds, a department media advisory said on Tuesday.

Rossello said at a news conference that he expected to adjust Puerto Rico’s fiscal turnaround plan to reflect the full grant. The most recent version of the plan pegged at $13 billion the amount of funds from HUD that the commonwealth expected to receive.

Puerto Rico is navigating the largest bankruptcy in U.S. government history, and the plan is meant to establish economic projections that will serve as a basis for forthcoming restructuring talks with creditors owed $120 billion in bond and pension debt.

Rossello and Patenaude made the announcement in Villa Hugo, a shantytown in Canovanas, which sustained severe damage when Maria hit the island on Sept. 20.

Villa Hugo’s 6,000 residents are squatters on government land. Most built their homes informally, and do not own title to their properties.

“Informal” construction – which can also refer to property owners who illegally subdivide their land – is thought to comprise between one-fourth and one-half of Puerto Rico’s 1.2 million homes.

The prevalence of informal housing, which often does not comply with building codes, was thought to compound damage to Puerto Rico’s housing stock when the storm hit.

The HUD funds can be used for housing, economic development and infrastructure, and could be used to help repair the island’s crippled power grid.

While local authorities determine where funds will be used, HUD provides technical assistance and guidelines, Patenaude said.

Maria was a vicious blow to an already struggling island that has been in recession for more than a decade, with a poverty rate near 50 percent.

Puerto Rico now projects to receive roughly $50 billion during the next six years in federal disaster relief assistance, mostly through the Federal Emergency Management Agency, according to the government’s latest fiscal turnaround plan.

“Esto es prioridad y es política pública de la administración ver cómo conseguimos mecanismos para poder otorgar esos títulos de propiedad. Parte de esos recursos los vamos a utilizar en eso porque es parte de la política pública que hemos establecido”, expresó el gobernador Ricardo Rosselló durante una conferencia de prensa en Valle Hills, en este municipio.

A sus espaldas se observaban las casas de Villa Hugo 1 y Villa Hugo 2, comunidades donde todavía hay decenas de residencias con toldos azules. Fue en esta comunidad que el gobernador anunció la asignación multimillonaria del gobierno federal.

El secretario del Departamento de la Vivienda, Fernando Gil Enseñat, dijo que hay cerca de 60,000 propietarios que no han podido recibir la asistencia de la Agencia Federal de Manejo de Emergencias (FEMA) porque no tienen un título de propiedad. El estimado es que el proceso para otorgar estos títulos puede costar entre $500 y $750 por residencia.

Gil Enseñat indicó que han considerado mover estos residentes a casas que han quedado vacías debido a la emigración de ciudadanos a Estados Unidos, pero que “mucha gente está arraigada a su comunidad y llevan muchos años aquí y no desean dejar su comunidad. Hay que tomar en consideración cómo hacemos la comunidad más fuerte, más resiliente”.

La subsecretaria de HUD, Pamela Hughes Patenaude, reconoció que el asunto de los títulos de propiedad ha surgido cada vez que se discute cómo usar el dinero federal que se asignará a Puerto Rico y que comenzará a llegar a partir de agosto.

“Hay varios asuntos, como las casas que no están construidas según los códigos, los títulos de propiedad. Sabemos que es una prioridad. Eso siempre es un tema de discusión”, dijo. “Va a ser complicado. No creo que tengan todas las respuestas todavía y no necesariamente el dinero de HUD sea la única respuesta a esto. El gobierno de Puerto Rico está buscando cómo resolver esto porque hay un costo envuelto y hay unos aspectos legales que hay que mirar”.

Alcaldesa pide construcción de un dique

Frente al gobernador, la comisionada residente Jenniffer González y funcionarios de Vivienda federal, la alcaldesa de Canóvanas, Lornna Soto, reclamó que con el dinero federal que llegará a la Isla se construya un dique que evite las inundaciones que afectan la comunidad donde se ofreció la conferencia de prensa.

“Yo lo que no quiero recordar es la noche del 19 de septiembre (pasado, víspera del azote de María). La comunidad sabe que nos llevamos esta gente cargada, sacando la gente de la escuela vocacional. Ya el Cuerpo de Ingenieros expresó que la construcción de un dique son $32 millones”, manifestó.

“Si identifican los $32 millones, estarían protegiendo el radio de Palmarejo desde las Delicias hasta la gomera. Estaríamos protegiendo 5,000 familias, son 10,000 personas que residen en Palmarejo”. Recordó que la comunidad lleva enfrentando inundaciones por los pasados 29 años.

“Yo no quiero vivir la noche del 19 (de septiembre) y mucho menos la del 20, que todo esto estaba bajo agua y yo pensé que había gente muerta bajo toda esa agua”, afirmó la alcaldesa.

A drama is what a contestant of the American version of La roulette de la suerte has lived through the fault – more or less – of the word flamenco.In Wheel of Fortune the participants had to solve a panel called Games and Fun. The answer was flamenco dance lessons, “flamenco lessons” in Spanish.The man manages to solve all the letters of the panel but at the time of pronouncing “flamenco” he says “flamengo” and the program considers that his answer is not valid so he loses 7,100 dollars, about 5,700 euros.Another contestant finally pronounces the word well and wins the panel.A shame

Man will never forget flamenco.

There is less than a month left until the Cannes Festival starts . The contest presented on Wednesday the poster of this 71st edition , starring a man and a woman kissing and serves as a tribute to one of the most important film photographers in history, Georges Pierre.The image was taken by this photographer during the filming of Pierrot le fou (Pierrot the crazy) , by Jean-Luc Godard in 1965.The author of the poster is Flore Maquin , a designer who is characterized by the review of movie posters, both classic and modern, giving him a touch of pop and colorful art.The photograph is part of one of the more than one hundred films that Pierre photographed since he began his career in 1960 together with filmmakers Alain Resnais and Louis Malle. Later, he also worked with Robert Enrico, Yves Robert, Claude Sautet, Bertrand Tavernier, Andrzej Żuławski, Andrzej Wajda and Jean-Luc Godard. Pierre also founded the Association of Film Photographers, responsible for the defense of the material and moral interests of the photographers of the seventh art.

With this poster, the Festival rejects the controversy provoked last year when they retouched an image of Claudia Cardinale taken in Rome in 1959. The actress appeared in the photograph of the poster with her arms, waist and thighs much thinner than in the original, which caused great stir in the international press and social networks. Even Cardinale herself expressed herself in this respect justifying the change: “This image was retouched to accentuate an effect of lightness and it transforms me into a dream character”.

This edition of the festival, which will take place from May 8 to 19, will feature Edouard Baer as master of ceremonies and Cate Blanchett as president of the jury.

Madrid, Apr 11 (EFE) .- (Image.- Raúl García) The former president of Brazil, Dilma Roussef, insisted that ex-president Luiz Inacio Lula de Silva is “innocent” and said that the Workers’ Party (PT) will fight and will reach “all legal instances” so that it can remain as a candidate in the presidential elections next October.

In a conference-colloquium held at Casa de América in Madrid, Roussef called for “international solidarity” to defend the leftist Lula, imprisoned since Saturday for a twelve-year sentence on second instance for passive corruption and money laundering.
“Our candidate is still Lula, it is a question of justice, he is innocent, and if they want to remove him from the electoral race they must be their methods,” he said, referring to those who promoted his sentence and imprisonment.

Rousseff linked her dismissal as president in 2016, due to irregularities in the public accounts, and the case of Lula to a “parliamentary and mediatic coup” in Brazil.
He added that Brazil will not leave this situation without elections, but always that the results are respected, while denying that there is a climate for a military coup in the country.
Rousseff, who took part in an event organized by the Chair of Ibero-American Studies of the Carlos III University and Casa de América, was interrupted several times by applause from the audience and shouts of “Lula, libre”.

Madrid, Apr 11 (EFE) .- The sale of homes rose in February by 16.2% compared to the same month of 2017, to 41,480 operations, with which this indicator slowed its pace of progress with respect to January (23.1 %) and chained ten consecutive months to the upside.
In the accumulated of the first two months of the year, the sale of homes accumulated an increase of 19.8%, according to data published today by the National Institute of Statistics (INE), which for these statistics is based on operations registered in the property records.
Compared to January, when this indicator soared 23.1% and registered the highest figure since May 2008 (47,289 transactions), the sale of homes fell by 12.3%, according to the same source, which reveals that the sale of houses has grown in 24 of last 25 months (decreased in April 2017 due to the Easter effect).
In the second month of the year, of the total number of housing transactions registered in the property registers, 81.9% corresponded to used homes, with 33,963 operations and an interannual advance of 16.2% -the increase in 47 of the last 48 months-.
The sale of new properties increased 16.4%, to 7,517 operations, 18.1% of the total. Thus, this market segment, the most affected by the crisis, grew for the tenth month in a row.
According to the same source, 90.2% of the transactions corresponded to free housing, with 37,412 units and a year-on-year growth of 17.4%.
For its part, the sale of houses of official protection rose 5.8% with the registration of 4,068 transactions.
By communities, the purchase of houses grew in all the autonomies, headed by Cantabria, where it went up 42.1%; Canary Islands, where it rebounded 31%, and Castilla-La Mancha, where the advance was 27.5%.

Seville, Apr 11 (EFE) .- The Civil Guard and the OCRTIS of Bordeaux (France) have dismantled an international criminal organization dedicated to drug trafficking between Spain and France that had as its center of operations the town of Benalmádena (Málaga) and that It has culminated with the entry into prison of 14 people.
In an operation called “Clibano”, the Civil Guard began the investigation last October when its agents detected the presence of French citizens in the province of Malaga dedicated to transporting large amounts of hashish between Spain and France through the method “Go -Fast. ”
As reported by the Civil Guard in a note, investigators tried to identify a suspicious van that was going to start a drug transport to France when his driver began a long and dangerous flight, with several accidents included, which began in Algeciras (Cádiz) and ended in Seville.
The agents found inside the van 480 kilos of hashish and the investigation confirmed that the final destination of the drug was the French town of Bordeaux, where the organization was based and helped by Spanish citizens living in Malaga, Algeciras and Seville transported the drug from Spain.
The collaboration of the OCRTIS was requested and the joint investigation was carried out that culminated in the interception of a shipment to France of 90 kilos of hashish, which resulted in a detainee.
The members of the organization traveled continuously in vehicles with French registration from the French country to a house located in a luxury resort in Benalmádena and used as a “safe house”.
There they counted on a hidden car with plates of Spanish license plate, that they used for their displacements between the different localities of Malaga, Cádiz and Seville, where the network had its ramifications with the intention of not raising suspicions.
In Spain and France, ten residential searches were carried out in which 17 people were arrested and 1,020 kilos of hashish were seized, 342 kilos of marijuana, 125 grams of cocaine, 135,000 euros in cash, four semi-automatic weapons, two shotguns, a detector of frequencies, 14 vehicles and a van and a tourism stolen with counterfeit plates.
Two other interventions were carried out in two houses that the organization used as “day care centers”, located in the towns of La Linea de la Concepción (Cádiz) and Seville, with the result of three people detained and three more as investigated.
The detainees have been brought to justice and imprisonment has been ordered for 14 of them.
The operation was carried out by the Organized Crime and Anti-Drug Unit (EDOA) of the Judicial Police Organic Unit of the Civil Guard Command of Málaga and by the OCRTIS of Bourdeaux (France) and in which agents belonging to the Rural Action Group (GAR) based in Logroño, the Group

The EFE Museum has already completed two years of life, in which it has received more than 20,000 visitors, most of them schoolchildren and students. The museum is open to the public upon request and develops a program of educational and interactive visits for student groups of students, adults and families, as well as for people with functional diversity.

On March 15, 2016 the Casa de las Noticias opened its doors, the first museum of global journalism in Spain. The permanent exhibition, located at the headquarters of Agencia EFE (founded 79 years ago), tells the story of the most important news agency in the Spanish language.

The House of News offers an immersive experience in journalism and the history of Spain; Throughout their journey, visitors can see photos of their lives, approach the evolution of information technologies and dive into the past and the future of journalism.

Nearly twenty thousand people, mostly schoolchildren, have visited the House of News in these two years, where they have learned about the process of communication in the hands of journalists from the fourth largest information agency in the world.

The museum develops a broad and flexible program of guided visits for groups of students of Primary Education, Compulsory Secondary Education, Baccalaureate, Vocational Training, University and groups of adults and families.

As the activity is mainly aimed at students, the visiting calendar coincides to a great extent with the school year and, therefore, concentrates its visits during the school year.

The guided tours have a minimum duration of two and a half hours and in them, in addition to the museum’s own story, several simultaneous activities are developed to make the visit not only a multimedia and interactive experience, but above all practice. Thus, in addition to knowing the tools and ins and outs of agency journalism, visitors immerse themselves in the museum story through augmented reality and virtual reality and do journalistic practices in a newsroom and on a television set.

During this time, the EFE Museum has also received the visit of many personalities from the world of politics (Mariano Rajoy, Albert Rivera, Pablo Iglesias, Carolina Bescansa, Soraya Sáenz de Santamaría, César Luena, Patxi López, Miguel Ángel Arias Cañete, Rita Maestre, Ramón Jaúregui, Pablo Casado, Toni Cantó, Fernando del Páramo and Marta Rivera); of the sport (Ángel Nieto, Manolo Santana, Jorge Valdano, Keylor Navas, Fernando Torres, Florentino Pérez, Enrique Cerezo, Butragueño, Lobo Carrasco, the world champions Javier Fernández (skating), Joel González (karate), Toni Bou (motocross) , the sisters Alayeto (padel), Lúcas Eguibar (boardercross), the world runners-up of karate Margarita Morata, Paula Rodríguez, Rocío Sánchez and Cristina Vizcaíno); the culture (Albert Boadella, Camilo José Cela Conde, the singer Pasión Vega, etc.
