Sevilla, 28 mar (EFE).- La cofradía de la Sed abre hoy el Miércoles Santo de Sevilla, una jornada que vislumbra ya el ecuador de la semana más importante de la ciudad, y en la que realizan su procesión algunas de las hermandades más populares como la de San Bernardo y la del Baratillo, muy ligadas al mundo del toreo.
El prólogo del Miércoles Santo empezó a mediodía con la salida del crucificado de la Sed, obra de Luis Álvarez Duarte, y la Virgen de Consolación, los dos pasos de una hermandad que sale de la parroquia de la Concepción y que el próximo septiembre cumplirá 50 años de su fundación.
Desde el barrio de San Bernardo sale dos horas después una de las cofradías más conocidas de la Semana Santa. Cuna de toreros, el barrio se vuelca con el cristo de la Salud, una joya tallada por Andrés Cansino en 1669 y que llegó a la parroquia en 1936 cuando se destruyeron las imágenes del Oratorio de la Escuela de Cristo.
La cercanía del Matadero a la hermandad de San Bernardo fue el motivo de que muchos toreros fueran hermanos de esta cofradía como el caso de Costillares, Cúchares, Antonio Sánchez “El Tato”, la saga de los Vázquez o Diego Puerta, entre otros.
El patriarca de esta saga, Pepe Luis Vázquez Garcés, donó trajes de luces y capotes de paseo para exornar mantos y sayas de la Virgen del Refugio, advocación titular de esta hermandad aledaña a la desaparecida plaza Monumental de Sevilla en el antiguo arrabal de San Bernardo.
La hermandad del Baratillo es la otra cofradía de vinculación con el arte taurino. Cuenta con dos pasos: el misterio de la Virgen de la Piedad, obra de José Manuel Rodríguez Fernández-Andes en 1945 y el Cristo de las Misericordias, de Luis Ortega Bru, en 1950, y bajo palio, la virgen de la Caridad en su Soledad, realizada por Fernández-Andes en 1931.
Esta hermandad, fundada en 1693 pero convertida en cofradía de penitencia en 1894, tiene también un vínculo con el toreo por la cercanía de la parroquia con la plaza de toros de la Maestranza, hasta el punto de que los nazarenos pisan por primera vez el albero del coso, también llamado “coso del Baratillo”.
A esta hermandad perteneció Pepe Hillo, quien donó en 1774 la imagen del patriarca Bendito Señor San José, que se encuentra en la capilla de la iglesia. Y actualmente forman parte de la nómina de la cofradía toreros como Manuel Jesús “el Cid”, José Antonio Morante “Morante de la Puebla” o Manuel Díaz “el Cordobés”.
El Miércoles Santo en Sevilla es también jornada de crucificados. Como el Cristo de Burgos, una talla realizada en 1574 por Juan Bautista Vázquez “el Viejo”, que sale casi al anochecer desde la parroquia de San Pedro junto a la Virgen de la Palma, obra atribuida a manuel Gutiérrez-Reyes Cano, en 1884.

Puerto Rico Report: Senate Resolution Supporting Puerto Rico on Hurricane Marias 6-month Anniversary

On March 22, the United States Senate passed a resolution marking the 6-month anniversary of Hurricane Maria’s landfall in Puerto Rico and the Virgin Islands.

The resolution, titled “Marking the 6 month anniversary of the devastation of Puerto Rico and the united States Virgin Islands by Hurricane Maria,” explains facts surrounding the devastation of Hurricane Maria and concludes with support for the U.S. citizens of Puerto Rico – those who have chosen to move to a state as well as those who continue to live in the U.S. territory.

It’s customary for congressional resolutions to begin with a list of statements beginning with “Whereas.” The whereas clauses for this resolution began with a reminder that Hurricane Maria struck the U.S. territories on September 13th, reaching Puerto Rico as a Category 4 hurricane with winds of 155 miles per hour and continued with the observation that “[w]hereas, 6 months since Hurricane Maria made landfall in Puerto Rico more than 120,000 people are still without electricity, and hundreds of thousands of people continue to lose power on a temporary basis[.]”

The resolution continued with additional points showing the severity of the continuing problems in the territories, including the fact that “tens of thousands” of people still are homeless, or are living in homes which would not generally be considered habitable in the United States. The uncertain death toll in Puerto Rico and the startling amount of debris still needing to be removed were also listed, along with the large numbers of people giving up on the possibility of a future in Puerto Rico and moving to the States.

The resolution goes on to point out the debt and healthcare crises, both of which caused severe problems in Puerto Rico before the hurricanes. Both these factors have made recovery more difficult.

In light of all these facts, the resolution concludes,

“Resolved, that the Senate pledges continued support to (A) the millions of citizens of the United States living in Puerto Rico and the U.S. Virgin Islands; and (B) to the citizens of the United States who have relocated from Puerto Rico and the U.S. Virgin Islands to the mainland of the United States in the aftermath of Hurricane Maria.”

The resolution was introduced by Robert Menendez (D-NJ), Marco Rubio (R-FL), Richard Blumenthal (D-CT), Robert Casey (D-PA), Catherine Cortez Masto (D-NY), Richard Durbin (D-IL), Kirsten Gillibrand (D-NY), Kamala Harris (D-CA), Bill Nelson (D-FL), Charles Schumer (D-NY), Elizabeth Warren (D-MA), Bernie Sanders (I-VT), Tammy Baldwin (D-WI), and Ron Wyden (D-OR).

The resolution passed unanimously with no amendments on March 22, the same day it was introduced.

Sevilla, 28 mar (EFE).- La cofradía de la Sed abre hoy el Miércoles Santo de Sevilla, una jornada que vislumbra ya el ecuador de la semana más importante de la ciudad, y en la que realizan su procesión algunas de las hermandades más populares como la de San Bernardo y la del Baratillo, muy ligadas al mundo del toreo.
El prólogo del Miércoles Santo empezó a mediodía con la salida del crucificado de la Sed, obra de Luis Álvarez Duarte, y la Virgen de Consolación, los dos pasos de una hermandad que sale de la parroquia de la Concepción y que el próximo septiembre cumplirá 50 años de su fundación.
Desde el barrio de San Bernardo sale dos horas después una de las cofradías más conocidas de la Semana Santa. Cuna de toreros, el barrio se vuelca con el cristo de la Salud, una joya tallada por Andrés Cansino en 1669 y que llegó a la parroquia en 1936 cuando se destruyeron las imágenes del Oratorio de la Escuela de Cristo.
La cercanía del Matadero a la hermandad de San Bernardo fue el motivo de que muchos toreros fueran hermanos de esta cofradía como el caso de Costillares, Cúchares, Antonio Sánchez “El Tato”, la saga de los Vázquez o Diego Puerta, entre otros.
El patriarca de esta saga, Pepe Luis Vázquez Garcés, donó trajes de luces y capotes de paseo para exornar mantos y sayas de la Virgen del Refugio, advocación titular de esta hermandad aledaña a la desaparecida plaza Monumental de Sevilla en el antiguo arrabal de San Bernardo.
La hermandad del Baratillo es la otra cofradía de vinculación con el arte taurino. Cuenta con dos pasos: el misterio de la Virgen de la Piedad, obra de José Manuel Rodríguez Fernández-Andes en 1945 y el Cristo de las Misericordias, de Luis Ortega Bru, en 1950, y bajo palio, la virgen de la Caridad en su Soledad, realizada por Fernández-Andes en 1931.
Esta hermandad, fundada en 1693 pero convertida en cofradía de penitencia en 1894, tiene también un vínculo con el toreo por la cercanía de la parroquia con la plaza de toros de la Maestranza, hasta el punto de que los nazarenos pisan por primera vez el albero del coso, también llamado “coso del Baratillo”.
A esta hermandad perteneció Pepe Hillo, quien donó en 1774 la imagen del patriarca Bendito Señor San José, que se encuentra en la capilla de la iglesia. Y actualmente forman parte de la nómina de la cofradía toreros como Manuel Jesús “el Cid”, José Antonio Morante “Morante de la Puebla” o Manuel Díaz “el Cordobés”.
El Miércoles Santo en Sevilla es también jornada de crucificados. Como el Cristo de Burgos, una talla realizada en 1574 por Juan Bautista Vázquez “el Viejo”, que sale casi al anochecer desde la parroquia de San Pedro junto a la Virgen de la Palma, obra atribuida a manuel Gutiérrez-Reyes Cano, en 1884.

On March 22, the United States Senate passed a resolution marking the 6-month anniversary of Hurricane Maria’s landfall in Puerto Rico and the Virgin Islands.

The resolution, titled “Marking the 6 month anniversary of the devastation of Puerto Rico and the united States Virgin Islands by Hurricane Maria,” explains facts surrounding the devastation of Hurricane Maria and concludes with support for the U.S. citizens of Puerto Rico – those who have chosen to move to a state as well as those who continue to live in the U.S. territory.

It’s customary for congressional resolutions to begin with a list of statements beginning with “Whereas.” The whereas clauses for this resolution began with a reminder that Hurricane Maria struck the U.S. territories on September 13th, reaching Puerto Rico as a Category 4 hurricane with winds of 155 miles per hour and continued with the observation that “[w]hereas, 6 months since Hurricane Maria made landfall in Puerto Rico more than 120,000 people are still without electricity, and hundreds of thousands of people continue to lose power on a temporary basis[.]”

The resolution continued with additional points showing the severity of the continuing problems in the territories, including the fact that “tens of thousands” of people still are homeless, or are living in homes which would not generally be considered habitable in the United States. The uncertain death toll in Puerto Rico and the startling amount of debris still needing to be removed were also listed, along with the large numbers of people giving up on the possibility of a future in Puerto Rico and moving to the States.

The resolution goes on to point out the debt and healthcare crises, both of which caused severe problems in Puerto Rico before the hurricanes. Both these factors have made recovery more difficult.

In light of all these facts, the resolution concludes,

“Resolved, that the Senate pledges continued support to (A) the millions of citizens of the United States living in Puerto Rico and the U.S. Virgin Islands; and (B) to the citizens of the United States who have relocated from Puerto Rico and the U.S. Virgin Islands to the mainland of the United States in the aftermath of Hurricane Maria.”

The resolution was introduced by Robert Menendez (D-NJ), Marco Rubio (R-FL), Richard Blumenthal (D-CT), Robert Casey (D-PA), Catherine Cortez Masto (D-NY), Richard Durbin (D-IL), Kirsten Gillibrand (D-NY), Kamala Harris (D-CA), Bill Nelson (D-FL), Charles Schumer (D-NY), Elizabeth Warren (D-MA), Bernie Sanders (I-VT), Tammy Baldwin (D-WI), and Ron Wyden (D-OR).

The resolution passed unanimously with no amendments on March 22, the same day it was introduced.

Investigating Puerto Rico Electric Power Authority

Six months after Hurricane Maria devastated Puerto Rico, tens of thousands of residents are still without power. They can’t store perishable food, cook, cool or heat their homes, or use modern comforts most of us can take for granted.

Many businesses including hospitals, continue to rely on generators because electricity is too unreliable, even when PREPA has restored power.

Recently, both the governor and members of Congress have taken the Treasury to task for delays in providing funds for disaster relief to Puerto Rico. Now, another problem is taking center stage.

Senator Elizabeth Warren, who has been supporting Puerto Rico throughout the recovery attempts, joined Senators Bernie Sanders, Richard Blumenthal, Edward Markey, and Catherine Cortez Masto in a letter to FEMA and the Army Corps of Engineers, asking for a “update on federal efforts to restore the electric grid in Puerto Rico.”

The letter acknowledges the work being done by the two organizations, listing the 1,300,000 PREPA customers already receiving service, the focus on rebuilding the Island’s power distribution networks, and the temporary generators being built. The authors go on to point out that rural areas are still without power, with serious consequences to health and well-being, and that urban areas have also complained about the slow response and the areas still without power. Half the intersections in Puerto Rico, for example, still do not have traffic lights. Only 71% of PREPA’s power transmission stations are operational. And the people working on the problem are beginning to leave Puerto Rico.

The letter requests answers to specific questions about the restoration efforts and what might be well called the failure to complete the restoration process.

  • How do FEMA, the Corps of Engineers, and other federal agencies plan to meet their commitment to have power restored to 95% of the population by March 31st?
  • How do they plan to restore power to the people living in rural and mountainous areas?

For both of these questions, the letter asks for specific details about the workers and materials needed. The list of questions continues:

  • What are the specific details of all contractors hired to help with the restoration of electric power?
  • Given that federal sources say that a lack of materials is the main cause of slow progress, what are the specific issues already encountered, and what solutions are proposed?
  • Does FEMA intend to extend the involvement of the Army Corps of Engineers past the March 31 deadline?
  • How is the working relationship among FEMA, the Corps of Engineers, PREPA, and the government of Puerto Rico?
  • What challenges have been caused by PREPA’s ongoing financial problems?
  • How reliable are the parts of the electrical system which have already been restored?
  • Will the electrical grid be ready to withstand the 2018 hurricane season?

The letter gives FEMA and the Corps of Engineers until March 28 to prepare an answer and until March 30 to arrange a staff briefing on their response.

A letter from the House Committee on Natural Resources to PREPA takes a different approach. Rob Bishop, Chair of the Committee, and colleagues Doug LaMAlfa and Bruce Westerman, wrote directly to PREPA’s Interim Executive Director, Justo Gonzalez, asking about “corruption and gross mismanagement” within PREPA.

Some of the examples given in the letter:

  • Warehouse 5, where armed federal agents found materials for restoration which were not distributed to the crews doing the work.
  • Claims that as much as 50% of worker time was lost because materials were unavailable.
  • Reports that PREPA official accepted thousands of dollars in bribes to restore power to “exotic dance clubs” before other locations which had been scheduled as higher priority.
  • Claims that PREPA officials restored power to their own homes ahead of the airport and Rio Piedras Medical Center.

The authors asked for information on all investigations being made into accusations of corruption, favoritism, or abuse of power by PREPA officials. They also asked for all documents relating to the Warehouse 5 situation, including the Puerto Rico Department of Justice investigation.

PREPA is also required to clarify and submit documents detailing their procedures for distributing materials and for responding to accusations of mismanagement or corruption.

As Puerto Rico continues to recover from the September hurricanes, the new CEO of the Puerto Rico Destination Marketing Organization (DMO) already has plans for marketing strategies and initiatives.

Brad Dean, who will take up the reins in late April after he transitions from his duties as president and CEO of the Myrtle Beach Area Chamber of Commerce, faces a host of challenges as CEO of the DMO, which was created a year ago through a merger of the Puerto Rico Tourism Co. and Meet Puerto Rico.

“Up until the creation of the DMO, the tourism leadership in Puerto Rico had been conducted in silos by two separate organizations,” he said. “We need to transition beyond that, and my long-term vision is to implement an iconic global plan.”

The first order of business is to build “an all-star team,” according to Dean. The focus is on hiring a CFO, chief marketing officer and chief sales officer. “Puerto Rico is remarkable, and it needs a remarkable marketing strategy,” he said.

Leading Puerto Rico in the tourism arena means leading the recovery story. “We have to jump on this quickly,” he said. “We want the one-year anniversary of the hurricanes to be a story of rebuilding and recovery rather than one of disaster.” Key to the marketing efforts is to address consumers’ perceptions of Puerto Rico in the aftermath of the hurricanes, according to Dean. “We need to understand the needs and desires of our customers and be able to cater to travelers who already know the destination and to encourage new travelers to visit.”

He said: “We will do everything we can to accelerate the destination’s recovery. We’ll focus on what we can control and focus on getting better.”

Dean comes to his post with strong ties to Puerto Rico, both personal and professional.

“My first job after graduating from the University of Illinois was with General Electric,” he said. “I was sent to Puerto Rico for six months, traveling all over the island to various manufacturing plants. I loved it, loved meeting all sorts of people.”

One of those people was his wife, whom he met in San Juan. They married in Carolina near San Juan and honeymooned on the island.

When GE wanted to transfer Dean to New York, he turned down the transfer and stayed on in Puerto Rico for two more years. “This was a real epiphany for me,” he said. “I realized that a job was really about people.”

Leaving for Puerto Rico after 20 years in Myrtle Beach, 15 of which were as head of the Chamber of Commerce, means “leaving a great gig. The easy road would have been to stay where I was, in a job I loved and in a community my family and I loved, but I believe that every step of my career has prepared me for this next chapter,” Dean said.

Manhattan Engineers Launch Water and Solar Project in Puerto Rico | Manhattan College

When Hurricane Maria tore through Puerto Rico in September, the worst natural disaster in the island’s history left hundreds of thousands of its residents without power and clean water, basic necessities many Americans take for granted.

From March 9 – 12, a team of Manhattan College chemical engineering students, led by professor Gennaro Maffia, Ph.D., began a Water and Solar Power Project (WASP) in Puerto Rico to benefit Colegio De La Salle, a Lasallian grade school in the city of Añasco that continues to suffer from ongoing issues of intermittent water and power service.

The group traveling to Puerto Rico included Giuseppe Costanza ’19 and Samantha Rosado ’19, along with Andrew Nodolski, a chemical engineering professor at Widener University, and Sebastian Torres, a chemical engineering student at University of Puerto Rico, Mayagüez Campus. Also playing an instrumental role in the experience was Christie Gonzalez-Toro, Ph.D., assistant professor of kinesiology at the College, who coordinated various logistics of the visit and who helped arrange for the team to stay at the nearby Hotel Colonial, which her parents own and and operate in Añasco.

Together, they devised a plan for clean water that included the installation of an elevated tank with an attached filter using Sawyer Products. Maffia and his students also took measurements for installing solar power, and scheduled a follow-up meeting in Añasco at the end of May.

Until then, the Manhattan engineers will begin ordering the necessary supplies, and sourcing the costs of WASP with #DoItForPuertoRico, a student organization aimed at fundraising for the island, and other sources away from Riverdale.

Puerto Rico bondholders see big wins

Puerto Rico and its creditors finally caught a break, at least for one day.

Bonds of the bankrupt U.S. territory soared more than 20 percent Monday after the government surprised investors by projecting that a flood of disaster-relief funds will do what officials for years couldn’t. And that’s revive the moribund economy enough to replace chronic deficits with increasing surpluses, before any debt payments are made.

There’s still a big question mark over whether Puerto Rico actually can deliver, given its history of fiscal folly and an exodus of residents.

But the bond rally signals optimism that investors may not lose quite as much as initially feared from what has been the largest municipal bankruptcy in U.S. history, even as residents brace for a new era of fiscal austerity.

The government’s latest financial turnaround plan marks the second time in as many months that it’s offered a more sanguine outlook for its recovery.

It projects that Puerto Rico will have a surplus, excluding bond payments, of $6 billion over the next six years after implementing plans to steady its finances. That’s up from $3.4 billion projected last month.

In January, while still gauging the toll of the storm, it estimated that it would have essentially no money for debts because of the devastation.

“The move is bigger than expected, but it is in reaction to the fiscal plan which has come out more positively than previous ones,” said Daniel Solender, head of municipal investments at Lord Abbett and Co., which holds Puerto Rico securities among its $20 billion of state and local debt.

Christopher Steele claimed a Russian oligarch had RT founder killed in Washington, DC

The attack on UK spy Sergei Skripal and his daughter using nerve gas earlier this month has been tied to Russia (though Russia denies it). Last July Buzzfeed published a story suggesting the 2015 death of Russia Today founder Mikhail Lesin here in the US also looked like a Russian hit. Today, Buzzfeed has a follow up on a report supporting that theory which is in the hands of the FBI. That report claims Russian state security agents hired by a Russian oligarch killed Lesin. The author of that report is former British spy Christopher Steele, though other sources tell Buzzfeed they independently gave the same information to the FBI:

Lesin’s corpse was found in a Washington, DC, hotel room on the morning of Nov. 5, 2015. The coroner determined that he had died from blunt force injuries to the head and had also sustained blunt force injuries to his neck, torso, upper extremities, and lower extremities. After an 11-month investigation, a federal prosecutor announced in late 2016 that Lesin died alone in his room due to a series of drunken falls “after days of excessive consumption of alcohol.” His death was ruled an “accident,” with the coroner adding acute alcohol intoxication as a contributing cause of death, and prosecutors closed the case.

But Steele’s report — the existence of which has never before been made public — adds to a mounting body of evidence that casts doubt on the official finding on Lesin’s death. “What I can tell you is that there isn’t a single person inside the bureau who believes this guy got drunk, fell down, and died,” an FBI agent told BuzzFeed News last year. “Everyone thinks he was whacked and that Putin or the Kremlin were behind it.”

Leslin’s hotel room in Washington, DC, the one where he was found dead, had been paid for by the Department of Justice. He was set to meet with the DOJ the following day to discuss the “inner workings” of his RT network. Instead, he was found dead. Steele’s report says that was an accident. The plan was simply to beat him up.

All four of the people who read Steele’s report said it pins Lesin’s murder on a professional relationship gone lethally awry. According to the report, they said, Lesin fell out with a powerful oligarch close to Putin. Wanting to intimidate Lesin, the oligarch then contracted with Russian state security agents to beat up Lesin, the report states, according to three of the sources. The goal was not to kill Lesin, all four sources said Steele wrote, but Lesin died from the attack.

The sources could not recall what, if anything, the report said about whether Putin knew of or sanctioned the attack.

Three other individuals, including a business associate of Lesin and two intelligence officials, told BuzzFeed News that they had independently given the FBI similar information: that Lesin had been bludgeoned to death by thugs operating on orders from the same oligarch Steele named.

This case seems to echo the 14 other cases Buzzfeed reported on last year. In those cases, all of which took place in the UK, police closed down the investigations, ignoring evidence which indicated the deaths could be the work of Russian assassins. In the wake of the poisoning of Sergei Skripal and his daughter, those cases are now, belatedly, getting a fresh look.

British Home Secretary Amber Rudd said police and the security services would investigate allegations of Russian state involvement in a number of deaths over recent years in Britain, a letter published on Tuesday showed.

It sounds as if the death of Mikhail Lesin also needs a second look. If Russian oligarchs tied to Putin are having people beaten and killed on U.S. soil that seems like something we need to be at least as concerned about as whether or not Russian trolls were buying Facebook ads.

Poisoned Russian spy was close to Steele consultant: report

The Russian spy poisoned along with his daughter was close to a consultant for British ex-official Christopher Steele’s company, according to a report.

Sergei Skripal, a 66-year-old former colonel for Russia intelligence, was found on Sunday collapsed along with his 33-year-old daughter Yulia on a bench in Salisbury.

Police said that the pair, and a police officer who responded to the scene, were suffering the effects of a deadly nerve agent, and that they had been the targets of a poisoning.

Similarities to the death of Alexander Litvinenko, who died in a 2006 poisoning with polonium that an inquiry said was “probably” ordered by Vladimir Putin, have sparked questions about an assassination attempt.

Russian spy was poisoned with nerve agent, officials say

British officials have issued warnings to Russia, though police have not pinpointed any motive in the case.

Skripal was convicted in Moscow in 2006 of passing secrets to British intelligence about Russian spies in Europe, and moved to the UK after being released in a 2010 “spy swap.”

But a report in The Daily Telegraph said that he appeared to have maintained at least one tie to the intelligence world, and had become close to a consultant who had worked for Orbis Business Intelligence.

Orbis Business Intelligence, headed by former MI6 official Christopher Steele, has become a focus of the U.S. investigation into alleged Russian election meddling in the 2016 election, and produced a “dossier” on President Trump that alleged he was compromised by the Kremlin.

Critically ill ex-Russian spy’s family died in different ways

Steele formerly worked as a spy in Russia, and is believed to have brought together his documents, slammed as phony by Trump and Republicans, from sources inside the country.

Though not included in the “dossier” published by Buzzfeed last year, another Steele memo reported by the New Yorker on Monday cited a source in the Russian Foreign Ministry, where Skripal reportedly used to work, as saying that Russia had interfered in the possibility of Mitt Romney becoming Trump’s Secretary of State.

The Telegraph did not identify the consultant, but said that the person was based in Salisbury and had listed work for Orbis on a LinkedIn page.

Steele was contracted by research firm Fusion GPS for Trump info but contacted the FBI himself after learning of allegations of the Trump-Russia collusion.

It was not immediately clear if Skripal was still in contact with British authorities officially or through Steele.

Litvinenko had been a paid consultant for MI6 before his death.

Few details are known about the poison used in the Skripal case, though British Home Secretary Amber Rudd said Thursday morning that it was “very rare.”

She also told Sky News that one of the officers who first responded to the scene and was later hospitalized is “awake and engaging and was talking to people.”

Puerto Rico – reignite economic growth and residents will stay

A fight for Puerto Rico’s future is taking place. The island faces difficult fiscal and reform decisions following the devastation of Hurricane Maria last year, and the effects of multigenerational economic decline and a staggering debt. With an injection of federal funding, Puerto Rico now has a rare opportunity to change the trajectory of the island’s economy and future for the better.

While I live on the mainland now, I grew up on the island and earned my degree in engineering from the University of Puerto Rico. Over many years, it’s been painful to see how the vibrant spirit of Puerto Rico has been compromised by fiscal challenges and natural disasters. It’s clear that we must embrace a wide-ranging reform agenda for Puerto Rico to grow and prosper. We need to unleash the potential of Puerto Rican businesses and entrepreneurs to drive economic growth by encouraging investment, inspiring confidence, boosting productivity and improving competitiveness.

To achieve this goal, I believe we need to focus on three key structural reforms: creating a more business-friendly environment, increasing labor participation and broadening the tax base.

Doing business in Puerto Rico is highly regulated and takes much more time than in neighboring states and countries with more favorable business environments. Strict licensing, permitting and registration requirements reduce competition and increase costs and prices for consumers. Making it easier for businesses to start and operate on the island will be key to attracting investment, encouraging innovation and creating jobs for Puerto Ricans.

Puerto Rico’s labor market remains far more rigid and regulated than any U.S. state, and contributes to lower rates of labor-force participation. Implementing private-sector labor policies — similar to those in place on the U.S. mainland — to create a more flexible and competitive labor framework would reduce the cost of hiring and result in more jobs in the long-run. These reforms would encourage Puerto Rico’s well-educated, bilingual workers to migrate from the informal economy to the formal labor market, where workers’ rights are strengthened.

Tax policy in Puerto Rico has historically focused on providing credits, incentives and exemptions in order to attract businesses. It’s an approach that unfairly picks winners and losers, and stifles competition. It fails at offering an equitable playing field for businesses willing to invest. Moving forward, tax policy should focus on broadening the tax base by implementing competitive tax rates, improving tax compliance and simplifying its administration.

Puerto Rico’s problems were years in the making and will not be fixed overnight, but now is the time to learn from our mistakes and approach Puerto Rico’s reality as a transformational opportunity. Reigniting economic growth will help mitigate the massive exodus of much-needed human capital, resources and knowledge to the mainland, and assure Puerto Rican residents and businesses alike that there is a path forward in securing the future prosperity of the island.

Scientist Brilliantly Tears Conspiracy Theory About Russian Spy To Shreds

A chemist has brilliantly ripped to shreds a conspiracy theory about the poisoning of Sergei Skripal.

The poisoning of the former Russian spy in Salisbury in the UK has recently stirred up a lot of conspiracy theories online. The official position, accepted by the governments of the UK, US, Germany, and France, points the finger at Russia for the attack, after an investigation by UK intelligence agencies.

However, this message doesn’t seem to be reaching all sectors of the British public, with rumors and conspiracy theories abundant online.

Prominent annoyance Godfrey Bloom (who isn’t a real general) also got in on the action.

Despite Russia having the means and the motive to carry out the attack, it seems people are desperately looking for a less terrifying explanation. Unfortunately, there really isn’t one. The alternative explanations all fall at the first hurdle.

A chemist got annoyed with one conspiracy theory that claims that the case is a “WMD scam” used for some unknown purposes to instigate tensions with Russia, a state with vastly superior military capabilities to the UK.

In the piece, titled “The Novichok Story Is Indeed Another Iraqi WMD Scam”, former British Ambassador Craig Murray argues that Novichok – the nerve agent that killed Skripal – doesn’t exist.

“The British Government is claiming to be able instantly to identify a substance which its only biological weapons research centre has never seen before and was unsure of its existence,” Craig writes.

“Worse, it claims to be able not only to identify it, but to pinpoint its origin. Given Dr Black’s publication, it is plain that claim cannot be true.”

The piece doesn’t attempt to propose an alternative explanation, but the title suggests that the author thinks that evidence is being fabricated or exaggerated (as was the case before the Iraq War when claims of WMDs were “sexed up“, which he eludes to in his title).

Enter scientist Clyde Davies. He saw the piece, and, being a chemist, noticed some major chemistry-related flaws and responded accordingly.

Craig then replied by questioning his knowledge.

But at this point, Clyde, in his own words, could “only read so much conspiracy theory shit before snapping” and proceeded to break down the science, in a brilliant viral Twitter thread.

At this point, he talked about the motives of Russia in using a chemical that could so easily be traced back to them, before swiftly returning to the chemistry claims made by Craig.

Poisoned Russian spy Sergei Skripal was close to consultant who was linked to the Trump dossier

A security consultant who has worked for the company that compiled the controversial dossier on Donald Trump was close to the Russian double agent poisoned last weekend, it has been claimed.

The consultant, who The Telegraph is declining to identify, lived close to Col Skripal and is understood to have known him for some time.

Col Skripal, who is in intensive care and fighting for his life after an assassination attempt on Sunday, was recruited by MI6 when he worked for the British embassy in Estonia, according to the FSB, the Russian intelligence agency.

Putin suggests ‘Jews with Russian citizenship’ behind US election interference

WASHINGTON — Russian President Vladimir Putin said in an interview with the NBC network over the weekend that Russians who sought to influence the results of the 2016 presidential elections could have been “Jews, but with Russian citizenship.”

In the interview, a full transcript of which was released by the Kremlin on Saturday, the Russia president said “I do not care at all, because they do not represent the government.

“Maybe they are not even Russians, but Ukrainians, Tatars or Jews, but with Russian citizenship, which should also be checked; maybe they have dual citizenship or a green card; maybe the US paid them for this. How can you know that? I do not know either,” he said.

Putin insisted such efforts could not be tied to the Kremlin.

“Why have you decided the Russian authorities, myself included, gave anybody permission to do this?” Putin asked in the often-combative interview.

Special Counsel Robert Mueller is conducting a wide-ranging investigation to determine whether President Donald Trump’s campaign colluded with Moscow to help elect him.

Last month Mueller indicted 13 Russian nationals and three Russian companies for allegedly backing Trump’s campaign, maligning his Democratic rival Hillary Clinton and engaging in other election interference.

“So what if they’re Russians?” Putin said of the allegations.

“There are 146 million Russians. So what?… I don’t care. I couldn’t care less… They do not represent the interests of the Russian state.”

Mueller issued a 37-page indictment against the Russians but Putin indicated he has seen no evidence thus far that the alleged meddling broke any US law.

“Are we the ones who imposed sanctions on the United States? The US imposed sanctions on us,” he said.

“We in Russia cannot prosecute anyone as long as they have not violated Russian law… At least send us a piece of paper… Give us a document. Give us an official request. And we’ll take a look at it.”

America’s leading intelligence agencies concluded last year that Putin himself had directed a broad intelligence effort to influence the US election to undermine Clinton’s campaign and boost Trump’s chances, but Trump has repeatedly denied colluding with Moscow.

The Russian leader also rejected those assessments.

“Could anyone really believe that Russia, thousands of miles away… influenced the outcome of the election? Doesn’t that sound ridiculous even to you?” Putin asked.

Deputy Attorney General Rod Rosenstein, when he announced the Russian indictment, said it made no judgment on whether the alleged Russian propaganda campaign altered the outcome of the election which Trump won.

“It’s not our goal to interfere. We do not see what goal we would accomplish by interfering. There’s no goal,” Putin said.

Trump himself has repeatedly shied away from condemning Russia over the alleged meddling.

US intelligence chiefs last month said Russian attempts to meddle in US politics are continuing unabated — and pose a threat to mid-term congressional elections in November.
