Gobernador convierte en ley nueva alternativa de rehabilitación para adictos
 

El gobernador Ricardo Rosselló Nevares convirtió en ley el Proyecto de la Cámara 1219 que crea una nueva alternativa de rehabilitación a imputados de ciertos delitos que son adictos al uso de sustancias controladas.

La medida de la autoría del representante José E. Quiquito Meléndez crea un procedimiento de desvío terapéutico que estará disponible para personas imputadas de cometer algún delito de posesión de sustancias controladas, apropiación ilegal u otro delito grave, que no implique violencia, y que sea consecuencia directa del deseo del imputado de satisfacer una adicción.

El gobernador Ricardo Rosselló Nevares convirtió en ley el Proyecto de la Cámara 1219 que crea una nueva alternativa de rehabilitación a imputados de ciertos delitos que son adictos al uso de sustancias controladas.

Con la nueva Regla 247.2 de Procedimiento Criminal, aquel imputado adicto que cualifique se someterá a una evaluación y al tratamiento necesario para combatir su adicción. Una vez lo complete satisfactoriamente, el Tribunal archivará el caso en su contra para tratar su adicción desde el punto de vista salubrista.

De incumplir con el programa, se le revocará el beneficio y cumplirá la sentencia correspondiente. La parte perjudicada o víctimas del delito, de existir alguna, siempre serán escuchadas previo a que un juez conceda el desvío.

El problema de criminalidad que vivimos en Puerto Rico tiene muchos componentes que deben atenderse desde distintos ángulos. Debemos brindar un programa de rehabilitación a aquellas personas que cometen delitos por razón de una dependencia a las drogas, expresó el gobernador.

Asimismo, el primer ejecutivo añadió que esta medida provee alternativas de rehabilitación a aquellos que sufren de una adicción, para que se conviertan en personas productivas de nuestra sociedad.

Este proceso de desvío es una alternativa adicional en el proceso de rehabilitación.

Al estar dirigido expresamente a ciertos delitos, el desvío no aplicará a ningún caso de distribución de sustancias controladas, a los delitos violentos, los de naturaleza sexual, los delitos cometidos contra un menor de edad ni a delitos que conlleven penas de reclusión por un término mayor a 8 años.

La ley reconoce la adicción a sustancias controladas como un asunto de salubridad y brinda herramientas para que los adictos puedan rehabilitarse.

Con esta medida se busca eliminar futuras conductas delictivas de estas personas que no son rehabilitadas actualmente en el sistema carcelario.

Por su parte, el representante Meléndez agredeció que el gobernador convirtiera en ley este importante cambio en el procesamiento de las personas que sufren de adicción a sustancias controladas al afirmar que este cambio en la política pública permite enfocar esfuerzos en la rehabilitación en la dirección de cumplir con el mandato constitucional de rehabilitar. Desde la Cámara continuaremos trabajando para sensibilizar el procesamiento de las personas que sufren cualquier tipo de adicción.

Texas: Policía de Austin investiga vinculación de explosiones
 

Una explosión, al parecer detonada por un cable, hirió a dos personas en la capital de Texas, llevando a la policía a conjeturar que estuvo vinculada al estallido de otras tres bombas en la misma ciudad este mes.

El estallido más reciente ocurrió a eso de las 8:30 de la noche del domingo en un vecindario del sudoeste de Austin llamado Travis Country, bastante lejos de donde ocurrieron las tres explosiones anteriores.

Las anteriores ocurrieron en vecindarios residenciales al este de la carretera Interestatal 35, que divide la ciudad. Si bien las autoridades no han confirmado la causa de la más reciente explosión, el jefe policial, Brian Manley, dijo que se trató de un artefacto explosivo y pidió a la ciudadanía mantenerse alejada de cualquier paquete que llegue a su casa y que no sea algo esperado.

Lo que tenemos por ahora es una situación en que obviamente ha ocurrido una explosión, dijo Manley en una improvisada conferencia con reporteros cerca del lugar del estallido.

Horas más tarde, ante versiones de que la explosión se detonó al activarse un cable, Manley dijo en otra reunión con reporteros, en la madrugada del lunes, que posiblemente alguien tocó, pateó o entró en contacto con un cable que detonó el artefacto.

Llamó a los habitantes de viviendas cercanas a quedarse en sus casas y dijo que las autoridades mantendrán cercada la zona aledaña hasta nuevo aviso debido a la oscuridad de la noche y el tamaño de la zona que estamos revisando”.

“Queremos dar el mensaje de que, no sólo no vayan a tocar ningún paquete o algo que se parezca a un paquete, sino que ni siquiera se le acerquen”, expresó Manley, porque todavía no hemos tenido la oportunidad de examinar exhaustivamente el lugar para determinar exactamente qué sucedió.

Manley dijo que las autoridades también sacaron una mochila sospechosa del lugar, que había sido reportada aparte.

La policía acordonó calles residenciales, colocando barreras y cerrando el tránsito. Antes del amanecer el lunes, los agentes transmitieron otro alerta vía teléfono celular diciendo a los vecinos que deben mantenerse en sus casas, y que si debían salir, debían llamar a la policía al número de emergencias 911. El distrito escolar anunció que sus autobuses no entrarán en el vecindario Travis Country debido a la actividad policial y que las ausencias o demoras debido a esta situación serán aceptadas”.

Vacas mueren electrocutadas por tendido eléctrico en Arecibo

Cuatro vacas murieron electrocutadas el domingo, a eso de las 9 de la mañana en el barrio Sabana Hoyos carretera PR- 628, sector Combate en Arecibo, informó la Policía.

Según el reporte, en el lugar había tendido eléctrico en el pavimento cercano a la finca.

Las autoridades realizaron gestiones con personal de la Autoridad de Energía Eléctrica para remover del lugar los cables.

Las reses fueron valoradas en cuatro mil dólares.

Health Care: Puerto Rico and the U.S. Virgin Islands Six Months After the Storms (Video)

In this video, residents of Puerto Rico and the U.S. Virgin Islands describe progress but also a long, slow road to recovery of the U.S. territories’ health care systems, economies and infrastructure six months after hurricanes Irma and Maria. Residents and officials spoke of  enduring mental health troubles, continued power outages and reduced tourism and other business activity and employment, as well as shortages of physicians and nurses. At the same time, officials say new Medicaid money recently approved by Congress will be helpful to recovery efforts.

Governor makes law a new rehabilitation alternative for addicts

Governor Ricardo Rosselló Nevares made law the House Bill 1219 that creates a new rehabilitation alternative for those accused of certain crimes who are addicted to the use of controlled substances.

The measure -the authorship of the representative José E. “Quiquito” Meléndez- creates a procedure of therapeutic diversion that will be available to people accused of committing some crime of possession of controlled substances, illegal appropriation or another serious crime, which does not involve violence, and that it is a direct consequence of the desire of the accused to satisfy an addiction.

Governor Ricardo Rosselló Nevares made law the House Bill 1219 that creates a new rehabilitation alternative for those accused of certain crimes who are addicted to the use of controlled substances.

With the new Rule 247.2 Criminal Procedure, the accused addict who qualifies will undergo an evaluation and the necessary treatment to combat their addiction. Once it is completed satisfactorily, the Court will file the case against you to treat your addiction from the health-care point of view.

If you fail to comply with the program, your benefit will be revoked and the corresponding sentence will be fulfilled. The aggrieved party or victims of the crime, if any, will always be heard before a judge grants the deviation.

“The crime problem that we live in Puerto Rico has many components that must be addressed from different angles. We must provide a rehabilitation program to those people who commit crimes because of a dependence on drugs, “said the governor.

Also, the chief executive added that “this measure provides alternative rehabilitation to those who suffer from an addiction, to become productive people in our society.”

This process of diversion is an additional alternative in the rehabilitation process.

Being directed specifically to certain crimes, the deviation will not apply to any case of distribution of controlled substances, to violent crimes, those of a sexual nature, crimes committed against a minor or to crimes that entail sentences of imprisonment for a term greater than 8 years

The law recognizes addiction to controlled substances as a matter of sanitation and provides tools for addicts to rehabilitate themselves.

This measure seeks to eliminate future criminal behavior of these people who are not currently rehabilitated in the prison system.

For his part, Rep. Meléndez thanked the governor for making this important change in the processing of people suffering from addiction to controlled substances into law by stating that “this change in public policy allows us to focus efforts on rehabilitation in the direction of comply with the constitutional mandate to rehabilitate. From the Chamber we will continue working to sensitize the processing of people suffering from any type of addiction. ”

In a heavily Puerto Rican city, schools scramble to help students displaced by hurricane

Several federal and state efforts could provide additional funding for Hartford’s education system. This year’s federal budget deal awarded $2.7 billion dollars to schools affected by Hurricanes Harvey, Irma and Maria, and last year’s wildfires. But schools still need guidance on how to apply for those funds, so that money hasn’t reached Connecticut schools yet.

And last month, Connecticut Gov. Dannel Malloy asked state lawmakers to use $3.8 million of its education dollars to help districts hosting the displaced students. He wrote, quote, “This is the right thing to do. Frankly, I wish that we could afford to do more.”

In the meantime, a volunteer community effort has worked to provide the newly-arrived families and students with food, clothing and shelter.

Across the hall from her office, Levitz keeps extra supplies like school uniforms, sanitary products and shoes.

For decades, computer scientists interested in human-computer interaction have viewed the brain as a machine.

The truth is finally out about Cambridge Analytic. In a series of eye-popping articles for the Guardian, Carole Cadwalladr and her colleagues have detailed the full story of how research linking Facebook demographic data to personality traits apparently ended up in the hands of Steve Bannon, Robert Mercer, and the Donald Trump campaign.

I’ve been staggered by the sheer detail of these articles, but totally unsurprised by their content: I’ve been arguing for years that the integration of digital media devices and psychological techniques is one of the most underappreciated developments in the history of computing. For more than 50 years, this has been the domain of computer scientists who have approached the brain as a “human processor,” just another a machine to be tinkered with. The work has taken place almost entirely in the domain of computer science, with little input from clinical psychologists, ethicists, or other academic fields interested in the messy details of human social life. Understanding that shortsighted perspective, and how it gave rise to companies like Cambridge Analytica, can help us curtail the weaponziation of social media today.

Psychological models shaped the development of computers from the very beginning. Kurt Lewin, one of the founders of social psychology, was a participant in the 1946 Macy Conference, a now-legendary gathering of computer scientists and scholars interested in human behavior that helped birth both cybernetics and systems theory. This combination of psychology, systems analysis, and computer science became a hallmark of other Cold-War era research institutes like the RAND Corp. and the Stanford Research Institute. Much of this research was tied to the defense establishment and their large institutional mainframes. The idea of an individual user interacting at their own discretion with newly personal computers attracted only a few visionary designers like Douglas Engelbart, the inventor of the computer mouse.

Psychology’s insights into the complexities of the human mind both troubled and fascinated computer scientists in the 1950s and 1960s. In 1966 AI pioneer Joseph Weizenbaum modeled ELIZA, one of the first chat bots, after famed talk therapist Carl Rogers. Weizenbaum set out to demonstrate how superficial communications between humans and machines were at the time, and was surprised when scores of people ascribed the program with intelligence. Also in the 1960s, computer scientist Hilary Putnam developed the idea of the “computational theory of mind,” which understood the brain as a computing machine and helped shape the field of cognitive psychology around thinking of brains as “information processors.”

It was this development—metaphorically understanding brains as computers—that really began to knit psychology and computer science together in the field of human-computer interaction. A critical moment came with the 1983 publication of The Psychology of Human Computer Interaction by three scientists working for the Xerox Corp.’s Palo Alto Research Center—Stuart K. Card, Thomas P. Moran, and Allen Newell. Together, they made up the Applied Information-Processing Psychology Project at PARC, which had an outsized impact on a wide range of developments in personal computing between the 1970s and 1990s. The three brought a wealth of experience: Card was a psychologist by training, Moran a human factors engineer, and Newell a mathematician, game theorist, and artificial intelligence researcher. Card had been developing ways to apply cognitive psychology to human-computer interaction since his arrival at PARC; in the spring of 1980, he and Moran ran a graduate seminar at Stanford’s Computer Science department on the subject, open to both engineers and psychologists.

The kind of communication with machines envisioned by the PARC authors was based on understanding the human being as a functional analogue to the computer. The goal of the authors was to “integrate all the units of the human processor to do useful tasks.” These tasks could be processed through the collection of human data: about physiological response rates, movement dynamics, and other processes amenable to the digital languages of computing. The authors illustrated their idea of the “model human processor” with a bald, smiling homunculus staring happily at a computer screen.

Card and his co-authors had great ambitions for human-computer interaction as a new way to shape our behavior. They called it “an applied psychology” grounded in understanding a human and computer as one single unit through numerical tracking, task analysis, and calculability. In traditional experimental psychology, the authors complained, “measurements come to have little value in themselves as a continually growing body of useful quantitative knowledge.” Human-computer interaction, in contrast, would collect data about the human body indiscriminately, and put all sorts of measurement about the human information processor to use.

Card, Moran, and Newell were interested in collecting whatever data they could about human computer users—and they thought that computer scientists, not psychologists, should be the ones applying psychological techniques with digital systems. Systems designers were “engaged in a sort of psychological civil engineering,” they wrote, using human abilities as one factor among many to create an efficiently operating system.

The Psychology of Human Computer Interaction was highly influential. Crucially, it pushed studies of how humans interact with computers firmly into computer science for almost 20 years, detaching psychological techniques from their human context and prompting psychologists themselves to play catch-up. Branches of psychology already dealing with evaluations by number, like psychometricians, found human-computer interaction research especially amenable to their experiments. For instance, British data scientist and psychologist Michal Kosinski claimed in a 2013 paper that publicly available Facebook likes could be used to determine a user’s race, sex, sexuality, and even personality traits. Last year, Kosinski published a paper suggesting that his AI system could determine the sexual orientation of faces more accurately than a human being.

Happily, human-computer interaction has changed over the past decade to include a more diverse set of methods and disciplines, including insights from designers, historians, anthropologists, and sociologists. Unfortunately, social media platforms were already up and running under the auspices of computer science as “psychological civil engineering,” via digital means without much input from the social sciences. The humble online quiz, a way for individuals to while away time ever since Spark.com’s famous Purity Test from the 1990s became a vector to collect personality data. Kosinski’s 2013 researcher relied on a personality test circulated via Facebook—a copy of which was used by Cambridge Analytica. And with Facebook and Twitter performing nearly constant behavioral experiments to test ways their users could be nudged into spending more time on their sites, the amounts of behavioral and psychological data collected by our digital devices is only getting bigger. “A smart phone,” Kosinski told the media after the 2016 election, “is a vast psychological questionnaire that we are constantly filling out, both consciously and unconsciously.”

As the Cambridge Analytica story shows, there’s a fine line between psychological civil engineering and psychological civil war. The behavioral, demographic, and personal information Facebook and other social media platforms now collect through what I call algorithmic psychometrics has the sensitivity of medical data, and should be treated as such by regulators around the world. In the United States, the Health Insurance Portability and Accountability Act protects medical and other health information—but only if that information is collected and used by organizations like health care providers and insurance plans. Instead, regulators need to rethink health privacy laws by focusing on both how demographic, behavioral, and psychological data is collected and used across all sectors of the digital economy. The long history of psychology’s role in computing means the Cambridge Analytica bombshell makes unfortunate sense—and makes immediate regulation of these forms of data an urgent necessity.

Cows die electrocuted by power line in Arecibo

Four cows were electrocuted on Sunday, at around 9 in the morning in the neighborhood of Sabana Hoyos, highway PR-628, Combate sector in Arecibo, police said.

According to the report, in the place there was electric power on the pavement near the farm.

The authorities made arrangements with personnel of the Electric Power Authority to remove the cables from the site.

The cattle were valued at four thousand dollars.

In a heavily Puerto Rican city, schools scramble to help students displaced by hurricane

Several federal and state efforts could provide additional funding for Hartford’s education system. This year’s federal budget deal awarded $2.7 billion dollars to schools affected by Hurricanes Harvey, Irma and Maria, and last year’s wildfires. But schools still need guidance on how to apply for those funds, so that money hasn’t reached Connecticut schools yet.

And last month, Connecticut Gov. Dannel Malloy asked state lawmakers to use $3.8 million of its education dollars to help districts hosting the displaced students. He wrote, quote, “This is the right thing to do. Frankly, I wish that we could afford to do more.”

In the meantime, a volunteer community effort has worked to provide the newly-arrived families and students with food, clothing and shelter.

Across the hall from her office, Levitz keeps extra supplies like school uniforms, sanitary products and shoes.

The truth is finally out about Cambridge Analytic. In a series of eye-popping articles for the Guardian, Carole Cadwalladr and her colleagues have detailed the full story of how research linking Facebook demographic data to personality traits apparently ended up in the hands of Steve Bannon, Robert Mercer, and the Donald Trump campaign.

I’ve been staggered by the sheer detail of these articles, but totally unsurprised by their content: I’ve been arguing for years that the integration of digital media devices and psychological techniques is one of the most underappreciated developments in the history of computing. For more than 50 years, this has been the domain of computer scientists who have approached the brain as a “human processor,” just another a machine to be tinkered with. The work has taken place almost entirely in the domain of computer science, with little input from clinical psychologists, ethicists, or other academic fields interested in the messy details of human social life. Understanding that shortsighted perspective, and how it gave rise to companies like Cambridge Analytica, can help us curtail the weaponziation of social media today.

Psychological models shaped the development of computers from the very beginning. Kurt Lewin, one of the founders of social psychology, was a participant in the 1946 Macy Conference, a now-legendary gathering of computer scientists and scholars interested in human behavior that helped birth both cybernetics and systems theory. This combination of psychology, systems analysis, and computer science became a hallmark of other Cold-War era research institutes like the RAND Corp. and the Stanford Research Institute. Much of this research was tied to the defense establishment and their large institutional mainframes. The idea of an individual user interacting at their own discretion with newly personal computers attracted only a few visionary designers like Douglas Engelbart, the inventor of the computer mouse.

Psychology’s insights into the complexities of the human mind both troubled and fascinated computer scientists in the 1950s and 1960s. In 1966 AI pioneer Joseph Weizenbaum modeled ELIZA, one of the first chat bots, after famed talk therapist Carl Rogers. Weizenbaum set out to demonstrate how superficial communications between humans and machines were at the time, and was surprised when scores of people ascribed the program with intelligence. Also in the 1960s, computer scientist Hilary Putnam developed the idea of the “computational theory of mind,” which understood the brain as a computing machine and helped shape the field of cognitive psychology around thinking of brains as “information processors.”

It was this development—metaphorically understanding brains as computers—that really began to knit psychology and computer science together in the field of human-computer interaction. A critical moment came with the 1983 publication of The Psychology of Human Computer Interaction by three scientists working for the Xerox Corp.’s Palo Alto Research Center—Stuart K. Card, Thomas P. Moran, and Allen Newell. Together, they made up the Applied Information-Processing Psychology Project at PARC, which had an outsized impact on a wide range of developments in personal computing between the 1970s and 1990s. The three brought a wealth of experience: Card was a psychologist by training, Moran a human factors engineer, and Newell a mathematician, game theorist, and artificial intelligence researcher. Card had been developing ways to apply cognitive psychology to human-computer interaction since his arrival at PARC; in the spring of 1980, he and Moran ran a graduate seminar at Stanford’s Computer Science department on the subject, open to both engineers and psychologists.

The kind of communication with machines envisioned by the PARC authors was based on understanding the human being as a functional analogue to the computer. The goal of the authors was to “integrate all the units of the human processor to do useful tasks.” These tasks could be processed through the collection of human data: about physiological response rates, movement dynamics, and other processes amenable to the digital languages of computing. The authors illustrated their idea of the “model human processor” with a bald, smiling homunculus staring happily at a computer screen.

Card and his co-authors had great ambitions for human-computer interaction as a new way to shape our behavior. They called it “an applied psychology” grounded in understanding a human and computer as one single unit through numerical tracking, task analysis, and calculability. In traditional experimental psychology, the authors complained, “measurements come to have little value in themselves as a continually growing body of useful quantitative knowledge.” Human-computer interaction, in contrast, would collect data about the human body indiscriminately, and put all sorts of measurement about the human information processor to use.

Card, Moran, and Newell were interested in collecting whatever data they could about human computer users—and they thought that computer scientists, not psychologists, should be the ones applying psychological techniques with digital systems. Systems designers were “engaged in a sort of psychological civil engineering,” they wrote, using human abilities as one factor among many to create an efficiently operating system.

The Psychology of Human Computer Interaction was highly influential. Crucially, it pushed studies of how humans interact with computers firmly into computer science for almost 20 years, detaching psychological techniques from their human context and prompting psychologists themselves to play catch-up. Branches of psychology already dealing with evaluations by number, like psychometricians, found human-computer interaction research especially amenable to their experiments. For instance, British data scientist and psychologist Michal Kosinski claimed in a 2013 paper that publicly available Facebook likes could be used to determine a user’s race, sex, sexuality, and even personality traits. Last year, Kosinski published a paper suggesting that his AI system could determine the sexual orientation of faces more accurately than a human being.

Happily, human-computer interaction has changed over the past decade to include a more diverse set of methods and disciplines, including insights from designers, historians, anthropologists, and sociologists. Unfortunately, social media platforms were already up and running under the auspices of computer science as “psychological civil engineering,” via digital means without much input from the social sciences. The humble online quiz, a way for individuals to while away time ever since Spark.com’s famous Purity Test from the 1990s became a vector to collect personality data. Kosinski’s 2013 researcher relied on a personality test circulated via Facebook—a copy of which was used by Cambridge Analytica. And with Facebook and Twitter performing nearly constant behavioral experiments to test ways their users could be nudged into spending more time on their sites, the amounts of behavioral and psychological data collected by our digital devices is only getting bigger. “A smart phone,” Kosinski told the media after the 2016 election, “is a vast psychological questionnaire that we are constantly filling out, both consciously and unconsciously.”

As the Cambridge Analytica story shows, there’s a fine line between psychological civil engineering and psychological civil war. The behavioral, demographic, and personal information Facebook and other social media platforms now collect through what I call algorithmic psychometrics has the sensitivity of medical data, and should be treated as such by regulators around the world. In the United States, the Health Insurance Portability and Accountability Act protects medical and other health information—but only if that information is collected and used by organizations like health care providers and insurance plans. Instead, regulators need to rethink health privacy laws by focusing on both how demographic, behavioral, and psychological data is collected and used across all sectors of the digital economy. The long history of psychology’s role in computing means the Cambridge Analytica bombshell makes unfortunate sense—and makes immediate regulation of these forms of data an urgent necessity.
