British official says Putin ordered poison attack on ex-Russian spy as division widens

MOSCOW (AP) — The gulf between Russia and Britain widened on Friday as they cranked up pressure over a nerve agent attack and a suspected murder in Britain that have deepened Western worries about alleged Russian meddling abroad.

Britain’s foreign secretary accused Russian President Vladimir Putin of personally ordering the poisoning of ex-Russian spy Sergei Skripal and his daughter, Yulia, describing it as the most brazen such move since World War II.

Putin’s spokesman denounced the claim as “shocking and inexcusable.”

As relations between the two nations sank to a new post-Cold War low, nearly two dozen Russian diplomats in London were packing their bags to leave Tuesday after an expulsion order from Britain. British diplomats in Moscow were bracing for a retaliatory order from the Kremlin and were just waiting to be told who had to leave and when.

Geopolitical tensions have been mounting since the poisoning of the Skripals in the English city of Salisbury on March 4, in what Western powers see as the latest sign of increasingly aggressive Russian interference in foreign countries. The tensions threaten to overshadow Putin’s expected re-election Sunday for another six-year presidential term.

But that’s not all.

New concerns surfaced Friday about the death this week of a London-based Russian businessman, Nikolai Glushkov, found dead at his south London home on Monday. British police said Friday that he died from compression to the neck and opened a murder investigation.

Russia also suspects foul play in Glushkov’s death and opened its own inquiry Friday. Russia’s top agency for major crimes was also investigating the attack on Yulia Skripal, who is a Russian citizen. Her father has British citizenship. Both are in critical condition.

British police said there is no apparent link to the attack on Glushkov and the poisoning of the Skripals.

But to the West, they are raising similar concerns.

While Britain has accused the Russian state of ordering the poisoning of the Skripals, Foreign Secretary Boris Johnson took it a step further Friday and said it’s “overwhelmingly likely” that Putin himself ordered the attack.

Top EU diplomats were expected to discuss next steps at a meeting Monday, with some calling for a boycott of the upcoming World Cup in Russia. British Prime Minister Theresa May is seeking a global coalition of countries to punish Moscow, and the U.S., France and Germany have already lined up against Russia over the Skripal attack.

Britain is expelling 23 Russian diplomats and taking other steps against Russian interests as the two nations’ relations plummet.

“Our quarrel is with Putin’s Kremlin, and with his decision, and we think it overwhelmingly likely that it was his decision, to direct the use of a nerve agent on the streets of the U.K., on the streets of Europe, for the first time since the Second World War,” Johnson said.

Putin spokesman Dmitry Peskov was quoted by Russian news agencies as calling Johnson’s statement a “shocking and inexcusable breach of diplomatic propriety.” Peskov reiterated Russian denials of involvement in the attack on the Skripals.

“We have never encountered this level of discussion on the global stage,” Peskov told reporters.

Russia ordered a halt to high-level meetings with the U.K. and prepared Friday to expel British diplomats.

Lithuanian Foreign Minister Linas Linkevicius told The Associated Press that the Salisbury attack was a direct challenge to Europe. He said Russia’s recent provocations need a tough response, including action against Russian oligarchs with questionable ties who have used London as a safe haven.

The source of the nerve agent — which Britain says is Soviet-made Novichok — is unclear, as is the way it was administered.

Russia has demanded that Britain share samples collected by investigators.

Russia’s envoy to the Organization for the Prohibition of Chemical Weapons told The AP that his country has no stocks of the Novichok group of nerve agents, insisting that Soviet-era research into the agents was totally dismantled before Russia joined the organization.

Ambassador Alexander Shulgin also sought to shift possible blame, saying Western special agents spirited Russian chemical weapons experts out of the country in the 1990s and work continued on their research.

He said even the name Novichok was a “Western invention” and that Russia never gave it a name.

Hamish de Bretton-Gordon, former commander of the British Army’s chemical and biological weapons regiment, called the claim that U.S. or British agents could have developed Novichok “complete hogwash.”

Speaking to the AP, he called it unlikely that some of the nerve agent could have gone missing in the years after the 1991 collapse of the Soviet Union. He also cast doubt on the possibility that the nerve agent was sent through the mail or was placed in luggage that Skripal’s daughter brought with her from Russia to Britain.

An 83-year-old Russian whistleblower who helped develop Novichok told the AP on Friday that no other country could have used that particular nerve agent to poison a former spy.

Vil Mirzayanov, who now lives in New Jersey, said that if the substance is Novichok, as Britain claims, it’s “100 percent” clear it came from Russia.

Mirzayanov revealed details of Russia’s chemical weapons in the 1990s because he said he was afraid of their impact.

While many British politicians have backed the government in blaming Moscow for the nerve agent attack, the U.K.’s main opposition leader has cautioned against a rush to judgment. Labour Party leader Jeremy Corbyn said in the Guardian that it’s possible that “Russian mafia-like groups,” rather than the Russian state, were responsible.

RUSSIA

The Trump administration yesterday sanctioned five Russian entities and 19 Russian individuals for interfering in the 2016 U.S. election and for carrying out cyberattacks on U.S. infrastructure, the action comes as Congress has expressed concerns about Russias actions including meddling in the U.S. election, its role in Ukraine and Syria, and its involvement in the recent Novichok nerve-agent attack on the former Russian spy Sergei Skripal in the U.K.. Ian Talley reports at the Wall Street Journal.

The individuals sanctioned include those indicted last month by special counsel Robert Mueller as part of his investigation into Russian interference in the 2016 election. The Trump administrations measures came after significant delay, with Congress having authorized the administration to enact sanctions months ago, Kevin Liptak reports at CNN.

Russian state hackers targeted U.S. and European nuclear power plants and water and electric systems, according to a report by the Department of Homeland Security (D.H.S.) released yesterday, the F.B.I. also offered new details about the Russian cyberattacks on utilities and the White House officially laid the blame on Russia yesterday. Nicole Perlroth and David E. Sanger report at the New York Times.

The leaders of the U.K., U.S., France and Germany yesterday issued a joint statement in response to the attack on Skripal, accusing Russia of being involved in the first offensive use of a nerve agent in Europe since the second world war, carrying out an assault on U.K. sovereignty and noting that Russia had failed to respond to the U.K. request for an explanation of the incident. Peter Walker, Julian Borger and Ewen MacAskill report at the Guardian.

The Russian Foreign Minister Sergei Lavrov confirmed today that Moscow would expel British diplomats in retaliation for the U.K. expelling Russian diplomats over the Skripal affair. Kathrin Hille reports at the Financial Times.

The Trump administrations actions against Russia yesterday constitute its toughest measures yet, however they have fallen short of what Congress has mandated and what lawmakers have called for. Anne Geran and Ellen Nakashima explain at the Washington Post.

The Russian President Vladimir Putin has been taunting the West because he knows that they wont respond forcefully, the Wall Street Journal editorial board writes, calling for stronger measures.

Russias greatest vulnerability is its dependence on energy exports, Trump could use alliances with other countries to punish Russia. David Ignatius writes at the Washington Post.

The TRUMP ADMINISTRATION

The President has decided to oust his national security adviser H.R. McMaster and is discussing potential replacements, according to sources familiar with the matter. The White House press secretary Sarah Huckabee Sanders pushed back against the reports, saying that McMaster and the president have a good working relationship and there are no changes at the N.S.C. [National Security Council], Ashley Parker, Josh Dawsey, Philip Rucker and Carol D. Leonnig report at the Washington Post.

Trump has conveyed his decision to oust McMaster to his chief of staff, John Kelly, however officials have said that the move may be delayed as the president does not yet have a replacement for McMaster in mind. One official also said that Trump wants McMaster to have a more graceful exit than the recently fired Secretary of State Rex Tillerson, Rebecca Ballhaus, Michael C. Bender and Aruna Viswanatha report at the Wall Street Journal.

There will always be change. I think you want to see change, Trump said yesterday, suggesting that more departures from the administration are coming, and a number of Cabinet members and advisers are at risk of being ousted. Michael D. Shear and Maggie Haberman report at the New York Times.

The firing of Tillerson is a Washington, D.C., story in most parts of the world, the Defense Secretary Jim Mattis told reporters yesterday, downplaying the presidents decision and emphasizing that Americas durability with foreign nations goes beyond personalities. Dan Lamothe reports at the Washington Post.

Trumps nominee to lead the National Security Agency (N.S.A.) looks likely to be approved by the Senate Intelligence Committee, Lt. Gen. Paul Nakasone sat for his second confirmation hearing yesterday and received positive comments from members of the panel after answering their questions. Morgan Chalfant reports at the Hill.

Reps. Elijah E. Cummings (D-Md.) and Eliot L. Engel (D-N.Y.) sent a letter yesterday to chief of staff Kelly and Deputy Secretary of State John Sullivan offering evidence that indicates an effort to clean the State Department of employees insufficiently loyal to Trump, citing evidence from a whistleblower. SYRIA

Around 20,000 civilians have fled the rebel enclave of Eastern Ghouta near the capital Damascus and around 30,000 have fled the northern Syrian town of Afrin in recent days. Forces loyal to the Syrian President Bashar al-Assad have been carrying out an intensified campaign in Eastern Ghouta, and in Afrin, Turkish forces and their allies have been carrying out an offensive against the U.S.-backed Syrian Kurdish Y.P.G. militia, whom Turkey deem to be an extension of the outlawed Turkey-based Kurdistan Workers Party (P.K.K.), the BBC reports.

At least 1,540 people have been killed and nearly 6,000 injured in Eastern Ghouta since the U.N. Security Council passed a resolution on Feb. 24 calling for a 30-day ceasefire, according to the Eastern Ghouta health directorate. Liz Sly and Louisa Loveluck report at the Washington Post.

Pro-Syrian government forces are close to capturing Eastern Ghouta, the enclave has been split in three by airstrikes and ground assaults. Martin Chulov, Kareem Shaheen and Julian Borger report at the Guardian.

Turkey has said that it wont hand over Afrin to the Syrian government once it has cleared the area of the Y.P.G., the Turkish presidential spokesperson Ibrahim Kalin said yesterday that Afrins city center would be cleansed of terrorists in a very short time. Al Jazeera reports.

Russia is also complicit in Assads atrocities, the national security adviser H.R. McMaster said yesterday, also condemning the Syrian government and Iran, and calling for all nations to respond more forcibly than simply issuing strong statements [and impose] serious political and economic consequences on Moscow and Tehran. Matthew Nussbaum reports at POLITICO.

The U.S. military in Syrias Deir al-Zour province are prepared for further attacks from Russian mercenaries and pro-Assad forces, on Feb. 7 the U.S.-led coalition repelled a surprise assault and between 200-300 Russian mercenaries died in the clashes, the attacking force retreated and is now stationed three miles away from where U.S. troops are based. Richard Engel and Kennett Werner report at NBC News.

The senior Syrian Kurdish official Omar Alloush was found dead in his apartment yesterday, Alloush played a key role in forming the U.S.-backed civil council for Raqqa the city that was formerly the Islamic State groups de facto capital in Syria. Sarah El Deeb reports at the AP.

Syrian government forces and allied militias have raped and sexually assaulted civilians during the war in Syria, according to a report by the U.N. Commission of Inquiry, adding that rebel groups have also committed similar crimes, but these were considerably less common, Stephanie Nebehay reports at Reuters.

Whoever prevails in what remains of Syria will achieve a pyrrhic victory, Martin Chulov writes at the Guardian, noting the scale of destruction and civilian suffering.

U.S.-led airstrikes continue. U.S. and coalition forces carried out 20 airstrikes against Islamic State targets in Syria and Iraq between March 2 and March 8. [Central Command]

The KOREAN PENINSULA

The North Korean Foreign Minister Ri Yong-ho travelled to Sweden yesterday and met with his counterpart amid speculation that Sweden could be the venue for preparatory talks for the potential summit between President Trump and North Korean leader Kim Jong-un, or for the summit itself. Gerry Mullany reports at the New York Times.

Satellite imagery indicates that North Korea has been carrying out preliminary testing of one of its nuclear reactors, it is unclear whether Pyongyang plans for the reactor to be used for electricity generation or its weapons program. Tim Lister reports at CNN.

I think they were a little bit surprised that Washington, President Trump, readily accepted [Kims offer for talks], the recently retired U.S. Special Envoy on North Korea policy, Joseph Yun, said in an interview, saying that he was very supportive of the Trumps decision. Laura Koran reports at CNN.

South Korea will seek to have talks about talks with North Korea this month, the South Korean presidential chief of staff has said, as preparations for a Trump-Kim summit begin today. Christine Kim reports at Reuters.

As we go into this, I think we cant be overly optimistic on outcomes, the commander of the U.S. Pacific Command, Adm. Harry Harris, told the Senate Armed Services Committee, warning that the Trump-Kim summit may not deliver results. Rebecca Kheel reports at the Hill.

TRUMP-RUSSIA

Special counsel Robert Mueller has subpoenaed the Trump Organization to turn over documents related to his investigation, according to two sources. It is not clear why Mueller has issued a subpoena, but the move suggests that Muellers investigation will continue for at least a few more months and that he is broadening his probe to look at the role of foreign money on Trumps political activities. It is also not clear how much of the subpoena relates to Trumps business ties outside of Russia, Michael S. Schmidt and Maggie Haberman report at the New York Times.

An attorney for the Trump Organization said that the reports of the subpoena being issued are old news and our assistance and cooperation with the various investigations remains the same today, the statement did not confirm that a subpoena had been issued. Four Republican members of the Senate Judiciary Committee have asked the Justice Department to appoint a special counsel to investigate the F.B.I.s use of the dossier compiled by former British Intelligence officer Christopher Steele, which alleged Trump-Russia connections. Mueller appears not to have interviewed Donald Trump Jr., Philip Bump writes at the Washington Post, arguing that the presidents son is likely to have a valuable insight on Russia connections.

IRAN

We have worrisome evidence that Iran is trying to influence using money the Iraqi elections, the Defense Secretary Jim Mattis told reporters yesterday, saying that this was part of Irans destabilizing actions in the Middle East. The AP reports.

The Iranian Supreme Leader Ayatollah Ali Khamenei wants to create his own project in the Middle East very much like Hitler, who wanted to expand at the time, the Saudi Crown Prince Mohammed bin Salman has said in an pre-recorded interview that will be broadcast Sunday. Ben Hubbard reports at the New York Times.

Saudi Arabia will follow suit as soon as possible if Iran developed a nuclear bomb, Mohammed bin Salman also said in the interview. Iran responded to the crown princes comments saying he was a delusional naïve person, Al Jazeera reports.

OTHER DEVELOPMENTS

Saudi Arabian officials and Yemens Houthi rebels have held secret talks to end the war in Yemen, according to diplomats and Yemeni political sources. Mohammed Ghobari and Noah Browning report at Reuters.

A U.S. military aircraft crashed in western Iraq yesterday, officials have not confirmed how many service members have been killed. Thomas Gibbons-Neff and Margaret Coker report at the New York Times.

The U.S. ambassador to the U.N. Nikki Haley is considering a move to make foreign aid conditional on support for the U.S.s political positions, according to a confidential document drafted by her staff. Colum Lynch reveals at Foreign Policy.

The majority of N.A.T.O. members have failed to increase their defense spending to 2% of G.D.P., Julian E. Barnes reports at the Wall Street Journal.

RUSSIA

The Trump administration yesterday sanctioned five Russian entities and 19 Russian individuals for interfering in the 2016 U.S. election and for carrying out cyberattacks on U.S. infrastructure, the action comes as Congress has expressed concerns about Russias actions including meddling in the U.S. election, its role in Ukraine and Syria, and its involvement in the recent Novichok nerve-agent attack on the former Russian spy Sergei Skripal in the U.K.. Ian Talley reports at the Wall Street Journal.

The individuals sanctioned include those indicted last month by special counsel Robert Mueller as part of his investigation into Russian interference in the 2016 election. The Trump administrations measures came after significant delay, with Congress having authorized the administration to enact sanctions months ago, Kevin Liptak reports at CNN.

Russian state hackers targeted U.S. and European nuclear power plants and water and electric systems, according to a report by the Department of Homeland Security (D.H.S.) released yesterday, the F.B.I. also offered new details about the Russian cyberattacks on utilities and the White House officially laid the blame on Russia yesterday. Nicole Perlroth and David E. Sanger report at the New York Times.

The leaders of the U.K., U.S., France and Germany yesterday issued a joint statement in response to the attack on Skripal, accusing Russia of being involved in the first offensive use of a nerve agent in Europe since the second world war, carrying out an assault on U.K. sovereignty and noting that Russia had failed to respond to the U.K. request for an explanation of the incident. Peter Walker, Julian Borger and Ewen MacAskill report at the Guardian.

The Russian Foreign Minister Sergei Lavrov confirmed today that Moscow would expel British diplomats in retaliation for the U.K. expelling Russian diplomats over the Skripal affair. Kathrin Hille reports at the Financial Times.

The Trump administrations actions against Russia yesterday constitute its toughest measures yet, however they have fallen short of what Congress has mandated and what lawmakers have called for. Anne Geran and Ellen Nakashima explain at the Washington Post.

The Russian President Vladimir Putin has been taunting the West because he knows that they wont respond forcefully, the Wall Street Journal editorial board writes, calling for stronger measures.

Russias greatest vulnerability is its dependence on energy exports, Trump could use alliances with other countries to punish Russia. David Ignatius writes at the Washington Post.

The TRUMP ADMINISTRATION

The President has decided to oust his national security adviser H.R. McMaster and is discussing potential replacements, according to sources familiar with the matter. The White House press secretary Sarah Huckabee Sanders pushed back against the reports, saying that McMaster and the president have a good working relationship and there are no changes at the N.S.C. [National Security Council], Ashley Parker, Josh Dawsey, Philip Rucker and Carol D. Leonnig report at the Washington Post.

Trump has conveyed his decision to oust McMaster to his chief of staff, John Kelly, however officials have said that the move may be delayed as the president does not yet have a replacement for McMaster in mind. One official also said that Trump wants McMaster to have a more graceful exit than the recently fired Secretary of State Rex Tillerson, Rebecca Ballhaus, Michael C. Bender and Aruna Viswanatha report at the Wall Street Journal.

There will always be change. I think you want to see change, Trump said yesterday, suggesting that more departures from the administration are coming, and a number of Cabinet members and advisers are at risk of being ousted. Michael D. Shear and Maggie Haberman report at the New York Times.

The firing of Tillerson is a Washington, D.C., story in most parts of the world, the Defense Secretary Jim Mattis told reporters yesterday, downplaying the presidents decision and emphasizing that Americas durability with foreign nations goes beyond personalities. Dan Lamothe reports at the Washington Post.

Trumps nominee to lead the National Security Agency (N.S.A.) looks likely to be approved by the Senate Intelligence Committee, Lt. Gen. Paul Nakasone sat for his second confirmation hearing yesterday and received positive comments from members of the panel after answering their questions. Morgan Chalfant reports at the Hill.

Reps. Elijah E. Cummings (D-Md.) and Eliot L. Engel (D-N.Y.) sent a letter yesterday to chief of staff Kelly and Deputy Secretary of State John Sullivan offering evidence that indicates an effort to clean the State Department of employees insufficiently loyal to Trump, citing evidence from a whistleblower. Karoun Demirjian and Carol Morello report at the Washington Post.

SYRIA

Around 20,000 civilians have fled the rebel enclave of Eastern Ghouta near the capital Damascus and around 30,000 have fled the northern Syrian town of Afrin in recent days. Forces loyal to the Syrian President Bashar al-Assad have been carrying out an intensified campaign in Eastern Ghouta, and in Afrin, Turkish forces and their allies have been carrying out an offensive against the U.S.-backed Syrian Kurdish Y.P.G. militia, whom Turkey deem to be an extension of the outlawed Turkey-based Kurdistan Workers Party (P.K.K.), the BBC reports.

At least 1,540 people have been killed and nearly 6,000 injured in Eastern Ghouta since the U.N. Security Council passed a resolution on Feb. 24 calling for a 30-day ceasefire, according to the Eastern Ghouta health directorate. Liz Sly and Louisa Loveluck report at the Washington Post.

Pro-Syrian government forces are close to capturing Eastern Ghouta, the enclave has been split in three by airstrikes and ground assaults. Martin Chulov, Kareem Shaheen and Julian Borger report at the Guardian.

Turkey has said that it wont hand over Afrin to the Syrian government once it has cleared the area of the Y.P.G., the Turkish presidential spokesperson Ibrahim Kalin said yesterday that Afrins city center would be cleansed of terrorists in a very short time. Al Jazeera reports.

Russia is also complicit in Assads atrocities, the national security adviser H.R. McMaster said yesterday, also condemning the Syrian government and Iran, and calling for all nations to respond more forcibly than simply issuing strong statements [and impose] serious political and economic consequences on Moscow and Tehran. Matthew Nussbaum reports at POLITICO.

The U.S. military in Syrias Deir al-Zour province are prepared for further attacks from Russian mercenaries and pro-Assad forces, on Feb. 7 the U.S.-led coalition repelled a surprise assault and between 200-300 Russian mercenaries died in the clashes, the attacking force retreated and is now stationed three miles away from where U.S. troops are based. Richard Engel and Kennett Werner report at NBC News.

The senior Syrian Kurdish official Omar Alloush was found dead in his apartment yesterday, Alloush played a key role in forming the U.S.-backed civil council for Raqqa the city that was formerly the Islamic State groups de facto capital in Syria. Sarah El Deeb reports at the AP.

Syrian government forces and allied militias have raped and sexually assaulted civilians during the war in Syria, according to a report by the U.N. Commission of Inquiry, adding that rebel groups have also committed similar crimes, but these were considerably less common, Stephanie Nebehay reports at Reuters.

Whoever prevails in what remains of Syria will achieve a pyrrhic victory, Martin Chulov writes at the Guardian, noting the scale of destruction and civilian suffering.

U.S.-led airstrikes continue. U.S. and coalition forces carried out 20 airstrikes against Islamic State targets in Syria and Iraq between March 2 and March 8. [Central Command]

The KOREAN PENINSULA

The North Korean Foreign Minister Ri Yong-ho travelled to Sweden yesterday and met with his counterpart amid speculation that Sweden could be the venue for preparatory talks for the potential summit between President Trump and North Korean leader Kim Jong-un, or for the summit itself. Gerry Mullany reports at the New York Times.

Satellite imagery indicates that North Korea has been carrying out preliminary testing of one of its nuclear reactors, it is unclear whether Pyongyang plans for the reactor to be used for electricity generation or its weapons program. Tim Lister reports at CNN.

I think they were a little bit surprised that Washington, President Trump, readily accepted [Kims offer for talks], the recently retired U.S. Special Envoy on North Korea policy, Joseph Yun, said in an interview, saying that he was very supportive of the Trumps decision. Laura Koran reports at CNN.

South Korea will seek to have talks about talks with North Korea this month, the South Korean presidential chief of staff has said, as preparations for a Trump-Kim summit begin today. Christine Kim reports at Reuters.

As we go into this, I think we cant be overly optimistic on outcomes, the commander of the U.S. Pacific Command, Adm. Harry Harris, told the Senate Armed Services Committee, warning that the Trump-Kim summit may not deliver results. Rebecca Kheel reports at the Hill.

TRUMP-RUSSIA

Special counsel Robert Mueller has subpoenaed the Trump Organization to turn over documents related to his investigation, according to two sources. It is not clear why Mueller has issued a subpoena, but the move suggests that Muellers investigation will continue for at least a few more months and that he is broadening his probe to look at the role of foreign money on Trumps political activities. It is also not clear how much of the subpoena relates to Trumps business ties outside of Russia, Michael S. Schmidt and Maggie Haberman report at the New York Times.

An attorney for the Trump Organization said that the reports of the subpoena being issued are old news and our assistance and cooperation with the various investigations remains the same today, the statement did not confirm that a subpoena had been issued. Four Republican members of the Senate Judiciary Committee have asked the Justice Department to appoint a special counsel to investigate the F.B.I.s use of the dossier compiled by former British Intelligence officer Christopher Steele, which alleged Trump-Russia connections. Mueller appears not to have interviewed Donald Trump Jr., Philip Bump writes at the Washington Post, arguing that the presidents son is likely to have a valuable insight on Russia connections.

IRAN

We have worrisome evidence that Iran is trying to influence using money the Iraqi elections, the Defense Secretary Jim Mattis told reporters yesterday, saying that this was part of Irans destabilizing actions in the Middle East. The AP reports.

The Iranian Supreme Leader Ayatollah Ali Khamenei wants to create his own project in the Middle East very much like Hitler, who wanted to expand at the time, the Saudi Crown Prince Mohammed bin Salman has said in an pre-recorded interview that will be broadcast Sunday. Ben Hubbard reports at the New York Times.

Saudi Arabia will follow suit as soon as possible if Iran developed a nuclear bomb, Mohammed bin Salman also said in the interview. Iran responded to the crown princes comments saying he was a delusional naïve person, Al Jazeera reports.

OTHER DEVELOPMENTS

Saudi Arabian officials and Yemens Houthi rebels have held secret talks to end the war in Yemen, according to diplomats and Yemeni political sources. Mohammed Ghobari and Noah Browning report at Reuters.

A U.S. military aircraft crashed in western Iraq yesterday, officials have not confirmed how many service members have been killed. Thomas Gibbons-Neff and Margaret Coker report at the New York Times.

The U.S. ambassador to the U.N. Nikki Haley is considering a move to make foreign aid conditional on support for the U.S.s political positions, according to a confidential document drafted by her staff. Colum Lynch reveals at Foreign Policy.

The majority of N.A.T.O. members have failed to increase their defense spending to 2% of G.D.P., Julian E. Barnes reports at the Wall Street Journal.

USA Still Rules Puerto Rico Like A Colony

When we talk about empires, we may hearken back to our days in history class, when we studied powerful monarchical rulers of expansive landmasses, whose only ambition was to control the world they knew and govern over their subjects with an iron fist, led by their all-mighty armies. While this vision of imperial rule may appropriately be relegated to ancient times, the contemporary reality is that well into the 21st century, imperialism is still alive and well in our world.

To wit, there is one modern imperial power that controls the largest land mass on the planet. Just a few years ago this empire invaded a neighboring state, rolling in their tanks and setting up a military presence to “defend their interests in the region.”

Another modern-day imperial power that controls the 4th largest landmass on earth, invaded, at the dawn of a new century, several overseas territories belonging to another empire. After an all-out war to gain control of those territories, it planted its flag and its military hardware on their land, and has kept these territories as overseas possessions for over a century.

Even though the entire modern world community has formally rejected imperialism and colonialism decades ago — declaring them unacceptable forms of governing — both these empires continue to defiantly hold on to their territories abroad, ignoring the basic tenets of democracy.

The reader would be correct to infer that the first empire described above is Russia, whose invasion of Crimea was decried internationally. Russia, however, continues to justify this intrusion on a sovereign state declaring that the people of Crimea held a referendum, thus accepting the annexation and admitting the Russian government as their own. That assertion is still up to continuous and contentious debate in the international community.

The second empire described above, perhaps to the surprise of many, is our very own United States of America. Yes, the “beacon of democracy” of the world remains a modern-day imperial power, holding on to possessions they gained from Spain during the Spanish-American War. And it is still lording over them in an asymmetric power relationship as so-called “unincorporated territories”, which is just a pretty euphemism for “colonies”.

Puerto Rico, the largest and most populated of the U.S. possessions still being ruled as colonies, can best illustrate how the American citizens of our modern-day American colonies are being governed by the U.S. Congress in the utmost undemocratic and imperial manner.

Puerto Rico became a territory of the United States in 1898, and American citizenship was granted to its people in 1917. Ever since, Congress has held plenary powers over the island, with the local limited self-government and laws completely subservient to the will of Capitol Hill. This imperial subordination prevents the American citizens of this American territory from voting in national elections, thus depriving them of their voice in selecting the president, the vice-president, and even the members of Congress, all of whom enact and enforce the laws that rule over them daily. This utterly undemocratic rule even extends over the American soldiers from Puerto Rico, who have served in every U.S. bellicose conflict since WWI, and are still being denied their right to vote for their Commander in Chief. This disenfranchisement of American citizens on a territory that flies the American flag has created a de facto civil rights ghetto, where even American citizens from the mainland that move to the island lose their basic democratic right to vote in national elections.

To their credit, the people of Puerto Rico have tried put an end to this disenfranchisement, holding two referenda in the past five years, wherein an overwhelming majority of its citizens voted in favor of ending the current colonial status, and making PuertoRico the 51st state of the Union. In 2012, 54 percent of the electorate voted against the current colonial status, and 61 percent favored statehood as the best self-government option moving forward. These results were ignored by the Obama administration. Adding insult to injury, last year Congress imposed on Puerto Rico a Fiscal Oversight and Management Board, locally known as a Junta, with the power to overrule the island’s democratically-elected government and its Legislature, with the intention to control from Washington the finances and fiscal management of Puerto Rico.

Yet, relentless in their pursuit of a full American democracy, the people of Puerto Rico voted in another status referendum on June 11, 2017. This time, 97 percent of the votes cast favored statehood for the island. And now the territorial government has moved further forward in this direction, designating a Shadow Congressional Delegation of seven representatives to claim seats in Congress to fight for the democratic rights of its American citizens.

American democracy is floundering in its territories under the very shade of the American flag, and Puerto Rico is a prime example of it. It is time for the U.S. to stop acting like a modern-day imperial Russia, and take an inward gaze at its own democracy. America cannot continue to proclaim itself as the standard bearer of democracy and liberty around the world, pressuring other countries to respect human and civil rights of their citizens, while it continually violates the liberty and basic civil rights of their very own American citizens in their territories. This is not what America stands for.

If we truly want to make America great again, it is time to relinquish our current imperial framework and return to our fundamental nature as a republic, with equal rights for ALL our citizens. Only then can we reclaim our title as the world’s bastion of human rights and true democratic rule.

It is now up to the U.S. Congress to accept this challenge and stand on the right side of history.

Four people killed in an apartment in New York

New York – New York  police are investigating the murder of four people, including a one-year-old girl, whose bodies were found today in an apartment in the Brooklyn district, which shocked her neighbors.

All victims, members of a family, were shot in the head and found by the girl’s grandmother at 5:00 am, according to local media.

The girl and her father, 27, were found in a room, a 16-year-old boy in another room and his stepfather was found dead in the restroom.

According to preliminary police reports, all the victims were related biologically or by marriage.

Colombian and Puerto Rican drug lords arrested for cocaine

Puerto Rican and Colombian authorities executed 14 arrest warrants, dismantling a drug trafficking organization.

The arrests, which were carried out during the last two weeks, were carried out by federal agents of the United States, in coordination with the Colombian authorities.

The operation made it possible to dismantle an international drug trafficking organization responsible for importing cocaine into the United States through Puerto Rico, federal prosecutor Rosa Emilia Rodríguez-Vélez announced.

In addition, those arrested were confiscated income obtained as a result of the illegal activities of the organization and the assets used to commit or facilitate the commission of the crime.

In Puerto Rico, people were arrested in Vieques, Fajardo and Toa Baja.

With her promotion to director of the CIA, Gina Haspel becomes the first woman to hold that job. It’s a high profile position, but Haspel has been a pretty low profile person up until this point. So who will be running the government’s spy agency?

Haspel, who replaces new secretary of state Mike Pompeo, has been with the agency since 1985, spending much of her career undercover. She has received several awards, including the George H. W. Bush Award for excellence in counterterrorism and the Presidential Rank Award, the highest award in the federal civil service. She also has overseen the torture of some terror suspects.

A 2017 New York Times report says Haspel, in 2002, oversaw the torture of two suspects at a secret prison in Thailand and later was involved in the destruction of videotapes documenting that torture.

One of those prisoners was waterboarded 83 times in a single month, had his head repeatedly slammed into walls, and endured other harsh methods before interrogators decided he had no useful information to provide, says the Times.

As a result of such torture, she was shifted out of her role as head of the CIA’s clandestine service.

Haspel was picked to run the CIA’s clandestine operations unit in 2013, but Senator Dianne Feinstein, who was the senior Democrat on the Senate Intelligence Committee at the time, blocked the promotion because of Haspel’s history of torture.

Within the agency, though, Haspel is reportedly widely respected – and has support from members of both the Bush and Obama administrations. Where she stands personally on issues such as extreme interrogation techniques is an unknown, as she has not offered any public comments on policy, as you would expect for an undercover officer.

The US authorities have dismantled an international drug trafficking organization by arresting 14 people in Puerto Rico. Those captured were responsible for importing several kilos of cocaine into the United States from Colombia, the United States Department of Justice reported Monday.

The operation, coordinated with the Colombian authorities, took place through the filing of two accusations in the Federal District Court of Puerto Rico.

Through the first of the formal accusations, charges were filed against Aureliano Acevedo-Hernández, John Edinson García-Rodríguez, Dalbelto Rincón, Tulio Sánchez-Muñoz, Julio Aníbal González-Compres, Jairo Andrés Cruz-Coronel, Julio César Rojas-Betancourt, Field Edison Quintero-Arturo, Luis Alberto Jaimes-Nuñez and Jairo Gómez-Guerra.

Los cargos presentados fueron, entre otros, conspiración para poseer, fabricar o distribuir sustancias controladas con fines de importación ilegal a Estados Unidos.

La acusación contenía, asimismo, una petición de confiscación de los ingresos obtenidos como resultado de las actividades ilegales de la organización y los bienes utilizados para cometer o facilitar la comisión del delito.

La segunda acusación formal está dirigida contra Miguel Ángel Agosto-Pacheco, Jerry Omar Hernández-Peña, Anthony Jael Abreu-Matos, Luis Ángel Ramos-Cordero, Juan Tapia-Soto y otra persona, cuya identidad no ha sido facilitada, con cargos similares.

An agreement with Colombia allowed the arrest of 15 people who are attributed the distribution of multiple kilograms of cocaine through Venezuela, said Monday the federal prosecutor, Rosa Emilia Rodriguez Velez.

“These individuals organized, directed and financed the importation of multiple kilograms of cocaine from Colombia to Puerto Rico, participating in the production of cocaine in the jungle of Colombia, the transportation of cocaine from Colombia to Venezuela through vehicles and mules. – and the maritime transport of cocaine from northern Venezuela to Puerto Rico, “said the federal prosecutor at a press conference. In Colombia, the authorities held a press conference to give details of the joint operation.

He explained that in Venezuela they used fishing vessels that in turn dragged dinghies, which individuals on the high seas exchanged for bringing to Puerto Rico.

The 10 defendants arrested in Colombia face charges of conspiracy to possess, manufacture or distribute controlled substances for the purpose of importing into the United States, and for the possession, manufacture or distribution of cocaine for the purpose of importing it into the United States.

These are: Aureliano Acevedo-Hernández known as “Ciro / Morado”, John Edinson García Rodríguez, known as “Pirata”; Dalberto Rincón, known for “Bambam / Marco, Tulio Sánchez-Muñoz, Julio Aníbal González-Compres, known for” Winston “, Jairo Andrés Cruz Coronel, known for” Jairo / Jairito “, Julio César Rojas-Betancourt, known for” Strawberry “Campo Edison Quintero-Arturo, known as” Coronel “; Luís Alberto Jaimes Núñez, known for “Beto” and Jairo Gómez-Guerra, aka “Jairito”.

The five defendants arrested in Puerto Rico under the other accusation face charges of conspiracy to possess with intent to distribute controlled substances, conspiracy to import controlled substances, and attempt to import controlled substances.

These are: Miguel Ángel Agosto-Pacheco, aka “Chino”; Jerry Omar Hernández-Peña; Anthony Jael Abreu-Matos; Luis Angel Ramos-Cordero, and Juan Tapia-Soto.

According to the accusation, August-Pacheco directly controlled from Puerto Rico with subjects in Colombia and Venezuela the movement of drug smuggling. The other individuals in this indictment received the cocaine on the high seas and moved it in small boats to Puerto Rico.

WASHINGTON – U.S. President Donald Trump on Tuesday said he had replaced Secretary of State Rex Tillerson with Central Intelligence Agency Director Mike Pompeo, ousting the embattled top diplomat after a series of public rifts.

Trump announced the Cabinet shakeup on Twitter and said he had tapped the CIA’s deputy director, Gina Haspel, to replace Pompeo at the intelligence agency.

Tillerson’s departure represents the biggest staff change in the Trump Cabinet so far and caps months of tensions between the Republican president and the 65-year-old former Exxon Mobil chief executive.

A senior White House official said Trump asked Tillerson to step down on Friday but did want not to announce it while he was on a trip to Africa.

The official said Trump works well with Pompeo, a former congressman from Kansas who is seen as a loyalist within the administration, and wanted him in place before the U.S. president’s planned talks with North Korean leader Kim Jong Un and trade negotiations.

U.S. stock index futures pared their gains and the dollar also trimmed gains versus the yen while extending losses versus the euro amid the news.

Trump and Tillerson, who had no diplomatic or political experience before becoming secretary of state, have diverged on policy numerous times, including over North Korea and Russia. On Monday, Tillerson sharply criticized Russia over the poisonings in England of a former spy and his daughter, directly blaming Moscow after White House press secretary Sarah Sanders stopped short of doing so.

Tillerson also appeared out of the loop last week when Trump announced he would meet with North Korea’s leader and become the first sitting U.S. president to do so.

“Mike Pompeo, Director of the CIA, will become our new Secretary of State. He will do a fantastic job! Thank you to Rex Tillerson for his service! Gina Haspel will become the new Director of the CIA, and the first woman so chosen. Congratulations to all!” Trump said on Twitter.

Desmantelan red que importaba cocaína de Colombia a Puerto Rico

Las autoridades de EE.UU. desmantelaron una organización internacional de narcotráfico mediante el arresto de 14 personas en Puerto Rico.

El grupo es acusado de ser responsable de importar varios kilos de cocaína a territorio estadounidense desde Colombia, informó el Departamento de Justicia de Estados Unidos.
La operación, coordinada con las autoridades colombianas, se produjo mediante la presentación de dos acusaciones en el Tribunal federal del Distrito de Puerto Rico.
Los cargos presentados en ese caso fueron, entre otros, por conspiración para poseer, fabricar o distribuir sustancias controladas con fines de importación ilegal a Estados Unidos.
La acusación contenía, asimismo, una petición de confiscación de los ingresos obtenidos como resultado de las actividades ilegales de la organización y los bienes utilizados para cometer o facilitar la comisión del delito.
Los acusados fueron arrestados en las localidades puertorriqueñas de Vieques, Fajardo y Levittown.

Puerto Rico by Victor Hernández Cruz – Poems

Victor Hernández Cruz was born on February 6, 1949, in the small mountain town of Aguas Buenas, Puerto Rico. He moved to the United States in 1954 with his family and attended high school in New York.

Cruz began writing at the age of fifteen, as he explained: “to balance a lot of worlds together … the culture of my parents and the new and modern culture of New York, its architecture, its art, and its fervent intellectual thought.”

In 1966, he published the chapbook Papo Got His Gun, followed by his first full-length collection of poetry, Snaps, published by Random House in 1969 when Cruz was twenty. About SnapsAllen Ginsberg wrote: “Poesy news from space anxiety police age inner city, spontaneous urban American language as Williams wished, high school street consciousness transparent, original soul looking out intelligent Bronx windows.”

In the 1970s, Cruz lived in the San Francisco Bay Area, where he emerged as a distinctive voice in the Nuyorican school of poets. Much of his work explores the relationship between the English language and his native Spanish, playing with grammatical and syntactical conventions within both languages to create his own bilingual idiom.

Cruz is the author of numerous collections of poetry, including Beneath the Spanish (Coffee House Press, 2017); In the Shadow of Al-Andalus (Coffee House Press, 2011); The Mountain in the Sea(Coffee House Press, 2006); and Maraca: New and Selected Poems 1965-2000 (Coffee House Press, 2001), which was selected for the shortlist of the Lenore Marshall Poetry Prize and the International Griffin Poetry Prize. His earlier works include: Panoramas (Coffee House Press, 1997); Red Beans(Coffee House Press, 1991); and Tropicalization (Reed & Cannon Co,1976). He is also the editor of the anthology Paper Dance: 55 Latino Poets (Persea, 2000).

In the citation for the International Griffin Poetry Prize, the judges wrote: “Victor Hernández Cruz has long been the defining poet of that complex bridge between the Latino and mainland cultures of the U.S. Maraca: New and Selected Poems 1965-2000 proves the extraordinary range of this great, enduring poet, whose articulately persuasive humor and intelligence bear persistent witness to a meld of peoples.”

Cruz is a co-founder of both the East Harlem Gut Theatre in New York and the Before Columbus Foundation and a former editor of Umbra Magazine. He has taught at the University of California at Berkeley and San Diego, San Francisco State College, and the University of Michigan.

His honors include fellowships from the Guggenheim Foundation and the National Endowment for the Arts. He served as a Chancellor of the Academy of American Poets from 2008 to 2013. Cruz divides his time between Morocco and Puerto Rico.

Puerto Rican Poetry | University of Massachusetts Press

This volume offers the most wide-ranging and comprehensive collection of Puerto Rican poetry available in English. It includes the work of sixty-four poets, as well as many previously inaccessible selections from Puerto Rico’s tradition of popular verse forms—coplas, décimas, bombas—produced by anonymous writers. All are presented in English, contextualized and individually introduced by Roberto Márquez, a distinguished translator and literary scholar.
Book I, “Before Columbus and After, 1400–1820,” focuses on the foundational origins of Puerto Rican poetry and the clash of competing visions embodied in the rich and heterogeneous corpus of anonymous popular verse forms. Book II, “The Creole Matrix: Notions of Nation, 1821–1950s,” concentrates on the period in which a distinctively Puerto Rican consciousness emerged and the island’s subsequent experience as a U. S. colony in the decades after the Spanish-Cuban-American War up to formal establishment of Commonwealth status. Books III and IV are devoted, respectively, to the era of insular “Critique, Revolt, and Renewal” in the mid-twentieth century, and to the “New Creoles, New Definitions” that developed in the late twentieth century, including the distinct and parallel growth of Puerto Rican poetry in the mainland United States.
In addition to a general introduction and concise biographical profiles of each poet, Márquez provides a detailed “Chronology” of the history of the island that has shaped the poets and informed their work. The resulting volume is a major contribution to our understanding and appreciation of Puerto Rican literature and the heterogeneous society in which it has been produced.
